1. Call to Order
Vice Chair Slocombe called the meeting to order at 6:30 p.m.
II. Roll Call of Members
Self- introductions were made. Also present were: Nancy Byrne, Development Director;
Glenda Hall, Manager, Forestry and Grounds /Streets; Rick Beau Lieu, Artist; and
volunteers Ed Brooks, Barbara Ready, and Melissa Trinchie.
III. Agenda Approval
Motion
Mr. Combes moved to approve the agenda as amended. Ms. Lorenz seconded the
motion that unanimously passed.
IV. Approve Meeting Minutes — November 27, 2012
Debby Coles - Dobay, Public Art Administrator advised she had one change to the
minutes on page 5, first paragraph, "Ms. Bottorff advised she was working on the
creation for the VIP reception invitation and . "

V. Announcements /Reports
A. December 1 — Metcalf Dedication
The dedication of a memorial in honor of Private Michael Metcalf, who was killed in
Afghanistan, took place at OceanFront Park. There was a big turnout and good media
coverage. The bench and seating area is located in the southeast corner of the Park, in
an area within view of where Pvt. Metcalf and his friends surfed. Ms. Coles -Dobay
explained his mother came to the Arts Commission and they worked with Artist Lucy
Keshavarz, and Glenda Hall, Manager Forestry and Grounds, to create a gathering
area. Ms. Coles -Dobay also commented Ms. Keshavarz and the construction company
she works with donated toward the effort. The area is known as an artsy gathering area.
B. December 3 — Plein -Air Exhibit
Ms. Lorenz attended this event which took place upstairs at the Library and advised the
attendees were excited about the exhibit and a group of the Plein -Air artists were
present. The reception was to kick off the exhibit and educate the public of what Plein-
Air is all about, why they painted the scenes of Boynton Beach and how it tied to the
City's branding statement. The audience was very engaged. A silent auction of the
artwork was also held. By the end of the reception, one person bid on a few pieces and
another person purchased and commissioned work. Artist Ralph Papa had an extensive
PowerPoint presentation showing the artists working outside which explained the
different artwork Plein -Air artists created in addition to the pieces in the exhibit.
On a different matter, Ms. Lorenz spoke about the Cultural Council in downtown Lake
Worth. The building, formerly an old art gallery, was renovated to a modern art
museum. There was an area with a smaller gallery with a small television on the wall
playing the kinetic DVD and the kinetic Exclamation Point was on display. One could
push the Exclamation Point and the art moved. The highlight of the exhibit was the
Fontanini Plasma Bowl by Cork Marcheschi. One could place their hand in the bowl and
sparkles followed the movements of their hand. The exhibit was very enjoyable. There
were several journalists present who agreed to write stories about the kinetic art. The
purpose of the sneak preview was to generate excitement about the Symposium.

Ms. Coles -Dobay introduced Ms. Byrne and Ms. Hall. Ms. Trinchie would help with the
workshop. Ms. Coles -Dobay reviewed a map she distributed to the members and
pointed out the walking tour at Veterans Park, now known as Ocean Avenue Park. She
pointed out there are 16 different displays, and she encouraged the members to
become familiar with the route as people coming to the Symposium would be asking
questions about the various art locations.
As for traffic flow and signage, the drive through in front of the Museum would be
blocked off so when people walked the area, it would be a safe zone, and no art would
be in the street. She pointed out the parking areas and clarified only a portion of the
road will be closed to traffic. The Library is closed on Fridays, but is open on Saturdays.
The Police Department will have an officer on site and Ms. Coles -Dobay would provide
the Police dispatch phone number to the members should a need arise to call it.
There would be event parking signage for the VIP night and part of the road will be
closed. A feather banner would also be used. Posters would be available and they
would be placed at the Library, City Hall, one in the Winn Dixie shopping plaza as they
are one of the sponsors, and in the Civic Center and the Children's Schoolhouse
Museum. More posters were available and would be distributed
The Secret Garden Cafe would have sample tastings to promote their establishment.
There will be a DJ providing four or five one -hour performances each day in the
amphitheater to help provide ambience as individuals walk along the Avenue. The
business owners along the streets were made aware of the event as well as the greater
Boynton Beach area and members were encouraged to distribute the brochures, Save
the Date cards and posters. The tours are self - guided and each piece of art has a
plaque with a QR Code which provides audios via Radio Arts Network to those with
smart phones The other information is associated with the artist.
The members explained their roles in the project to Ms. Byrne and Ms. Hall. Ms. Hall
explained there would be road closure signage on Seacrest indicating the road was
closed to thru traffic and the same signage would be on NE / SE 1st Street. There
would be barricades at the Civic Center drive through and a sign on the eastern fence
line of the Civic Center property. Extra trash receptacles would be placed in the
Amphitheater /Museum area. The restrooms will be cleaned on schedule and an
additional ten restrooms and times they will be cleaned were added. Each of the areas,
which were the Library, the Civic Center, Art Center, Museum and City Hall will be
coordinated for extra toiletry supplies There is one person overseeing each site so if
there are any issues, the designated individual could be contacted. In the event of an
emergency, facilities should be contacted.
Ms. Hall explained staff requested all irrigation to be turned off. Bathrooms would be
located behind the Amphitheater, Library Program Room, Art Center and City Chamber.
Restrooms at the Civic Center will be problematic if overused. The grounds will be
maintained throughout and prior to the event. A feather banner will be located at the

