1. Pledge of Allegiance
Chair Saberson called the meeting to order at 6:34 p.m. Mr. Brake led the Pledge of
Allegiance to the Flag.
2. Introduction of the Board
Chair Saberson introduced the members of the Board.
3. Agenda Approval
Mr. Brake moved to approve the agenda. Mr. Katz seconded the motion that
unanimously passed.
4. Approval of the Minutes from January 28, 2014
Mr. Brake moved to approve the minutes. Mr. Katz seconded the motion that
unanimously passed.
5. Communications and Announcements: Report from Staff
Mike Rumpf, Planning and Zoning Director stated there was no formal report due to
there being no items reviewed at the previous two City Commission meetings.

6. New Business
Attorney Weinger administered an oath to all those intending to testify.
A. iStorage Center (NWSP 14 -001) — Approve request for new site plan
approval to construct a one - story, 6,200 square foot retail /office building and
related site improvements, located at 3008 South Congress Avenue, and
zoned M1 (light industrial). Applicant: Bradley Miller, Miller Land Planning,
Inc.
Bradley Miller, Miller Land Planning Consultants, Inc. 508 E. Boynton Beach,
Boulevard, represented the applicant in regards to a building at 3008 South Congress
Avenue.
To the north of the property is a single - family residence, a vacant residential lot and a
multi - family condominium, (Villas of Golfview Harbour). The south developed property
consists of an automated carwash, self- storage facility and contractor's office and yard,
with an Industrial future land use classification, and zoned Light Industrial (M1). To the
east there is a self- storage facility and to the west, a right -of -way for Congress Avenue
and a developed property consisting of a physical therapy rehabilitation facility, (Manor
Care).
The property is owned by the same company that owns the storage facility directly east
of the parcel, and they desire to connect the two properties through an ingress /egress
point from Congress Avenue for the purposes of improved access and greater visibility.
As part of the project, the property owner proposes to move the business office into the
new building for greater exposure and ease of access.
The owners have stated they have invested over $1 million in improvements into the
self- storage facility to try and improve the whole property. However, that is a separate
parcel and therefore not part of the application.
The building is 6,200 square feet with 31 parking spaces. There is a right -in, right -out
driveway which already exists onto Congress Avenue. There would also be access
from SW 30 Street in the back of the building which would be for larger trucks to enter
the storage facility. All proposed parking stalls, including the size and location of the
handicap space, were reviewed and approved by both Engineering Division and
Building Division.
Along the property line adjacent to the L.W.D.D. canal and residential development
farther north, the landscape plan indicates a 12 -foot wide buffer that includes a six -foot
wide wall. The wall would have decorative columns, cap, and offsets to comply with the
monotony restrictions. The canal is 80 -feet wide and is landscaped on both sides
separating residential properties to the north of the building.

The building is beige with red accents that ties in with some of the other buildings to the
south. The building is 24 feet 8 inches (under 25 feet) and the mechanical equipment
would be on the roof and screened from view by the parapet.
In summary, Mr. Miller requested all uses permitted by M -1. The access point will help
with the visibility and the marketability of the self- storage to the east.
Chair Saberson noted the arrival of Mr. Brian Miller at 6:41 p.m.
Mr. Katz inquired if the residents of Golfview Harbour were notified about the project
and Mr. Miller responded letters were sent to the property owners directly north of the
building; however, there were no responses to his letter. Mr. Katz asked Mr. Breese
and Mr. Rumpf for any responses they received. Mr. Breese responded the owners of
the single - family home across the canal were in to look at the plans. They seemed
satisfied it would only be a one -story building and felt it was better than a lot of other
things that could have been put there.
Mr. Katz noted the building would be a good buffer to the car wash and asked about any
signage on the building facing Golfview Harbour. Mr. Miller replied the signage would
be on the west fagade facing Congress Avenue. Mr. Katz was pleased with the
proposed landscaping. The only lighting on the north side of the building would be what
is required for the parking lot. No lighting will reflect onto Golfview Harbour across the
canal.
Mr. Miller stated his clients agreed with all recommended staff conditions.
Mr. Brake asked when the future access to the adjoining property would be ready. Mr.
Miller commented after the site plan is approved, there will be minor modifications to
show the opening into Mega -Mini and then it would all be built at the same time to
extend the roadway, build the parking lot and connect it. Mr. Brake inquired if the
building would match the fagade of all the other buildings.
Paul Brown, 132 West Plant Street, Winter Garden, Fl., was sworn in by Ms.
Weinger. Mr. Brown stated the fagade would match so it looks uniform with the other
properties. One million dollars in upgrades to the building have already been done and
once the Board gives approval to proceed, the back wall of the building will be painted
to match the new self- storage building so it looks uniform.
Mr. Wheeler inquired if the access would be closed off during construction or if it would
be concurrent with the other construction. Mr. Brown replied it would all be done at the
same time as the parking lot.

