Minutes 04-09-14 MINUTES OF THE ARTS COMMISSION MEETING HELD AT FIRE STATION NO. 2 TRAINING ROOM, 2615 W. WOOLBRIGHT ROAD, BOYNTON BEACH, FLORIDA, ON WEDNESDAY, APRIL 09, 2014, AT 6:30 P.M. PRESENT: Deborah Bottorff, Chair Debby Coles - Dobay, Manager Robyn Lorenz Anderson Slocombe Aylin Tito ABSENT: Paul Sirota I. CALL TO ORDER Chair Bottorff called the meeting to order at 6:31 p.m. II. ROLL CALL OF MEMBERS Self- Introductions were made. A quorum was present. III. AGENDA APPROVAL Ms. Coles -Dobay had a minor change under New Business, Item C, should read; "Boynton Beach Art in Public Places Strategic Plan Four Year Update ", not Five Year Update. Ms. Coles -Dobay suggested moving Item IX.B, "Mural Application ", to VII.C, to be discussed with the "Pugh Pool Mural Application ". Motion Mr. Slocombe moved to approve the amended agenda Ms. Lorenz seconded the motion that passed unanimously. IV. APPROVAL OF MINUTES Ms. Coles -Dobay made the following changes to the January 28 minutes. 1 MEETING MINUTES ARTS COMMISSION BOYNTON BEACH, FL APRIL 09, 2014 • Item 5A, second paragraph, last line should read, "the Lantana Gateway exit, • Item 5C, second paragraph, second line should read, "is interested in parsg exhibiting pieces" Motion Ms Lorenz moved to approve the amended minutes. Ms. Tito seconded the motion that passed unanimously. V. ANNOUNCEMENTS /REPORTS A. "Kinetic Art, Year in Review" — Boynton Beach City Library and AIPP January 29, 2014, 1:30 to 2:30 p.m. Chair Bottorff stated she attended as did Ms. Tito. Ms. Tito commented she thought it was a great event. Many people who attended got to see Ralfonso's work and the video of the sculptures in Orlando was very impressive. Chair Bottorff commented she was very impressed with the artists. The artists spoke about some of their other installations and not just those they provided for the Kinetic Art Symposium B. "Elements" — Artists Reception at City Library February 13, 2014, 5:30 to 7:30 p m. Ms Coles -Dobay introduced a returning guest, Ms. Rachel Mondesir, who has applied for Board membership. Ms. Mondesir stated she attended the reception and liked how the three elements merged into one. Ms. Mondesir commented she shared photos on social media and received great responses. Chair Bottorff also thought it was a nice event and had not realized three separate artists had contributed to each piece in their individual styles. It was interesting to see how they collaborated and created one piece of art. There were requests for the artists to continue their collaboration and come up with another phase. Ms. Coles -Dobay reminded the members there is an Art in Public Places Facebook page and any pictures taken at events such as this one will be posted. C. "Children and Parents Day at the Woman's Club" February 23, 2014, 12:00 to 4:00 p.m Chair Bottorff stated many of the Board members attended and asked Ms. Lorenz to comment on her experience. Ms. Lorenz commented there were interesting things going on. She took part in a couple of activities and painted a tile. The children really seemed to enjoy it. Ms. Lorenz was given a plant and seeds to grow green beans. 2 MEETING MINUTES ARTS COMMISSION BOYNTON BEACH, FL APRIL 09, 2014 Chair Bottorff added artist Rolando Chang Barrero was there and helped the children make puppet faces. There were many programs for the children and the theme was apples. All the food was based on apples. They served apple soup, apple chicken and apple deserts. Everything worked well together. Ms. Coles -Dobay stated she had a booth at the event and inquired what the Board members who attended thought of the appropriateness of having the booth to get the word out for Art in Public Places. Chair Bottorff thought it was very much a children's event and there was not much opportunity to get the word out with all the activities going on. This was really not the appropriate venue. Ms. Tito commented perhaps if it had been better attended it would have been more worthwhile. There was also a steel band playing that made it difficult to talk to people. Ms. Coles -Dobay appreciated the feedback. Ms. Coles -Dobay commented this event has been going on for nine years and each year there is a different theme. The Museum of Lifestyle and Family History coordinates the event and offered to allow Art in Public Places to have a free booth at the event. Chair Bottorff stated she would like to contribute a large poster the next time Art in Public Places has a booth anywhere to catch the interest of participants. VI. PROJECT UPDATES /APPROVALS A. Kinetic Butterfly Placement in the New Butterfly Garden at the Schoolhouse Children's Museum Ms. Coles -Dobay gave a Power Point presentation showing the butterfly garden on the day of the event. A variety of colorful flowering plants were planted, and a stepping stone path was installed to accent the trees already there. The garden is in memory of Carol Andrade and will be maintained by the Palm Beach Boynton Beach Garden Club. There are signs that identify some of the plants and which butterflies