Minutes 02-19-14 MINUTES OF THE CODE COMPLIANCE SPECIAL MAGISTRATE MEETING HELD WEDNESDAY, FEBRUARY 19, 2014, AT 9 A.M., IN COMMISSION CHAMBERS CITY HALL, 100 E. BOYNTON BEACH BLVD., BOYNTON BEACH, FLORIDA PRESENT: Carol Dutra Ellis, Special Magistrate Diane Springer, Code Compliance Coordinator Shana Bridgeman, Assistant City Attorney 1. Call to Order Carol Dutra Ellis, Code Enforcement Special Magistrate, called the meeting to order at 9:03 a.m II. Approval of Agenda Officer Vestiguerne Pierre announced the following changes to the agenda: The following case(s) was removed: Case No. 13 -1874 The following case(s) have complied - Case No 13 -2672 Case No. 13 -2728 Case No. 13 -2807 Case No. 14 -11 Case No. 13 -601 Case No. 13 -2616 Ms. Ellis approved the agenda with the changes made on record. III. Swearing in of Witnesses and Introduction Ms Ellis reviewed the procedures. The purpose of the hearing is to determine if a violation has occurred or is occurring She will make a finding if there is a violation or not. She is not authorized to excuse violations due to hardship or ignorance. She is not authorized to change the Code The City Commission adopted the Code and only they can enact or change it 1 Meeting Minutes Code Compliance Special Magistrate Boynton Beach, FL. February 19, 2014 The City will present its case first, and then the Respondent. Respondents can question the City's witnesses and present their own witnesses and evidence Ms. Ellis can ask questions of any witness that she considers relevant. Testimony is given under oath, and strict rules of evidence do not apply to the hearings. At the conclusion of the hearing, an Order will be entered. If a violation occurred, the Order will provide the appropriate amount of time to rectify the violation If not rectified by the date, when setting the fine amounts, she will consider the gravity of the violation, the efforts to comply and any previous violations by the Respondent. All Orders are appealable only to the Circuit Court of Palm Beach County, not the City Commission. If a transcript is needed, Florida Statutes requires the Respondent to obtain one. The Clerk administered an oath to all those intending to testify. IV. New Business A. Cases to be Heard — New Case No. 13 -2281 Timothy F. McTigue Property Address: 130 NE 4 th Avenue Violation(s): CO CH13 SEC 13 -16 CO CH 15 SEC 15 -120 (D) Apply for and pass inspection for Business Tax Receipt for rental property. Mow overgrown grass Officer Guillaume presented the case as in the notice of violation. The case was a citizen complaint. The initial inspection date was October 16, 2013. This is a repeat violator given 10 days to comply. Certified mail was sent and the green card was signed on January 27, 2014. Property was last inspected on February 19, 2014. Photographs taken on February 19, 2014 were entered into evidence that show an accurate depiction of the violations as they exist. Timothy F. McTigue, owner of the property at 130 NE 4 th Avenue; explained that a lady lives with him and watches his house when he is at work. No rent is collected. Mr. McTigue applied for a Business Tax Receipt because Officer Guillaume told him he had to. He remarked he has a medical condition and cannot do too much work on the house at this time. Mr. McTigue states he is the owner of the property. Officer Guillaume stated he spoke with the tenant who verified she is a tenant paying rent. Ms. Ellis mentioned fixing a window which was not mentioned in the original violations 2 Meeting Minutes Code Compliance Special Magistrate Boynton Beach, FL. February 19, 2014 Decision Based on the testimony and information provided by the staff, Ms. Ellis stated the Business Tax Receipt will take some time to resolve. The grass must be mowed within two days, February 21, 2014, and five days for the window, February 24, 2014. Mr. McTigue was instructed to call Officer Guillaume later that day, February 19 to re- schedule an inspection. Ms Springer stated the date for compliance for the grass is February 21, 2014 or a fine of $100 per day. The window is to be fixed by February 24, 2014 or a fine of $100 per day. The Business Tax Receipt is due by March 21, 2014 or $100 per day. Case No. 13 -1646 Emily H. and Giovanni Caliendo Property Address: 916 SE 1 St Street Violation(s): 10 -2 B.B.C. of Ord. CO CH10 SEC 10 -24 (A) (1) CO CH10 SEC 10 -56 (B) Mow overgrown property Remove all trash and debris. Repair or remove broken fence. Remove all Florida holly. Trim tree to make Stop sign visible. Raise canopy of tree to 14 feet above street. Garbage cans must be out of public view. Paint building Officer