corner of Seacrest and Ocean Avenue. Event parking signs will be posted each morning
and will have to be removed at the end of the day as the City does not own the signs.
Extra trash cans will be in the area and City dumpsters will be emptied on Friday before
the event and should be sufficient to handle the event.
The layout of the Library program room was viewed per the handout for February 9 and
10th. The Sailfish Cafe will be open those two days and they will prepare box lunches.
There will be an Art in Public Places table for attendees to sign in. The outdoor exhibit
will be available for viewing online allowing individuals to vote for their favorite work and
the winner will be announced on Sunday. A suggestion was made to let people know
they can vote for their favorite piece with a people's choice award poster. Additionally,
creating a ballot box was suggested.
Ms. Coles -Dobay explained she will be needing assistance with some of the tables and
picking up the signs and feather banners. She reviewed the volunteers and staff that
would be on hand to help set up the tables. She noted Rolando will be in the Library
and Mr. Beau Lieu would be in the Civic Center. If anyone wanted to purchase art, they
should be directed to them. After members volunteered for various duties, discussion
turned to book sales. Credit cards, checks and cash would be accepted for book sales.
The VIP night was on February 8th from 6:30 to 8:30 p.m. at the Schoolhouse
Children's Museum, which the Facilities Director and Ms. Ready agreed to help with.
Winn Dixie, Due South, and the Secret Garden Cafe are sponsors along with Winn
Dixie providing an assortment of cheese, fruits, crackers, olives, little breads and soft
drink beverages and water. Wine would be delivered. Due South is a local brewery
that will provide two types of craft beers. Secret Gardens Cafe will provide canapes.
The David Bermant Foundation will have a tabled manned by Catherine Boone, who
helped curate a book about the Foundation, which are free to the sponsors and those
who attend her presentation. It was a very informative and nice table top book. Ms.
Coles -Dobay explained David Bermant was a developer of indoor and outdoor malls.
He wanted art to be included in all his malls and he helped launch many kinetic artists.
She commented it was a great story similar to what Boynton Beach wants to do.
There will be tables outside of the entrance to the Children's Schoolhouse Museum for
invitees to check in and be greeted, and the invitations will be issued tomorrow.
Individuals should RSVP by the 31st. The lower level of the Museum has a small movie
theater area where the kinetic art DVD would be shown, and canapes and beverages
will be upstairs. The event was mostly a meet and greet. Local, county and state
representatives, as well as members of the Cultural Council, various art boards and
prospective candidates were invited. The show books the Arts Commission is making
will also be distributed at the Reception. Artists can autograph the books and name tags
will be used to help individuals mix and mingle. The attire is business casual and not
formal. Additional help can be given with clean up after the event although there is a
clean up crew coming that night. Music would likely be provided via speaker and IPOD
or other program. The Chamber was helping to promote the event on their website.