are attracted to them. There is a large sculpture of a butterfly that spins which identifies what kind of garden it is. It is on loan from the artist and perhaps the artist will donate it at some point. City staff was recognized for their efforts and hard work in making this project a success. B. Giraffe Sculpture Donation for Butterfly Garden Ms. Coles -Dobay presented this item to the Board on behalf of the Palm Beach Boynton Beach Garden Club. They would like to donate the giraffe and get approval to put it in the butterfly garden. Ms. Lorenz did not think it was appropriate for the butterfly garden. Chair Bottorff thought it should be accepted as a donation but placed elsewhere. The Schoolhouse Children's Museum might be a better location. Mr. Slocombe agreed and recommended not to place it in the butterfly garden. 3 MEETING MINUTES ARTS COMMISSION BOYNTON BEACH, FL APRIL 09, 2014 Motion Ms. Lorenz moved to accept the donation as public art. Mr. Slocombe seconded the motion that passed unanimously. Motion Ms. Lorenz moved the donated giraffe is not acceptable to be placed in the butterfly garden. Mr. Slocombe seconded the motion that passed unanimously. C. Pugh Pool Mural Application Ms. Coles -Dobay discussed the differences between signs and murals. Signs are more like advertisements with logos and products. She went over the mural design guidelines, specifically, purpose and intent. An artist interested in doing a mural must go through the process of getting a permit. Chair Bottorff inquired if Pugh Pool got a permit for the mural on their building. Ms. Coles -Dobay replied Judy Dempsey was commissioned by the owner of Pugh Pool and is a public artist who has done several murals such as the Medication Station's exterior wall, the interior wall at the Miami Seaquarium and the Children's Reading Room at the Boynton Beach Library. Ms. Dempsey spoke with Ms. Coles -Dobay about the project and Ms. Coles -Dobay explained the purpose and intent of a mural, and that she would have to present it to the GAy Arts Commission. Ms. Dempsey understood this, and in fact, went through this process with the other murals she had done. However, in this instance, she did not go through the process and Code Compliance cited the owner, Steve Miller, for an unpermitted painted sign on the building. They are now going through the proper process and applying for a permit even though it is after the fact. Chair Bottorff understood Ms. Dempsey is not at fault as the artist. It is the responsibility of the owner of the building to acquire the permit. The issue before the Board was whether or not this was an advertisement for Pugh Pool or a piece of public art. Mr. Slocombe commented the mural looks tacky and Ms. Tito stated it looked amateurish. If the owner had a tile business he would not have chosen this particular mural which made the argument that it is an advertisement for Pugh Pool. Ms. Lorenz commented the image was appropriate because it was near the ocean ehe but she had seen better quality murals and this was not appropriate for Boynton Bea cinno if W;;q not near the nnoan Chair Bottorff stated the mural was amateur looking and if this were before the Board as a prototype and not on the building already, there would have been some objections about the work. 4 MEETING MINUTES ARTS COMMISSION BOYNTON BEACH, FL APRIL 09, 2014 Motion Mr Slocombe moved not to accept the proposed murals. Ms. Tito seconded the motion that passed unanimously VII. INTERNATIONAL KINETIC ART SYMPOSIUM AND EXHIBIT PLANNING A. DVD, Book, Poster — Costs and Concept Review Ms Coles -Dobay distributed the costs for the Board's review. Chair Bottorff created a few designs of what a poster might look like. She had four examples for the Board's review. Some of the designs used actual kinetic artwork and some were a general concept. All designs have the branding logo. The designs had some sort of design that would tie into kinetic art; bubbles, shapes and /or colors. One of the posters had the artist's work on either side of the poster which the artist could sign across his piece. The poster size would be 22" x 30" which might be difficult to carry and may get destroyed putting it in and taking it out of the tube. Mr. Slocombe suggested having a dedicated time and location where people could line up to get their posters signed by the artists Ms. Coles -Dobay remarked the artists also liked the idea of being in one area where they could be near their art and have conversations with people about their work. Ms. Lorenz had a few suggestions for the poster everyone seemed to like saying it would be better with a white background instead of black. It was hard to see the 1" in 2015 and this would also make it easier for the artist to sign. Since this was the poster almost everyone liked, Chair Bottorff would make the revisions with the suggested changes and bring it back to the next meeting. Motion Mr. Slocombe moved to accept the poster that has the images of the artist's work on both sides with the suggested changes. Ms. Lorenz seconded