Minutes 02-16-71MINUTES OF REGULAR CiTY COUNCIL P~ETING HELD AT CITY HALL, BEACH, FLORIDA, T~ESDAY, FEBRUARY 16, 1971 AT 7:30 P. BOYNTON PRESENT: ForPest L. Wallace, Mayor- Robert Effron, Vice Mayor Mrs. Emily Jackson, Councilwoman John Arabic, Councilman Harold Bianchette, Councilman C. Q. Jones ~ Jr., City Managem Gene Moo~e, City Attorney Mrs. Tereesa Padgett, City Clerk Mayor Wallace celled the meeting to order at 7:30 P. M. The /nvocation ~as given by R. B. Michael, former Mayor M/3UdTES -Regular Meeting, February 2~ 1971 Mrs. jackson moved to acoept the minutes as w~itten~ seconded by Archie. Motion carried 5-0. ~UBLIC AUDIENCE Mr. Beyrer spOke of the respect and confidence in Police Chief Noah Hudd!eston. He Understood that Chief Huddteston,s position was tem- porary and urged Council to make it a permanent position. Mr. Beyrer stated there should be a different system of recall of Coun- cilmen. Letting the people Sign a petition in their home would seem a fair way of doing it. Some people can't get off to come to City Hall to si~n. M~. Beyrer is concerned with the matter o~ doing 'away with the Primary ElectiOn. The one getting the most votes in the Primary usually wins the election. Urged Council to give it some consideration. Mr. Jones stated that Civil Service 'employees are under a six month probation, and then become permanent. Chief Huddleston~s six months will be up around the 21st or 28th o~ this month. W. 27th Avenue, stated the kids have no place to play. They are playing in the streets. Need a playground in the Southwest section. Mr. Jones stated that we would like to develop a Master P]an for re- creational facilities. It would be long range and long term. In the process of development plans for clearing different parcels for bike trails and ball fields. It would be a short temm limited investment. Mr. Blanehette moved that Resolution ~7 - 1 F be adopted, seconded by Mr. Archie. Motion carried 5-0. Proposed Resolution - re Revenue. Sharing ~s. Jackson stated that she sent a wire to Paul Rogers. Since we don't really know what the terms are, would like to move that the item be tabled until an answer is received, seconded by Mr. Archie. Motion carried 5-0. Mr. Wallace stated that a copy of the Congressional record for further information pertaining to Revenue sharing will be posted in City Hall. Collection of Taxes Mr. Jones stated that the County system provides funds at a slower rate at a loss of interest. Have not reduced payroll by one individual. Does not see any advantage to County system. Mr. LaFayette, representing Wesco, stated they were only interested in productr~3 low cost houses and not trying to pull a fast one. Ns. Jones talked with FHA, the man was not familiar with the case, but had no ad~rse comments to make. Mr. Jones stated that there is littie more information to obtain that would be materialistic to this regard. Should give these people an answer. - Mr. LaFayette stated they would not build any more houses in the City if the zoning change was not granted. Would only finish the ones that are started. ~r. Archie moved that the request be denied, seconded by Mr. Effron. Motion carried 5-0. Appointment. of Alternate on Plumbing Boa~d Mrs. Jackson nominated Chris Strolin, seconded by Mr. Btanchette. Wallace stated that anyone who wishes to speak may, but after it is brought to motion and Council discussion initiated~ no more discussion from the floor unless approved by fou~-fifths vote of Council. ~. Jones stated that the Recmeation Department has been misquoted in one of the newspapers. The paper stated that the Recreation Dept. sug- ~ested moving Square Dance from Friday in order to let the teenagers us~ the facilities and no wide range proqmams such as Detray and Boea. Wallace stated that Friday and Saturday nights should be available for teenage activities. We do not have sufficient activities in Boyn- ton for teenagers. ~, Pritchard stated that the Square Dance Club needs Friday night. Callems are f~omout of town and it would create a hardship for thom. The Club is an asset to the City. They have put the City on the map 1 · to a great degree. They have p aced floor, provided stage~ curtains~ and bought piano. It is not a money making Club. They do not charge, but ask for donations from OUt of t~n guests. It vas suggested that the teenager~ have the hall from 7-9 and the Square Dance Cl~bfrom 9-1t. The Recreatien De,p~.rtment feels it would be im- possible to clean up after one ar~ get t~ir~s ready for the other. Mr. Effron recommended that the financial arrangoments of the various groups be reviewed and possibly revamped. Mrs. Lori Culver feels the City should consider gettJalg a pool. Mm, Jones sta~ed that i~ t~e plans for the future Civi · . c Center Complex a pool has been lnctu~ed. She asked.what the Council used for at night, Would they consider letting themuseChambersit foraredancesSbeing Bill Ore,by stated that his 14 year old brother roams the streets on Friday night: and suggested the Square Dancers find another place for thei~dance. Eddie l~itchel! said we should consider our youth more than we have in the past. We have placed great emphasis on the adult population. We should place more emphasis on our young people. Friday and Saturday nights should be devoted to our young people. Something else could be worked out for the Square Dancers. Mrs. Harry Fry stated that it is our responsibility for what happens to our future citizens. It is up to us to take care of it. Mr. Guido suggested sharing the hall on Friday or letting Square Dance Club use the Couneit Chambers. Mr. Effron moved that the Council Chambers be available on Friday night for the Square Dance Club and leave the Civic Center open for teenagers. Motion seconded by ~. Archie.