Hart presented the case as in the notice of violation The case was a citizen complaint The initial inspection date was August 21, 2013 This is a repeat violator. The written notice was sent August 21, 2013 with 30 days to comply. Certified mail was sent on January 3, 2014 The green card was not signed Notice was sent regular mail on August 21, 2013. Officer Hart had spoken with Mr. Caliendo on several occasions and granted extensions. It has been six months since the initial inspection. The garbage cans were removed and the canopy of the tree was raised. Those were the only violations that have been fixed. Property was last inspected on February 18, 2014. Officer Hart entered photographs into evidence taken on February 18, 2014. Ms Ellis inquired if this was a residential property. Officer Hart replied it is listed as a commercial property The five violations consisted of the Florida holly, overgrown grass, trash and debris and the broken fence which were fixed. 3 Meeting Minutes Code Compliance Special Magistrate Boynton Beach, FL. February 19, 2014 Giovanni Caliendo, 172 SE 28 Avenue, explained he previously spoke to Commissioner Fitzpatrick who arranged a meeting at the property with Officer Hart. However, Commissioner Fitzpatrick was not aware inspections are done in the morning instead of at night and the meeting was cancelled. Mr. Caliendo remarked his neighbors are taking care of the property and have fixed the fence and regularly mow the lawn. Mr. Caliendo stated he has been trying to sell the property since 2006 but the City is telling potential buyers a commercial building is not allowed in that area even though it is an M -1 zone. Mr. Caliendo and Commissioner Fitzpatrick are planning to meet with the Zoning Board. In regards to painting the building, Mr. Caliendo commented he painted it three years ago and is willing to do touch ups but cannot afford to paint the entire building. Decision Based on the testimony and information presented by the staff, Ms Ellis approved the City's recommendation of 45 days for a compliance date of April 5, 2014, and a violation fine of $100 per day. Case No. 13 -2252 SRP SUB LLC Property Address: 1053 Coral Drive Violation(s) CO CH10 SEC 10 -56 (C) Clean and secure pool Repair screen enclosure. Officer Hart presented the case as in the notice of violation. The case was a routine inspection. The initial inspection date was October 10, 2013. The written notice was sent October 10, 2013 with 10 days to comply. Certified mail was sent on January 3, 2014. The green card was signed on January 8, 2014. Notice was sent regular mail on October 10, 2013. The property was last inspected on February 18, 2014. Lucaster Carr, Code Compliance Director, SRP SUB, LLC., 2700 W. Cypress Creek, Ft. Lauderdale, explained the property was being worked on. There were issues getting some of the permits Mr Carr states the building inspector was at the property recently. The screen enclosure to the pool will be done with the rehabilitation of the house and someone will be called out today to address any pool issues D ecision Based on the testimony and information presented by the staff, Ms. Ellis approved the City's recommendation of 30 days for a compliance date of March 21, 2014, and a violation fee of $100 per day 4 Meeting Minutes Code Compliance Special Magistrate Boynton Beach, FL. February 19, 2014 Ms. Ellis informed Mr. Carr to contact the City to schedule an inspection of the property to ensure compliance Case No. 13 -2036 Gary C. Case, Gary C. Case, Jr., Pamela J. Case Property Address 811 Shore Drive Violation(s). BBA FBC 2010 ED 105.1 Permit required for paver driveway Officer Lewis presented the case as in the notice of violation. The case was an anonymous complaint. The initial inspection date was September 16, 2013. The written notice was issued with 15 days to comply Certified mail was sent on January 15, 2014. The green card was signed on January 23, 2014. Officer Lewis has been in contact with the property owners and there is an engineer working on the property. The engineer has corresponded with Officer Lewis via email. Property was last inspected on February 14, 2014. City recommends 60 days for a compliance date of April 20, 2014. Pamela J. Case and Gary C. Case, Jr., owners of the property, stated they submitted drawings of the current pavers and what changes they wanted to make, but the City rejected their plans. The project called for water drainage which had to be done by an engineer. The owners have a proposal from a brick paver company to remove the current pavers on the east side of the house to comply with two -foot setback. Decision