the motion that passed unanimously. B. To Do List — Review Updates (SCM Workshop) Ms. Coles -Dobay commented on the issue of having the Schoolhouse Children's Museum host the workshops which was discussed at a previous meeting. The Schoolhouse Children's Museum is proposing doing a one day Kinetic Art event at the Museum in conjunction with the 2015 International Kinetic Art Exhibition and Symposium They will devote one day of classes to creating Kinetic Art with all of the 5 MEETING MINUTES ARTS COMMISSION BOYNTON BEACH, FL APRIL 09, 2014 children. The event will take place on Saturday, February 5, 2015 from 10 :15 a.m. until 12:15 p.m. for children aged three to nine at a cost of $4 per child. Each child will construct their own "wind- mobile" from lightweight recycled materials. Ms Coles -Dobay remarked the Schoolhouse is closed on Sunday, but the Kinetic Art event is being held on Saturday and Sunday Ms Tito commented she liked the fact it was only $4 per child as opposed to the $30 per child last year. The Schoolhouse Children's Museum is not very big and Ms. Coles -Dobay wondered how many children they would be able to accommodate. She suggested requesting the Schoolhouse schedule a few sessions throughout the day so more students could attend. There might not be enough time for children to complete their projects. Time would have to be considered in between sessions to allow staff to clean up and get ready for the next group of children. One session in the morning and one in the afternoon, or opening on Sunday was also suggested. Ms. Coles -Dobay would take the suggestions back to The Schoolhouse Children's Museum for their response. C. Sponsor Contacts Update Ms. Coles -Dobay announced Publix had signed as a sponsor and Boca Bearings was confirmed. She met with the Cultural Council of Palm Beach County who will introduce her to Scripps. They also have relationships with The Tourist Development Council and The Convention Visitors Bureau who will help with marketing and promotion. Chair Bottorff has the logos for these organizations if needed. She also mentioned attending the film festival where the media were covering conversations with film directors, crew and actors pro -bono She will contact the television stations to see if they would cover the Symposium pro bono and interview the artists. VIII. EXHIBITS A "Op Art" Exhibit by Stanley Slutsky Artwork Purchase Consideration Ms. Coles -Dobay stated Mr. Slutsky is offering to sell one of his pieces to the City. The piece is titled; " #139 Symmetry" and costs $3,500. Mr. Slutsky is offering to sell it to the City for $900, but Ms. Coles -Dobay commented there is no budget for buying art at this time. Motion Mr. Slocombe moved not to purchase the artwork at this time due to budget constraints and suggested perhaps Mr. Slutsky would like to donate the piece. Ms. Tito seconded the motion that passed unanimously. 6 MEETING MINUTES ARTS COMMISSION BOYNTON BEACH, FL APRIL 09, 2014 Ms Coles -Dobay will bring this suggestion to Mr. Slutsky. IX. NEW BUSINESS A. Earth Week Activities • Old Dixie Eco Walk Butterfly and Native Plant I. D. April 22, 2014, 9:00 a.m. until 10:30 a.m. Ms. Coles -Dobay explained the Old Dixie Eco Walk was first celebrated almost one year ago and since then there have been volunteers who help get the word out about the event. Ms. Lana Edwards, of the North American Butterfly Association, has been instrumental in helping this project be successful and has invited many of the local garden clubs and other North American Butterfly Association chapters to participate. It will not be a formal ceremony, but Ms. Coles -Dobay will give a brief explanation of the purpose of the walk and then introduce Ms. Edwards along with other professional people in the butterfly world. There will be native plant experts as well as City staff who are also native plant experts. People will walk the pathway and ask questions of the experts about butterflies and the different plants they are attracted to. There are 62 native plants along the path with identifying tags. There will be information on the butterfly's life cycle as well as other interesting information. The project is very educational and the hope is to continue to have people participate. It is also appropriate for Earth Week. It is a showcase project for the Seabourn Cove community as well as for the City of Boynton Beach. This is a trailway created to connect with other trailways, greenways and blueways citywide. There are directions as well as a map on the website. • Elements Exhibition Conservation Exchange April 24, 2014, 6:00 p.m until 8:00 p.m. Ms. Coles -Dobay stated this is another Earth Week activity in connection with the Elements Exhibition that took place in February at the City Library. The purpose is to have the same three artists and the conservation organizations they contacted to create their collaborative work. They will participate in an exchange of discussion about what their organizations represent and what their focus is regarding conservation. The