Motion
Mr. Wheeler moved to approve all staff conditions. Mr. Brake seconded the motion.
Vote
The motion passed unanimously.
B. Boynton Old School Commercial Center (LUAR 14 -001) — Approve the
Boynton Old School Commercial Center (LUAR 14 -001) reverting the land
use classification on the subject property from Mixed Use (MX) to Public and
Private Governmental /Institutional (PPGI) through the rescission of Ordinance
13 -014 to return the Future Land Use classification to that which coincides
with the current zoning of the property, Public Usage (PU). Applicant: City -
initiated.
Mike Rumpf, Planning and Zoning Director, presented this item which was prepared
by Senior Planner, Hanna Matras. Last year, the City Commission was in the process
of entering into a conveyance and sales agreement to a developer and processing an
application for land use zoning and site plan approval for the Old High School. The
property has also recently been added to the local registry of historic places. This was
done in preparation for the re -use of the property. As applications were being
processed by the City Commission last year, only the land use of the three application
types were approved by the City Commission. The rezoning and site plan were not
approved.
The property has been dormant with land use and zoning that do not coincide. It is
being rezoned to a master planned district. Until Treasure Coast Regional Planning
Council completes an urban design study for Town Square, and there is currently an
agreement with the CRA for those services, and until court matters are resolved, the
City Attorney's office has directed Planning and Zoning to revert the land use back to
the way it was.
At the January 21 City Commission meeting, Ordinance 14 -002 was approved which
started the process to rescind Ordinance 13 -014 which re- classified the land from the
Public /Private classification to the Mixed Use (MX) classification.
Mr. Rumpf concluded his presentation by indicated this item was presented in order to
go through the basic public hearing process and to re- classify the land back to the way
it was with Governmental /Institutional Land Use classification.
Mr. Miller inquired if it would be better not to take any action on the Old High School
until the issues between the City and the purchaser have been resolved. Mr. Rumpf

responded something has to be done either way. The City Attorney's office should
respond to this question.
Mr. Miller stated he would feel uncomfortable taking any action at this time.
Chair Saberson clarified this was the City Attorney's recommendation to put the land
back the way it was and Mr. Rumpf agreed.
Mr. Brake questioned if any other issues to the building were up for discussion or just
the land use. Mr. Rumpf responded the application was only for the land use.
7. Public Audience
Chair Saberson opened the public hearing. There was no one present who wished to
speak on this item.
Motion
Mr. Katz moved to approve item 6B. Mr. Wheeler seconded the motion.
Vote
The vote passed 6 -1 with Mr. Miller dissenting.
8. Comments by Members
Commissioner Merker was in the audience.
Mr. Miller directed a question to staff. He stated over the past few months, on Gateway
Boulevard, west of 1 -95, there has been construction of new stores. Residents have
been asking what type of stores are being developed. Mr. Rumpf responded he did not
have a list of current Business Tax approvals from the Building Department. Mr. Miller
asked if Mr. Rumpf would get that information to him when it becomes available. Mr.
Rumpf agreed to do so.
Mr. Miller commented he lives in District II and within the past few months the City tore
down a house in deplorable condition, plowed under a swimming pool which was filled
for over four years without any type of fencing. This area finally looks clean.
Mr. Miller felt the City should also maintain the Palm trees that line the center of Ocean
Parkway. He also wanted to comment about certain areas at the beach that still do not
look good. The City installed new lighting in the parking lot but there are still no lights
on the boardwalk.

Mr. Brake asked Mr. Rumpf if 500 Ocean Boulevard is progressing in the permitting
process. Mr. Rumpf responded it is progressing.
9. Adjournment
There being no further business to discuss, Mr. Brake moved to adjourn the meeting
and Mr. Katz seconded the motion that unanimously passed. The meeting adjourned at
6:57 p.m.
