Minutes 02-10-14 MINUTES OF THE HISTORIC RESOURCES PRESERVATION BOARD MEETING HELD IN COMMISSION CHAMBERS, CITY HALL, 100 E. BOYNTON BEACH BLVD., BOYNTON BEACH, FLORIDA ON FEBRUARY 10, 2014 AT 6:30 P.M. PRESENT: Roger Cope, Chair Warren Adams, Historic Preservation Planner Michelle Dion, Vice Chair Dr. Ginger Pedersen Jason Shaffer Robert Weiss Barbara Ready, Alternate ABSENT: Eric Salomonsson Linda Stabile Susan Oyer, Alternate 1. Pledge of Allegiance Chair Cope called the meeting to order at 6:31 p.m. and the members recited the Pledge of Allegiance. 2. Agenda Approval Mr. Adams added the following items to the agenda: Item 5 "G" — Magnuson House Termite Treatment 3. Approval of Minutes Mr. Adams made the following changes: Page 2, Mr. Warren should be corrected to read Mr. Adams. Page 2, item D, Mr. Smith should be corrected to read Ms. Smith. 4. Communications and Announcements Mr. Adams stated Mr. Salomonsson, Ms. Oyer and Ms. Stabile contacted him that they would not be attending the meeting. 1 MEETING MINUTES HISTORIC RESOURCES PRESERVATION BOARD BOYNTON BEACH, FL. FEBRUARY 10, 2014 5. Old Business A. Lake Boynton Estates Gate Post Proposed Designation Mr. Adams did the survey but has not completed the report. It has been scheduled for review by City Commission in March. It will be emailed to the Board members within the next few weeks. B. Celebration of Conrad Pickel Mr. Adams stated the celebration is moving forward. He met with Dr. Pedersen and Ms. DeVries of the Historical Society and with Paul Pickel (Conrad Pickel's son) to discuss the celebration. Mr. Pickel was taken to the Library to see where the celebration will be held and where Conrad Pickel's work will be exhibited. The celebration has been mentioned in a few newspaper reports; however, the promotion of the event will begin shortly. Mr. Pickel has confirmed his father actually built the industrial units on NE gfei 4th Street. C. Heritage Trail Signs, Brochures and Online Content Mr. Adams commented the drafts for the heritage trail signs have been sent to the State for review. Drafts of the brochure will be sent to the Board members for review and comments prior to sending to the State for their review. Mr. Adams met with ITS to discuss the layout for the online content and the QR codes. The GPS project for the gravestones is moving ahead. The second period grant report has been submitted to the State. The sign locations have been discussed with Public Works and the Parks Department. Public Works will also send someone out to mark where the sprinkler systems are and the sign company will do a search of where any utilities may be located at each site. Two sign manufacturers have given estimates with only a $32 difference between both quotes. One company's design includes a thicker support post and that company was chosen. The State will want justification for the selection. Mr. Adams confirmed there are nine signs on the downtown heritage trail and one sign at each of the three cemeteries for a total of 12 signs. D. Wells Subdivision Research Mr. Adams remarked a letter was given to Minister Bernard White Wright explaining the research and he will disseminate it within the Wells subdivision. FEBRUARY 10, 2014 any feedback but as soon as Mr. Adams has some information he will go ahead with the next step of setting up an outreach program with the residents of the neighborhood. E. 918 SE 4 Street Potential Relocation Mr. Adams reported there has not been any communication with the potential new owners However, Mr. Adams is meeting with the Women's Circle regarding the proposed new building and relocating the building is part of that meeting Mr. Adams will email the potential new owners to get any information from them to take to the meeting. Ms. Ready commented at the last Historical Board meeting there was discussion about another family interested in the property should the talc transfer with the current potential owners fall through. F. Florida League of Cities Award for the "Boynton Beach Heritage Education Program" Mr Adams reported the award for the Boynton Beach Heritage Education Program was presented at the January 21 City Commission meeting. President P.C. Wu from the Florida League of Cities was very impressed with the City. Mr. Adams took Mr. Wu on a tour to show him the old and the new areas the City has improved upon and he was very impressed with the fact the City has so many historic sites and a mangrove walk within walking distance of the downtown area. Mr. Wu made some good comments about the City and because of that the City has gotten good publicity highlighting its' achievements G. Magnuson House Termite Treatment Mr. Adams reported he looked into why he or the Board was not informed about the termite treatment work being done on the Magnuson House. However, because a permit was not needed to tent the house, it did not need the Board's attention. Mr. Weiss asked if there is any proposed use for the Magnuson House. Mr. Adams the CRA is still looking to either lease it or sell it. No other information has come forward. Mr. Weiss commented he recalled the CRA wants to try to reserve it for an art gallery or some art related purpose. 