artists will speak about how they interviewed these organizations to create the three pieces. The exhibition will be from 6:00 p.m. until 7:00 p.m. at then the discussion between the artists and the conservation organizations will take place from 7:00 p.m. until 8:00 p.m. 7 MEETING MINUTES ARTS COMMISSION BOYNTON BEACH, FL APRIL 09, 2014 B. Boynton Beach Art in Public Places Strategic Plan — Four Year Update Ms. Coles -Dobay stated the strategic plan started in 2008 and was completed in 2010 when it was presented to the City Commission. The plan has been implemented over the past four years and the updated plan will again be presented to the City Commission by Ms. Coles -Dobay on April 16, 2014. The mission statement has been updated recently to read as follows. "To integrate arts into the greater community, and the purpose is to stimulate cultural interaction, education and economic development by selecting, siting, installing and maintaining public art " The vision of Art in Public Places is to connect the cultural environment in Boynton Beach with the global community Public art is commissioned through a public process and they are one -of -a -kind original artworks that can be of many different types of materials such as sculptures, monuments, mosaics, kinetic art, murals, drawings and many other materials publicly accessible which can be temporary or permanent. Many of these pieces create "placemaking" Ms Coles -Dobay explained placemaking is the site of an art piece that becomes a place where people gather. It is a creative space people are attracted to where they can engage with others for different purposes depending on the artwork being displayed. American for the Arts economic prosperity report shows $135.2 billion of economic activity is generated through the arts. It supports 4.13 billion full -time jobs, generates $86.6 billion in resident household income and generates $22.3 billion to local state and federal governments every year. There are 60 public art programs in Florida with approximately 500 programs nationally. From 2010 to 2014 Boynton Beach Public Art has progressed considerably and currently has 54 public art projects which do not include the Avenue of the Arts program. Some of the opportunities in 2010 were artist design benches, entryway features and murals. Ms Coles -Dobay specifically discussed entryways with Jeff Livergood, Public Works Director /City Engineer, about how to add public art to features already in place and approved by the Florida Department of Transportation. Although there are different looks and feels to each one, collectively, it gives the impression you are in Boynton Beach. Different sites have already been identified where the art can be placed. Some other public art opportunities already in place such as the Boynton Beach sign and Coquina Rock, can be modernized by adding a layer of metal or lights to enhance 8 MEETING MINUTES ARTS COMMISSION BOYNTON BEACH, FL APRIL 09, 2014 the look. There is a large circle in the promenade near the Marina where a sculpture can be placed which was in the original strategic plan. Public art focuses on different areas of the City and the discussion was originally for the downtown core which was the Civic Cultural District. This area encompassed the Marina, Boynton Beach Boulevard, Ocean Avenue, Federal Highway and Seacrest Boulevard. The idea was to coordinate public art projects with the City and the Community Redevelopment Agency (CRA). Avenue of the Arts has been an ongoing project for the past six years which was designed to assist with the redevelopment of the downtown core. There were 12 artworks sited in that area and a year -long outdoor exhibition was created that rotated every year displaying fresh artwork visitors could see. These exhibits are free to the public which include free tours which attract visitors to the downtown area and awareness to the City. Other opportunities identified in this area were public art that was integrated into the infrastructure to enhance public spaces as well as Boynton Beach's history, economic and environmental art for green building projects, and art that relates to the City's identity. It was suggested through the Arts Commission's strategic plan that Boynton Beach needed a tag line and after much discussion and many ideas, "Gateway to the Gulfstream" became the City's new tag line. Projects will be coordinated in the Transit Oriented District (TOD), where the future train station will be located. One of the main focal points of the Arts Commission was to determine how to create art to signify visitors have arrived at Boynton Beach. Each train stop would have art that identifies that specific City. Ms. Lorenz inquired if the City Commission is aware of all the projects and artwork that have been installed. Ms. Coles -Dobay said they may not, but there will be information in her presentation showing the progress that has been made over the years. Mr. Slocombe commented it will be difficult to show everything that has been done. X. UNFINISHED BUSINESS None XI.