Based on the testimony and information presented by the staff, Ms. Ellis approved the City's recommendation of 60 days for a compliance date of April 20, 2014 and a violation fine of $100 per day Case No. 13 -2351 Bank of New York Trust Property Address 1411 NW 1 St Court Violation(s) CO CH15 SEC. 15 -120 (D) INC CO CH 13 SEC. 13 -16 Apply for and pass Business Tax Receipt (License). Remove all inoperable vehicles. Remove trash and debris Officer Lewis presented the case as in the notice of violation. The case was a routine inspection. The initial inspection date was October 25, 2013. The written notice was issued with 15 days to comply. The property was posted on February 7, 2014. Property was last inspected on February 13, 2014 City recommends 15 days for a compliance date of March 6, 2014 5 Meeting Minutes Code Compliance Special Magistrate Boynton Beach, FL. February 19, 2014 Victor Mondesir, owner of the property, advised he had someone working on the case. Ms. Ellis commented the property went into foreclosure and the Bank of New York Trust is now the owner. Ms. Ellis stated there must be more communication with the Bank to determine the current status. Officer Hart explained the Bank has received all the notices and were told on the phone they needed to apply for the Business Tax Receipt. Decision Based on the testimony and the information provided by staff, Case Number 13 -2351 is tabled until March 19, 2014. The Bank of New York must be contacted and told to be here at that time. Case No. 13 -2755 Roger Loriston and Tamma Saul Property Address. 231 NE 21S Avenue Violation(s) CO CH10 SEC 10 -52 CO CH15 SEC 15 -120 (D) INC Remove inoperable vehicles. Officer Lewis presented the case as in the notice of violation. This was a routine inspection. Initial inspection date was December 12, 2013. The written notice was issued with 15 days to comply. Certified mail was sent on January 23, 2014. Property was last inspected on February 18, 2014 and one vehicle was still in the driveway. Roger Loriston, stated the car in question does not belong to him and has been removed from the property. Officer Lewis presented Mr Loriston with a picture taken on February 18, 2014 which shows the car is still in the driveway. Mr. Loriston then stated he purchased the car for the purposes of sending it to Haiti and, it is still on the property. Decision Based on the testimony and information presented by the staff, Ms. Ellis approved the City's recommendation of 15 days for a compliance date of March 6, 2014 and a violation fine of $100 per day. Case No. 13 -2181 Barbara Carroll Property Address: 926 SW 28 Avenue Violation(s): CO CH 10 SEC 10 -56 (A) CO CH 10 SEC 15 -56 (C) CO CH15 SEC 15 -120 (D) INC Remove all debris from all rooms inside the house. Remove hurricane panels from all windows. Clean and maintain pool. Mow and trim overgrown yard. Remove debris from the front and rear. 6 Meeting Minutes Code Compliance Special Magistrate Boynton Beach, FL. February 19, 2014 Officer Pierre presented the case as in the notice of violation This was a City complaint and Department referral. Initial inspection date was October 1, 2013. Officer Pierre stated he spoke to the mother and the daughter regarding the property. He submitted photographs of the property. Margaret Turner, daughter of Barbara Carroll, property owner, reviewed the pictures and commented that was how the property looked on September 28, 2013. The entire house has since been cleared out and only Ms. Carroll's bedroom is left to be done. There is someone coming to replace the pool pump which should fix the pool problem. The outside of the property has been cleared and all the hurricane panels have been removed from the windows. Ms. Ellis asked staff if there are any inspections scheduled. Officer Pierre replied he has not heard from either Ms. Turner or Ms. Carroll in regards to scheduling an inspection. Ms Ellis informed Ms. Turner she must schedule the inspection by February 21, 2014. Decision Based on the testimony and information presented by the staff, Ms. Ellis approved the City's recommendation of 30 days for a compliance date of March 21, 2014 and a violation fine of $100 per day. Case No. 13 -2095 Claudio Camilucci and Ann Koplas Property Address 720 E. Ocean Avenue #401 Violation(s): CO CH15 SEC 15 -120 (D) INC CO CH 10 SEC 10 -56 (A) CO CH10 SEC 10 -56 (D) Remove submerged piling from dock area. Officer Roy presented the case as in the notice of violation. This was a citizen complaint as well as a City Department referral. Initial inspection date was September 24, 2013 Written notice was sent on September 24, 2013. The