I. CALL TO ORDER
Chair Bottorff called the meeting to order at 6:32 p m.
II. ROLL CALL OF MEMBERS
Self- Introductions were made. A quorum was present.
III. AGENDA APPROVAL
Chair Bottorff suggested moving the discussion of "Children's and Parents Day" at the
Women's Club to item "B" under Announcements /Reports.
Motion
Mr. Orlove moved to add the Children's and Parents Day as item "B" under
Announcements /Reports. Ms. Lorenz seconded the motion that passed unanimously.

Mr. Orlove had a few minor changes to the November 29 minutes.

Motion
Mr. Orlove moved to approve the November 29 minutes as amended. Ms. Lorenz
seconded the motion that unanimously passed.
V. ANNOUNCEMENTS /REPORTS
A. January 24 ARTaI'FRESCO, ArtPalmBeach satellite exhibition
Ms. Tito commented she was at the Art in Public Places table. Many people stopped to
ask questions about the event. Signs were up at the stop light at Congress and
Boynton Beach Boulevard that attracted people who otherwise did not know the event
was going on.
Rolando Chang Barrero, ActivistArtistA Studios, 410 W. Industrial Avenue,
reported there were different types of signs so citizens could find the event regardless of
how it was being advertised in the newspapers or radio. Some signs indicated "Boynton
Beach Arts District ", some signs said, "Art Event ". It was important the Boynton Beach
Arts District was branded as much as possible. The CRA provided the wood and the
posts for three sandwich signs which branded Art in Public Places logo, the CRA logo,
the City's logo and some of the sponsors such as the Little House and Starbucks. The
City of Boynton Beach allowed the event to be advertised through their billboard
program. The billboard sign on 1 -95 near the Lantana Gateway exit flashed the event
and the details three times.
Ms. Tito stated it was nice to hear positive feedback from people who attended the
Kinetic exhibit last year make comments during the playing of the video at the event.
Ms. Lorenzo commented people asked how often the ARTaI'FRESCO event takes
place and about having more food vendors. Ms. Bottorff thought it was a great success
considering the cold weather that night.
Mr Barrero reported there were many people who were there to help clean up after the
flood catastrophe Volunteers heard what happened through Art Synergy and came to
give their support and help The volunteers recruited other people to come to
ARTaI'FRESCO to help make it a success The advertising for this event created
connections with other another city as well as local businesses and organizations.
Mr. Barrero expressed his gratitude to the City Commission for the grant and
appreciated seeing all of the Commissioners as well as other city officials at the event.
Lee Ann Lester, Coordinator for Art Palm Beach was also there. Chair Bottorff
commented the effort put forth to get the Art District looking like it does now compared
to what it was is a great tribute to Mr. Barrero and his associates that helped to put it
together. Ms. Lorenz commented the quality of the art work has greatly improved Mr.

Barrero stated there are three new businesses coming into the area that have been told
they must register as a small business.
Ms. Coles -Dobay wanted to further comment about the flood that hit the Arts District.
Most of the studios in the Arts District were flooded but everyone chipped in and helped
each other Many people from other areas came to participate in the clean up as well.
Mr. Orlove was not able to attend but asked if it was known how many people took the
bus tour. Ms. Coles -Dobay replied there were 23 people who signed up from Art Palm
Beach for the bus tour; however, once people found out they could drive straight to the
event, they decided to go in their cars. There were about 12 people who took the tour
and arrived at the Arts District. They were informed about the many things the City
offers such as, restaurants, the Little House, the Library, the Schoolhouse Children's
Museum, new development projects, the marina, Casa Costa and of course the Arts
District.
Mr. Barrero said the reason for the low number of people who took the bus tour was a
result of vendors taking the bus tour and they were given incorrect information by staff
at the Palm Beach Convention Center as to where the bus was picking them up. By the
time they got to the front entrance, the bus had already left. The Convention Center
sent an apology the next day.
B. Children's and Parents Day at the Women's Club
Ms. Coles -Dobay explained Art in Public Places will have a booth at the event at no
charge and will include art activities to engage the students. Ms. Tito and Ms. Lorenz
will help with the activities. The event is on Sunday, February 23 from 12:00 p.m. until
4:00 p.m. at the Woman's Club.
Mr. Barrero will help students make puppets. He uses non -toxic materials and they will
be simple for the children to make within 5 -10 minutes. Last year the theme was
pineapples and this year it is apples. The children can use their imaginations to
decorate them. There will be something for all cultures so the children can identify with
their own Last year there were sections for ceramics, sponge art, drawing and a magic
show and the children rotated every 15 minutes to each section. Mr. Orlove
commented he would try to get another volunteer.
Ms. Coles -Dobay introduced a guest, Rachel Mondesir, who is interested in joining the
Arts Commission Board.
Rachel Mondesir stated she has lived in Boynton Beach for four and a half years and
is pursuing a Master's Degree One of the things she likes about Boynton Beach is how
culturally diverse it is. Ms. Mondesir visited the Arts District and enjoyed the artwork
Ms Mondesir would like to become more active in the community.