6. New Business A Proposed Disaster Management Plan for Historic and Archaeological Sites Mr. Adams stated there is concern among historic property owners about insurance rates. Insurance companies are informing people with historic designated homes in flood zone areas, if they raise their house to prevent flooding, they will lose their 3 MEETING MINUTES HISTORIC RESOURCES PRESERVATION BOARD BOYNTON BEACH, FL. FEBRUARY 10, 2014 designation. This will skyrocket insurance premiums. If they do not raise their house, premiums would go up because the house has the potential to flood. Mr. Adams is suggesting a disaster management plan be put in place for the City's historic and archaeological sites in the event of a flood or hurricane. There are a few specific ideas Mr. Adams is discussing. a. In the event of a hurricane or a flood disaster, Mr. Adams would like to have the authority to go to the site to approve the Certificate of Appropriateness (COA) on the spot. This would allow repairs to begin immediately and the Board would not have to be involved when they are perhaps dealing with their own situations. b. Ensure historic sites such as cemeteries or potential archaeological sites not be used for temporary accommodations on vacant land such as tents in the event of disaster. c. Vacant sites should not be used to store debris until it can be removed. d. Ensure all documentary evidence is safe and protected by making digital copies and originals be kept with either the Historic Society or the City Archivist. Dr. Pederesen about the types of documents specifically and Mr. Adams replied historic building data which is currently archived, printed information for designation applications for easier retrieval. Dr. Pedersen suggested an internet application for storage in the cloud such as Box.com. The purpose of having a Disaster Management Plan in place would be to be prepared in advance to protect the City's designated sites as well as its documentation in the event of a catastrophic event. These ideas could possibly also help owners of designated properties with their insurance premiums. Ms. Ready asked Mr. Adams if the issue of losing designation came from the National Trust for Historic Preservation and Mr. Adams replied it came from the Federal government. Ms. Ready suggested a letter of support from the Board might be appropriate. Mr. Adams suggested waiting until the insurance companies send out a request for information. Ms. Ready commented the City is possibly working on a Disaster Management Plan of its own and Mr. Adams responded it is still a good idea for the historic sites to have separate plan. 4 MEETING MINUTES HISTORIC RESOURCES PRESERVATION BOARD BOYNTON BEACH, FL. FEBRUARY 10, 2014 7. Other Mr. Adams stated he was at Sara Sims Cemetery where he noticed a slab type of gravestone which is covered in mosaic tiles and would most likely qualify as folk art. The slab is cracking and may have shifted possibly from the rain storms. Mr. Adams is requesting ideas from the Board or possibly an art grant since the cemetery is still in use and not eligible for designation. Ms. Ready inquired if someone is buried there and Mr. Adams commented it does not seem as though anyone is taking care of it. Ms. Ready suggested speaking to the Cemetery Board to request certain gravestones in Sara Sims be given attention. Perhaps the Wells Subdivision outreach program can be held at Sara Sims Cemetery and this issue could be discussed at the same time. The Black community may have information as to who is buried there. Mr. Adams remembers seeing a plaque that has since disappeared and seems to think it may be where Sara Sims herself is buried. Mr. Adams will look into speaking with someone on the Cemetery Board or he will attend their next meeting. Mr. Adams reported the Woman's Club reached out to him for help in regards to applying for grants for repair work to the building. The City will allow Mr. Adams to donate some of his time to help them with the grant applications. Mr. Adams is also suggesting the Woman's Club add their building to the local register to be sure years from now anyone wanting to make changes to the building will have to get approval from the Board. Ms. Ready inquired of the dates for the Conrad Pickel celebration. Mr. Adams responded the date is Saturday, May 24, 2014 beginning at 8 a.m. with a two hour bus tour. The tour will include the industrial units on NE 4 th Street, the mausoleum, Gallery Fantasia and two churches on Seacrest. After the bus tour there will be a presentation by the Historical Society of Conrad Pickel with his son, Paul Pickel's assistance. He will bring examples of stained glass to show the different stages it goes through to create a piece of stained glass. This will be followed with a formal opening of the gallery area which will remain open from May through December 2014. Mr. Weiss asked if participants would need to make reservations.