City recommends 30 days to comply Certified mail was sent on January 14, 2014 with no date on the green ca rd Officer Roy submitted pictures taken on February 18, 2014. He commented he had spoken with Mr Camilucci who stated he did not know the property was his. 7 Meeting Minutes Code Compliance Special Magistrate Boynton Beach, FL. February 19, 2014 Claudio Camilucci stated he owns the property at Coastal Towers Mr. Camilucci said he did not know the dock was his when he purchased the property nine years ago. The deed for the dock is a separate deed which he never got and still does not have. The deed is still under the name of the previous owners and a lawyer is taking care of transferring it over to Mr. Camilucci. Decision Based on the testimony and information presented by the staff, Ms. Ellis approved the City's recommendation of 30 days for a compliance date of March 21, 2014 and a violation fine of $100 per day. Case No. 14 -16 SRP SUB LLC Property Address. 190 SE 27 Place Violation(s). CO CH 13 SEC 13 -16 CO CH10 SEC 10 -56 (D) CO CH15 SEC 15 -120 (D) INC CO CH 15 SEC 15 -120 (E) INC Apply and pass inspection for Business Tax Receipt. Mow overgrown lawn. Place four inch house numbers on building. Officer Pierre presented the case as in the notice of violation This was a routine inspection. Initial inspection was done on January 7, 2014. The property owner is a repeat violator. City recommends 10 days to comply. Certified mail was sent on January 22, 2014 Notice was posted on the property at City Hall on February 6, 2014. Lucaster Carr, Code Compliance Director, SRP SUB, LLC stated he was not aware of this property, but will look into the issues involving this property. Decision Based on the testimony and information presented by the staff, Ms. Ellis informed Mr. Carr the house numbers must be placed on the property by Friday, February 21, 2014 or a violation fine of $100 per day. Ms Ellis gave Mr. Carr 15 days to comply for a compliance date of March 6, 2014 for the Business Tax Receipt and overgrown lawn or a violation fine of $100 per day. Case No. 13 -1724 Nathaniel Robinson Property Address 335 NE 11 Avenue Violation(s): CO CH 13 SEC 13 -16 Apply for and pass inspection for Business Tax Receipt. 8 Meeting Minutes Code Compliance Special Magistrate Boynton Beach, FL. February 19, 2014 Officer Lewis presented the case as in the notice of violation. This was a fine certification which was tabled last month due to the owner not appearing. Notice of violation date was August 22, 2013. The compliance date set by the Board was October 31, 2013 at $200 per day in addition to the administrative fee. The property was inspected on February 14, 2014 and the violation still exists. There are 110 days of non - compliance. Officer Lewis stated the owner owes four years of rental property fees. Nathaniel Robinson is the owner of the property and stated he was not aware the fees were not paid. He has acquired the bill and will pay it. Decision Based on the testimony and information presented by the staff, Ms. Ellis tabled case number 13 -1724 for 30 days until March 19, 2014. Mr. Robinson must apply for a Business Tax Receipt before that date. Case No. 13-467 Marta R. Pejouhy Property Address: 152 SE 28 Avenue Violation(s): CO CH10 SEC 10 -56 (B) Repair or replace roof. Officer Guillaume presented the case as in the notice of violation Notice of violation was sent March 29, 2013 Magistrate hearing was October 20, 2013 where Mr. Walter Pejouhy appeared and was given a compliance date of January 4, 2014 or a violation fine of $100 per day. The property was inspected on February 18, 2014 and the violation still existed. The administrative fee totals $1,018.24 and $4,500 for non- compliance at $100 per day for 45 days of non - compliance. Wendy Pejouhy is the daughter -in -law of the owner, Marta Pejouhy, and states they have acquired a contract and a permit to replace the roof Ms. Pejouhy has given a deposit of $2,500 towards the cost of $6,800 it will cost Decision Based on the testimony and information presented by the staff, Ms. Ellis tabled Case No 13 -467 for 30 days until March 19, 2014. Case No. 13 -1813 SRP SUB LLC Property Address: 306 SW 4 th Avenue Violation(s). CO CH15 SEC 10 -120 (D) INC CO CH10 SEC 10 -56 (D) CO CH10 SEC 10 -56 (C) Secure all broken windows Clean and secure pool. 9 Meeting Minutes Code Compliance Special Magistrate Boynton Beach, FL. February 19, 2014 Officer Hart stated the magistrate hearing date was October 16, 2013 at which time no one appeared. The compliance date and proposed fines set by the magistrate was October 26, 2013 at $1,000 per day. The property was inspected on February 13, 2014. The broken windows have been fixed but the pool violation still exists. To date, the number of days of non - compliance is 115. The violation fee is currently $15,000 in addition to $538.09 administrative fees. Officer Hart provided pictures of the property. Lucaster Carr, Code Compliance Director, SRP SUB, LLC explained the property is being worked on, but did not know about the pool situation. The pool will be cleaned, drained and covered. Decision Based on the testimony and information presented by the staff, Ms. Ellis certified the lien at $1000 per day. Case No. 13 -2029 Robert and Carol Muchel Property Address. 