Ms Lorenz inquired if Ms. Modesir was an artist and she responded she is more of a
writer but knows many people in Palm Beach County and Boynton Beach who would be
interested in getting involved with different art projects

Chair Bottorff attended the event and remarked it was an amazing display of
contemporary art under one roof. The artists were very approachable and willing to talk
about their work
Ms. Coles -Dobay added new contacts were made. There was a kinetic artist that
visited the City and is interested in purchasing exhibiting pieces. He exhibited at Art
Basel. Ms. Coles -Dobay gave him a tour and he wants to come back in a couple of
weeks.
Mr. Barrero indicated he has a friend who is a philanthropist and a collector, and is
publishing a book called; "Miami Seen through the Eyes of a Cuban ". However, she
has retitled the book; "South Florida as Seen through the Eyes of a Cuban ". The book
is based on her Cuban boyfriend's point of view. She would like to put on an exhibition
and made connections with Cuban buyers from St. Petersburg and Tampa which may
prove to be lucrative for her and Boynton Beach. Mr. Barrero indicated he will try his
best to get her exhibition to take place in Boynton Beach. This would be a major
accomplishment and would attract a large Cuban enclave. This would happen next
year after the 2015 International Kinetic Art Symposium.
Mr Barrero stated many of the bigger events will take place in the downtown area so
the Arts District can be kept as an arts manufacturing area and the art can be displayed
downtown
D. Kinetic Sculptures - ArtPalmBeach — January 26
Ms. Coles -Dobay reported kinetic artist Ralfonso is back in South Florida from Geneva.
She did a presentation on kinetic art which was hosted by the International Sculpture
Center at ArtPalmBeach. Participation was very good with about 40 people in
attendance. There was discussion about kinetic art, solar art and Ralfonso's new work
and about the International Kinetic Arts Exhibit Symposium that people are very excited
about.
E. Kinetic Art, Year in Review — Boynton Beach City Library and AIPP —
January 29, 2014
Ms. Coles -Dobay reported there will be another presentation at the Library on January
29 from 1:30 p.m. to 2:30 p.m. for those who were not able to attend the first one.
There was great discussions about relationship building with the International Sculpture

for the Kinetic Symposium. Potential sponsors and partners have been invited to the
Library presentation.
F. Elements — Artists Reception at City Library — February 13, 2014
Ms. Coles -Dobay commented Mr. Barrero, along with artist Anthony Burks who
specializes in Florida wildlife and Greg Matthews a photographer of nature, are
collaborating and speaking with conservation organizations throughout the county. A
good turn -out is expected at the reception. The artists are also reaching out to
environmental and nature preserves in the area as well as wildlife sanctuaries to make
sure they are aware of the exhibition. Organizations are being asked to write essays
describing what they do for South Florida. The essays will be posted on
rarespeices.com. The reception will take place on the second floor of the Library from
5:30 p.m. to 7:30 p m.
VI. PROJECT UPDATES /APPROVALS
A Quantum Town Center public artwork change request
Chair Bottroff introduced Alfred LaFave of Olen Development Corporation, 1062 Coral
Ridge Drive, Coral Springs, Florida who was present for this item. Ms. Coles -Dobay
explained this item was put on the agenda in April 2013 and the pieces and artists were
approved. However, the artwork that was approved for the Manatee Bay project on
Federal Highway will be moved back to Quantum Town Center. There will be a total of
six sculptures at the Quantum Town Center site.
Alfred LaFave, Olen Development Corporation, 1062 Coral Ridge Drive, Coral
Springs, Florida, commented the Quantum Town Center is currently completing three -
story apartment buildings that will hold 80 new apartments. There will be new retail
buildings as well. Chair Bottorff asked if another piece of art will go to the Manatee Bay
site in place of the piece being moved. Mr LaFave stated the owner, Igor Olenicoff, is
very interested in art but is concerned there is no security at Manatee Bay and would
like all the pieces at one site. Ms. Lorenz stated her concern for the potential danger of
the "Dancer" sculpture because of the sharp points. However, Ms. Coles -Dobay
explained the sculpture will be on a pedestal and will be too high for anyone to climb to
the top.
Mr. Orlove asked what is being built to the west of the Quantum Town Center property.
Mr. LaFave responded nothing has been slated for that area as of yet. However, the
daughter of the owner runs a health food restaurant in California and perhaps will
expand onto the Quantum property.