The Youth Workshops will be held on Saturday, February 9th at the Art Center. Ms.
Trinchie will create mobiles with youth who were 8 to 12 years old. Mr. Combes will
create pinwheels with youth who were 13 to 17. The cost to create the model was about
$22 and discussion followed about decorating the pinwheels. Mr. Combes will precut
everything and he hoped to have the materials stored prior to the workshop. Artists will
be given a short introduction at each workshop. The youth can decorate the materials
first and then assemble them. Wide- tipped Sharpee markers and stencils will be used to
decorate their work. Afterwards, the pinwheels will be displayed around the Library and
Civic Center and a suggestion was made to insert PVC tubing in the ground before the
event so the pinwheels could be easily inserted in the ground. They will be displayed in
the bed areas, but not open areas where people would walk. Ms. Hall agreed to try to
have them installed that Monday. At the conclusion of the workshop, participants will
receive a certificate and can pick -up their work after the event is over on Sunday. On
Saturday night, the pinwheels could be removed and stored in the Art Center and
reinstalled Sunday morning.
Symposium presentations will be made in City Hall on Saturday, February 9th from 10
a.m. — 6 p.m. and on Sunday, February 10th from 11 a.m. to 4 p.m. The winner of the
International Kinetic Art Exhibit will be announced at the symposium. The second award
given by Boca Bearings on the indoor and outdoor People's Choice Award will also be
announced. Voting can begin online starting tomorrow.
Attendees and presenters will come into Chambers and the presenters check in. Alan
Karajalein, the City's Webmaster, will have their presentations queued up. Sunday
evening, the vendors will remove their displays. As to removing the exhibit that were
previously shipped, the same crew that set up will break down and pack the pieces in
the library for shipment to go out.
Billy Hicks would be a Master of Ceremonies. Gigi Hart, the City's Marketing
Coordinator, will oversee the activities. Discussion followed about credit card sales. The
event will utilize the credit card imprint machine from City Hall; however, it was thought
two were needed: one for the Library and the other for the Civic Center. Mr. Beau -Lieu
has a machine available for the artists. A cash box and petty cash was needed as the
Arts Commission would only be taking money for the show books which were $20 each.
Ms. Coles -Dobay would provide information regarding who to make the checks out too.
If artwork is purchased, a form was already created. The pieces can be purchased and
either picked up at the end of the symposium or shipped.
Ms. Coles -Dobay reviewed a digital billboard advertising the event that could be viewed
from 1 -95 southbound, just before Gateway Boulevard. Suggestions were made to add
the word East on the digital billboard. Staked ground directional signs will also be used.

IX. New Business
A. Yearly Board Chair and Vice Chair Election
Mr. Combes nominated Anderson Slocombe for the position of Chair; however, he
advised he was unable to accept.
The yearly Board elections are held in December, but there were some changes in
membership. Ms. Wolf was elected as a regular and at the last City Commission
meeting, Ms. Tito was appointed as a regular member that left an alternate position
open. Ms. Ready was not reappointed. After brief discussion about new
Commissioners being elected in March and the pending Symposium in February, the
members decided to table the Board elections.
Motion
Ms. Moeller moved to table the appointments of Chair and Vice Chair to March. Mr.
Combes seconded the motion that unanimously passed.
B. Accept Jim Hall donation of 117 Artworks by Brad Jernigan
Ms. Coles -Dobay explained the Arts Commission received a donation of artwork by
Artist Brad Jernigan from Jim Hall, proprietor of Cuthill's Backyard. Mr. Hall purchased
property near the Backyard and was demolishing a house when they found the artwork.
Mr. Beau -Lieu, a licensed appraiser, assessed 117 pieces ranging in size from 9' x 12'
to 12'x 16' based on their size and condition. None of the pieces had frames and some
restoration of the paintings was done. The total assessment was $213,000. A list was
made and the members reviewed a slide show of the paintings which were mostly in
Venetian style. In order for Mr. Hall to donate the work to the City, the Board has to
accept it. Discussion followed It would be nice for the City Commission to acknowledge
the donation and then the Arts Commission could decide what to do with them.
The Arts Commission could auction the pieces or sell them outright; however, some
restoration had to be done. A local college could be recruited to become involved and
once the pieces were displayed, the Arts Commission could create a one -man show
gallery event.
Motion
Ms. Lorenz moved to accept the work. Ms. Borttoff seconded the motion that
unanimously passed.
This item will be put on the February agenda and the members would then determine
where to store the works. There was not much known about Mr. Jernigan, although

Southby's Auction House sold one of his sculptures and had some information about
him.