637 Las Palmas Parkway CO CH10 SEC 10 -56 (A) CO CH10 SEC 10 -56 (B) CO CH10 SEC 10 -56 (C) Mow and trim overgrown yard areas. Restore pool to sanitary condition Officer Lewis presented the case as in the notice of violation Notice of violation date was September 19, 2013 The Code Board hearing was November 20, 2013 and no one appeared The compliance date and proposed fines set by the Board was December 20, 2013 for $250 per day plus administrative fees. The property was inspected on February 18, 2014 and the violations still exist. To date, there are 60 days of non - compliance. Robert Muchel is the owner of the property who stated he received the first notification on October 2, 2013 that was on his door He has never received any other notifications. Mr. Muchel corrected the address on file to read 637 Las Palmas Park, not Parkway. He claimed the pool pump was broken, but was adding chlorine to keep the water clean. Mr. Muchel commented the overgrown yard issue has been resolved. At this time, the pool has been drained and scheduled to be cleaned. Decision Based on the testimony and information presented by the staff, Ms Ellis tabled case number 13 -2029 until March 19, 2014. 10 Meeting Minutes Code Compliance Special Magistrate Boynton Beach, FL. February 19, 2014 Case No. 13 -1998 SRP SUB LLC Property Address: 2915 SE 2 nd Street CO CH 10 SEC 10 -56 (A) CO CH 10 SEC 10 -56 (H) CO CH13 SEC 13 -16 Apply for and pass Business Tax Receipt Repair fence Remove bees. Mow property and remove any trash and debris Officer Pierre stated the hearing date was November 20, 2013 at which time the compliance date and fine was set by the Magistrate for January 19, 2014 or a violation fee of $100 per day thereafter. To date, there are 30 days on non - compliance. Lucaster Carr, Code Compliance Director, SRP SUB, LLC explained that many of the violations mentioned have been resolved and the inspection date is being scheduled with Officer Pierre. Decision Based on the testimony and information presented by the staff, Ms. Ellis certified the lien until the lien reduction hearing The administrative fee is $634.12 plus $3,000 for 30 days non - compliance at $100 per day. Case No. 13 -2176 Deutsche Bank National Trust, Co. Property Address: 1144 SW 27 Place CO CH 10 SEC 10 -51.5 INC Maintain vacant property. Clean and maintain pool in a sanitary condition. Fix screen enclosure. Mow and trim back yard. Fix fence. Officer Pierre presented the case as in the notice of violation dated September 30, 2013. Magistrate hearing date was November 20, 2013 at which time the compliance date and proposed fine was set for November 30, 2013 or a violation fine of $1,000 per day. To date, number of non - compliance days is 80. Hillary Rosensweig, Attorney for Deutsche Bank National Trust, stated this is a foreclosure property that was settled a few weeks ago. There is a sale scheduled for March 14, 2014 Work on the property has begun and should be completed within 10 days 11 Meeting Minutes Code Compliance Special Magistrate Boynton Beach, FL. February 19, 2014 Decision Based on the testimony and information presented by the staff, Ms. Ellis certified the lien until the lien reduction hearing. The administrative fee is $634.12 plus $8,000 for 80 days non-compliance at $1,000 per day. Case No. 13-1162 Timothy M. Clay th Property Address: 632 NE 20 Lane CO CH2.5 SEC 2.5-3 and 2.5-7 Alarm decal required. Diane Springer, Code Compliance Coordinator , presented the case as in the notice of violation. Notice of violation was sent on June 3, 2013. This case came before the Board on July 17, 2013 and no one appeared. The compliance date proposed by the Board was February 27, 2013 or a fine of $50 per day. Case complied on September 30, 2013 with 64 days of non-compliance for a total amount of $3,200 plus the administrative fee of $364.03. Ms. Springer stated she was contacted by the property owner who was not aware the tenant did not comply with the alarm