Motion
Ms Lorenz moved to approve the relocation of the sculpture from Manatee Bay to
Quantum Town Center. Mr Orlove seconded the motion that passed unanimously.
Chair Bottorff suggested having a reception or an unveiling to let people know of the
sculpture park in Quantum Town Center.
Mr. Orlove inquired if there are any storefronts left that have art and Mr. LaFave
responded there are 10 storefronts still there. Mr. Orlove suggested if Mr. Barrera has
an event at the time of completion of the park, perhaps a trolley can take people from
Mr Barrera's event to the park to see the sculptures
Ms. Mondesir suggested promoting an event for a day or a weekend that people can
participate in and then take a short survey. Another idea would be to have a scavenger
hunt to locate certain pieces in a certain amount of time to engage people in the art and
receive a prize
Mr. LaFave announced the project would be finished within six months but before the
end of 2014.
V11. INTERNATIONAL KINETIC ART SYMPOSIUM AND EXHIBIT PLANNING
A. Website update
Ms Coles -Dobay stated she has not received any changes or updates from the
members Mr Orlove commented it is clean and well organized.
Ms. Coles -Dobay updates the site regularly with pictures, calls to artists and other
upcoming events. She asked the members again to let her know of any errors or ideas
they may have.
B. DVD, Book or Poster
Chair Bottorff remarked this item was discussed at the last meeting but nothing was
decided.
Ms. Coles -Dobay mentioned this item to Ralfonso and a few others who suggested a
show book would be a great idea. However, the work involved would be costly and
sponsors are needed to cover the cost.
Chair Bortoff stated there was discussion about a poster being too cumbersome to carry
however, Mr. Orlove recalled the discussion to have the posters signed in advance.
They could be sold at a higher cost and people would be more apt to buy it as a

remembrance of the event. Ms. Lorenz suggested a call for artists to design the poster.
Chair Bortoff volunteered to design the poster and Ms. Coles -Dobay thanked her for her
expertise. Mr. Orlove suggested using icons of the actual event for the poster rather
than trying to make something up. Chair Bortoff will bring a few ideas for the Board to
review at the next meeting.
Ms. Coles -Dobay commented it would still be a nice idea to put a DVD together that
perhaps students from a local school could produce. Ms. Lorenz remarked she has a
connection with the President of the school and will reach out to see if they would be
interested. Ms. Lorenz suggested putting the video on the website where people could
pay to download a copy which would reduce the cost of re- producing them. Ms. Coles -
Dobay said she would look into it and report back next meeting
Chair Bortoff stated the consensus was to go with the poster and Mr. Orlove suggested
selling the books from last year as well.
C. To Do List — Review Updates
Ms. Coles- Dobay, in Mr. Slocombe's absence stated there were no updates on the
events committee other than posting a call to artists and reaching out to kinetic artists
for September 2014.
Ms Lorenz, overseeing the vendors committee, submitted a list of contacts to Ms.
Coles -Dobay from people responding to a call to artists. Ms. Coles -Dobay will try to
contact them Ms. Mondesir inquired if this will occur every two years. Ms. Coles -
Dobay responded this will occur every other year The next International Kinetic Art
Exhibit and Symposium is in 2015. The art goes on exhibit outdoors in October 2014.
Currently, Rein Triefeldt is starting a program with students at a charter school in Ft.
Lauderdale to create kinetic art solar sculptures. One sculpture will be chosen and
done at full size and they will also produce individual models which will go on display
through the 2015 International Kinetic Art Exhibit and Symposium. This is in
conjunction with other sites world -wide that are doing "solar shoe" projects. Mr. Triefeldt
currently has a program in Cypress, California and is working with Drexel University and
Princeton University to coordinate these efforts to make it a national curriculum.
Ms. Mondesir remarked since the event is free it should generate interest. She
suggested doing a V.I.P. reception as the date of the symposium gets closer. She
suggested charging a fee of $20 or $25 for a sneak preview before it opens to the
public. They could also generate a buzz to attract other people to the event. Ms.
Coles -Dobay commented there have been V.I.P. receptions done for previous events,
but it takes money and a lot of time to organize a V.I.P. event. The best scenario would
be for a sponsor or an organization to host the reception

