Minutes 03-11-14 MINUTES OF THE SAFETY COMMITTEE MEETING HELD ON TUESDAY, MARCH 11, 2014, AT 9:00 ., IN THE CITY HALL MAIN BREAK ROOM, CITY HALL 100 E. Call to Order Chair Bobich called the meeting to order at 9:08 a.m. II. Roll Call Roll call established a quorum was present. III. Acceptance of Minutes of 01/14/14 regular meeting There was one change to reflect Mike Naughton as present. Motion Ms. Webb moved to approve as amended. Mr. Dauta seconded the motion that unanimously passed. Meeting Minutes Safety Committee Boynton Beach, FL March 11, 2014 IV. Safety Committee Education & Training — Mulch Fire Dangers Rick Lee, Fire Marshall, made a presentation about mulch fires. Mr. Lee explained mulch fires are caused by spontaneous ignition. Moisture heats up and ignites the mulch. Mr. Lee attended a conference that addressed mulch fires. When mulch has lain awhile it pulverizes into smaller particles that are easier to heat. One misconception is rubber tire mulch lasts longer. Mr. Lee explained the rubber mulch immediately starts shedding and breaking down to dust making it easy to ignite. Hot dry weather is more conductive to starting mulch fires. If it is hot and it rains for a few minutes, the water evaporates, but the mulch heats near to its ignition point. If adding new mulch, rake the old mulch to release heat. Compost is different and harder to ignite. Most individuals place mulch against the building, but it is better to have a border between the structure and the mulch. Flower beds should not be mulched deeper than six or seven inches. Anyone seeing smoldering fires should call 911. Wind was also a factor in fires and their spread. Chair Bobich requested information about mulch fires because Mr. Rolle recently put out a fire at the Art Center. In this instance there were multiple points of ignition. Cigarettes can lead to fires, and glass and other objects can act as magnifiers. Cocoa mulch was the best mulch, followed by oak and elm and other hardwoods. Most mulch is made from Pine and is easy to ignite. Rubber mulch breaks down easily and is hard to put out. It was also noted linseed oil, clothes and restaurant aprons with oil thrown into one pile spontaneously ignite from time to time. V. Old Business A. Fire Drills There was one fire drill in the Police Department on March 4 th at 10:30 a.m. that was a false alarm. The alarm sounded because of dust, and fortunately, the alarm company was there at the time. B. Proud to be a Safe Worker Awards None. C. Departmental Inspections & Safety Meetings Chair Bobich explained he would like to get out to more department meetings. He appreciated receiving the forms electronically. 2 Meeting Minutes Safety Committee Boynton Beach, FL March 11, 2014 D. Incident Review Board Referrals None. E. Drug Free Policy Statement (HR/RM — Mark Bobich /Pam Webb) — TABLED 10/12/2010 This statement is still in draft form. Chair Bobich anticipated after the budget, they would move forward with it. F. Safety Manual Review Chair Bobich explained the Committee will be starting its next review of the Manual so the City Manager will not sign the prior Manual. It was recommended the Manual contain hyperlinks to the different OSHA standards. It would not be a major rewrite, only adding hyperlinks. The Incident Report forms will be redone. The blue and yellow forms will be combined. Currently, the Solid Waste Department is testing the new form for Risk Management and slowly, it will be expanded to different departments and then posted online. So far, the form has worked well. The Links Golf Course was happy with the new form and Finance used it recently. It is simple and self - explanatory. Mr. Rolle requested obtaining the form because they have youth at the summer camps. It is anticipated that when it is posted online, it will be a fillable electronic form. The City is also working towards making the form a phone app, which may be easier to use in some situations. Currently, the employee and supervisor sign the form. With the new form, it will be submitted and Ms. Webb and Mr. Bobich will sign it. Another change taking place is Mr. Bobich and Ms. Webb will investigate any incidents. When incidents occur, the OOPS line is to be called and Mr. Bobich and /or Ms. Webb will investigate, even after hours. Ms. Webb noted the Incident Review Boards can drag on for months. G. Other VI. New Business A. Departmental Safety Issues Chair Bobich had gone to the downtown Boynton area because the City is trying to attract businesses and there were about a dozen lights that were out and about two dozen FPL lights were out. They were reported to facilities who reported them to FPL. He commented two lights near the Old High School were out. One light near Seacrest Boulevard was flickering and Chair Bobich explained it was better to have the lights illuminated. 3 Meeting Minutes Safety Committee Boynton Beach, FL March 11, 2014 Ms. Sholos advised the Health Fair was a week away. The Fair will be held in the same format and new items for safety were added. Biometric screenings were available and could be scheduled online. They also added additional stations. (Mr. Pigott left the meeting at 9:49 a.m.) She commented a derma scan can detect sun damage. Games, an Xbox, Kindles, prizes and giveaways will be given, in addition to giveaways and fun items at the Risk Management table. B. Other Chair Bobich had left over mirror decals for City facilities. Additionally, stickers can help people find AED's more easily. Ms. Scott commented her alternate on the Safety Committee is Deanna Richardson, and not Jeff Katz, the Police Chief. VII. Announcements A. Other VIII. Next Meeting Date: Tuesday, April 8, 2014, 9:00 a.m., tentatively set for Conference Room B. IX. Adjournment Motion There being no further business to discuss, Mr. Naughton moved to adjourn.