decal. The decal the owner displayed did not belong to that property. The tenant purchased the proper decal in September 2013 at which time the property was to be inspected; however, the Code Officer found numerous violations. The tenant completely destroyed the property and the owner had to have the plumbing repaired in the kitchen and the toilet. There were missing screens and sliders that the owner replaced and repaired. Vanessa Clay explained this is a rental property that she rented. She became ill two months later and had to return to her home for treatment. Upon her return, she discovered what had happened to the property. Ms. Clay claims she gave the tenant $3,000 to move out of the property and made an additional $10,000 in repairs. Decision Based on the testimony and information presented by the staff, Ms. Ellis reduced the fine to $500 plus administrative fees of $346.03 for a total of $846.03. Case No. 13 12-1838 James L. Ware Property Address: 1739 Banyan Creek Court CO CH10 SEC 10-56 (C) Maintain pool in sanitary condition Ms. Springer presented the case as in the notice of violation sent on September 18, 2012. This case came before the Board on November 19, 2012 and no one appeared. The compliance date proposed by the Board was November 29, 2012 or a fine of $250 12 Meeting Minutes Code Compliance Special Magistrate Boynton Beach, FL. February 19, 2014 per day. Case complied on December 2, 2013 at 367 days of non-compliance for a total amount of the lien of $91,750 plus the administrative fee of $730.15. Ms. Springer was contacted by Mr. Ware in December after the case complied at which time he requested a lien reduction. The inspection was done on January 7, 2014 and there were some violations that needed to be resolved for the lien reduction; trim the overgrowth around the pool, trim the hedge from the sidewalk and remove the horticultural debris from the rear or the yard. The property was re-inspected and passed inspection on January 13, 2014. There were no outstanding utilities or taxes. James Ware, Jr. , stated he is the owner of the property and it is his primary residence. He was going through a refinancing process and called to see if there were any liens on the property and was directed to Ms. Springer. Mr. Ware explained he has been working out of town for a couple of years and was not aware of the issues on the property. Decision Based on the testimony and information presented by the staff, Ms. Ellis reduced the fine to $2,500 plus administrative fees of $730.15 for a total of $3,230.15. Case No. 10-3189 BAC Home Loans Servicing LLP Property Address: 1101 W. Fairfax Circle CO CH10 SEC 10-51.5 INC Property in foreclosure must be registered. Clean and secure pool. Ms. Springer presented the case as in the notice of violation sent on November 1, 2010. This case came before the Board on December 15, 2010 and no one appeared. The compliance date proposed by the Board was December 25, 2010 or a fine of $1,000 per day. Case complied on October 1, 2012 at 645 days of non-compliance for a fine of $645,000 plus $634.12 in administrative fees. Ms. Springer stated she was originally contacted in 2012 by a realtor. An inspection was performed at that time and a list of corrections for possible lien reduction was emailed to Oncall Realty but nothing was done. Ms. Springer was contacted again in April 2013 by Susan Moore, another realtor, and another inspection was conducted for the same original violations and again, nothing was done. Another email was received by Ms. Springer on October 3, 2013 from Jesse Simpson requesting another lien reduction inspection. The same violations existed and again nothing was done. The Code Officer could not get access to the house to see if any violations had been corrected. December 2, 2013 Ms. Springer was contacted by Theresa Berube, listing agent for the Bank, who wanted to set up another inspection date with Officer Roy at the 13 Meeting Minutes Code Compliance Special Magistrate Boynton Beach, FL. February 19, 2014 property. Officer Roy was at the property at the given date and time and no one appeared. The last inspection was on October 3, 2013 and the following violations still existed • remove outside storage of construction material • replace slider and window screens • repair the door of the rear patio • pool needs to be cleaned with circulating water • weed and clean patio • registered with FPRC • pay outstanding water bill The Code Officer met with Mr. Jim Kelly and explained again what needed to be done. February 19, 2014 There was an outstanding water bill of $1,130 and two municipal liens that had to be paid.