D. Sponsors /Contacts - Updates
Ms. Coles -Dobay distributed an updated list for potential sponsors. The highlighted
areas are new sponsors.
Many of last year's sponsors are considering participating again. A.W. Architects is a
new interest. Boca Bearings is confirmed at the $2,500 level. It is not known yet what
level of interest the CRA will have. The City of Boynton Beach has committed to
$15,000 this year and $15,000 next year. Coastal Star and Culture Council are both
interested. The Digital Media Arts College may not be able to commit financially, but
can help with a video, photography or the website.
If a financial commitment is not possible, sponsors can also put on auctions. There
were discussions about how to get the art work for the outdoor exhibit and the indoor
pieces auctioned or sold. This could be done on the website where people could bid
directly for a piece of art.
Five Chefs will be catering the event again this year. FP &L will participate again but not
at the same level as last year. Perhaps they will do another presentation on solar
energy
The Kinetic Art organization will help promote many artists who will contribute their
talent instead of receiving stipends.
Sculpture Magazine will create an advertisement of the Symposium and the kinetic
artists' individual work at a reduced rate.
Hotels will give discounted rates to visiting artists and visitors for the exhibition as they
did last year
The "save the date" cards will be ready by the next meeting and will be distributed at all
the connection meetings. There will also be opportunities to do presentations at the
New Orleans Conference in October.
Bradley Miller, who is on the Board of the Chamber of Commerce and very active in the
community, contributed $100. Hopefully, his endorsement will help attract other
sponsors.
Igor Olenicoff, owner of Olen Properties, has been given the information and is
considering participating. Jorge Perez of the Jorge Perez Miami /Dade County Museum
is very interested.
Ms. Coles -Dobay acknowledged Mr. Orlove's interest in the Greater Boynton Beach
Foundation and requested that he do a presentation at their February meeting. Ms.

Coles -Dobay stated she applied for a grant through Art Place and should be hearing
back from them in early March.
Mr. Orlove commented the deadline for the Art Works grant was missed for this year
and he will try next year. The grant had the potential to pay for the entire show;
however, a 501(c)(3) (non - profit organization) has to apply A City or an Advisory Board
cannot apply for the grant so it will be done through the Greater Boynton Beach
Foundation. This will also give the Greater Boynton Beach Foundation the experience it
needs to submit grants and to broaden its involvement with culture and education as
well
Ms. Coles -Dobay expressed the importance of getting as many sponsor commitments
as possible in order to reach budget goals by February. Funds do not have to be
summited immediately, but there must be a letter of commitment.
Ms. Mondesir inquired if there is an opportunity for the public to donate in areas of
interest to them such as the library or kinetic art. Ms. Coles -Dobay replied something
could be put on the website to allow individuals to make donations. Social media is a
better way to get the information out rather than email. Mr. Orlove commented email
addresses were received from participants last year as they registered and those can
be used this year. Chair Bottorff suggested doing an a -blast which she has used for her
clients. Ms Coles -Dobay suggested putting a client list on the website.
Ms. Lorenz inquired about a schedule of dates by which certain responsibilities were to
be accomplished. Ms. Coles -Dobay previously prepared a schedule and will email it to
the members again.
