Subject: Veterans Advisory Commission
Jeff: At the last Veterans meeting there was discussion relating to the attendance record of James Bowman, a regular
member. The attendance of members is tracked by our office and a letter sent after three meetings have been missed
during one board year, advising that one more absence would result in removal from the Board. (Code
requirement) Mr. Bowman missed four meetings last year; however, I was informed he was on active military duty with
the reserves for at least one, if not two of the meetings scheduled. Those absences would not be counted.
This board year there has been two meetings and Mr. Bowman missed both those meetings. I personally called Mr.
Bowman and discussed the issue with him. He confirmed he had been on active military duty that interfered with his
availability. He has now completely retired from the military and expressed his desire to continue with the Veterans
Advisory Commission. Since he has not missed three meetings to get a letter or a fourth meeting to be removed his
name remains on the roster.
Please note the attendance of members does not fall within the scope of the responsibilities of the Veterans Advisory
Commission. Attendance is regulated by the Code of Ordinances and monitored by the City Clerk's office. Please advise
the Board at the next meeting. Thank you.

Presentation to the Arts Commission board:
Metcalf Memorial placement recommendation.
Friends of the Michael Metcalf family were working with sculptor, Frank Varga to create
a figurative bust, pedestal and plaque to memorialize Michael Metcalf, from Boynton
Beach, died in the Afghanistan War. The memorial project was presented to the
Veterans Board and the Board wanted to accept the donation but decided it shouldn't
be sited in Veterans Memorial Park. This donation is a single person memorial and the
monuments in the Park focus on groups of soldiers who died from various wars. The
Veterans Board would like to accept the memorial donation and for it to be sited in the
City. The Veteran Board asked if Arts Commission could recommend a location.
The Art in Public Places does recognize that memorials can be considered public art. It
was presented that if this donation was be accepted by the Veterans Board it would be
the responsibility of the Veterans Board to assume costs to properly install the memorial
and maintain it in perpetuity. The Veterans Board had suggested some locations to site
the memorial such as in City Hall or by City Hall.
Following the initial Veteran Board suggestions some additional locations were
considered by the Public Art Manager. One was the Metcalf bench reflection memorial
at Boynton Beach Oceanfront Park. This location would limit accessibility because
there is a cost to the general public to visit Boynton Beach Oceanfront Park. Placement
of the memorial at or in City Hall would not be a good location as the City Hall is part of
the Strategic Plan discussion to be moved or rebuilt. If placed at or in City hall now it
would only be a temporary placement. In addition, the general public does not visit City
Hall, which would limit the memorial's exposure.
Another location that was considered as a good placement was at the main entrance to
the Boynton Beach City Library beside a large flagpole and courtyard area. It would be
a nice location for a memorial. The Library Director thought it was appropriate and it
would be safe there.

Mr. Hatch thought it could be placed by any historic homes such as the one along
Ocean Avenue, the Oscar Magnuson home on Ocean Avenue. It was determined that
would not be a good location as that site in redevelopment limbo right now with the
potential to be moved.
The Arts Commission Chair stated that to consider a statute of a specific individual as
part of the Art in Public Places program and its Strategic Plan, that individual should be
someone the entire community embraces as a hero, or significant individual in the
community or a forefather. This is a memorial loving parents created. This statute
represents the love and attention for their own child and doesn't coordinate with the
reverence we would have for founding fathers of the City.
Paul agreed, in all due respect to the family and the individual. It should be sited
somewhere else. other that the downtown of our City Cultural District.
Board member Hatcher asked if Michael Metcalf attended Boynton Beach High
School? If so that would be much better place to site this memorial. Chair Borttorff like
the school as it is most relatable. Paul thought that was the best recommendation.
Arts Commission board member Paul moved to recommend that they pursue a more
appropriate personal, more relevant location such as where he went to school or
church. Robyn seconded the motion. The motion was approved unanimously.
