R94-008RESOLUTION NO. R94-~ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, AMENDING THE RULES AND REGULATIONS FOR CIVIL SERVICE~ PROVIDING FOR AMENDMENT TO RULE NO. VI SECTION 2, COMPENSATION PLAN; PROVIDING FOR ANNUAL ADJUSTMENT OF STEP INCREASES BASED UPON ANNUAL APPROPRIATION; PROVIDING FOR EXCLUSION OF BARGAINING UNIT MEMBERS FROM THE PROVISIONS OF RULE NO. VI; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Commission is authorized by Rule and Charter to amend the personnel rules and regulations for Civil Service; and WHEREAS, the City Commission has determined that annual step increases shall be subject to the appropriation of funds during the City's annual budget adoption process NOW, THEREFORE, BE IT RESOLVED BY THE CITY COM/~ISSION OF THE CITY OF BOYNTON BEACH, FLORIDA THAT: Section 1. Rule No. VI, Compensation Plan, Section 2 shall be amended by adding the words and figures in underlined type and by deleting the words and figures in struck-through type, as follows: A one (1) step increase may be approved by the City Manager at any time during the anniversary year for performance outlined in "B" above. The above schedule will provide · ncentive for advancement of skills through education and training and tenure, and at the same time will provide increases where justified. To insure systematic progression, each classification has been assigned to a Salary Range containing five (5) steps of ....... ~^~" ~ ^=~ All normal advances will be made automatically, upon satisfactory completion of the employee evaluation report, to the next step in the assigned range, one (1) year from the employment date. All step increases :referenced herein shall be sub)ect to annual appropriation by the City Commission. The appropriation shall be established during the City's budget adoption proceedings. The percentage step increase to which employees are entitled, if any, shall be adjusted in accordance with the annual appropriation. Section 2. There is hereby created a new Section 13 of Rule No. VI which shall read: The provisions of Section 2 of this Rule shall not apply to any bargaining unit member. To the extent of any conflict between any provision of this Rule and the provision of any collective bargaining agreement, the terms of the collective bargaining agreemen~ shall prevail with respect to a member of that bargaining unit.
