Minutes 05-12-14 MINUTES OF THE HISTORIC RESOURCES PRESERVATION BOARD MEETING HELD IN COMMISSION CHAMBERS, CITY HALL, 100 E. BOYNTON BEACH BLVD., BOYNTON BEACH, FLORIDA, ON MONDAY, MAY 12, 2014 AT 6:30 P.M. PRESENT: Roger Cope, Chair Warren Adams, Historic Preservation Planner Michelle Dion, Vice Chair Ginger Pedersen Eric Salomonsson Barbara Ready Jason Shaffer Susan Oyer, Alternate 1. Pledge of Allegiance Chair Cope called the meeting to order at 6.33 p.m. The members recited the Pledge of Allegiance to the Flag. 2. Agenda Approval Mr Adams added the following items to the agenda. 6E - 918 SE 4 Street 7C - Boynton Estates Entry Feature Motion Vice Chair Dion moved to approve the amended agenda Ms. Ready seconded the motion that passed unanimously 3. Approval of Minutes Minutes from the April 14, 2014 meeting were not available. 4. Election of Chair and Vice Chair Mr. Adams explained elections are normally held in April and the Chair and Vice Chair can serve two consecutive terms. MAY 12, 2014 Motion Ms. Pedersen moved to retain Roger Cope and Michelle Dion as Chair and Vice Chair, respectively. Mr. Salomonsson seconded the motion that passed unanimously 5. Communication and Announcements Mr. Adams stated he attended the Historic Society's End of Year dinner and was presented with an Award for Excellence He wanted to thank the Board, the Planning Department, the City Commissioners for supporting the program and everyone who helped make the program what it is Mr Adams commented the award was for the program and all it has achieved Mr Adams mentioned the State will be having its Main Street Annual Conference in Stuart in September and has asked him to give a presentation on the Historic Preservation Program from a small city like Boynton Beach versus a larger city also making a presentation. The States goal was to show Main Street programs that historic preservation is an important element for all cities Mr. Adams will share the final details with the Board as he receives them 6. Old Business A Celebration of Conrad Pickel The brochures have been printed and things are moving forward smoothly Brochures have been distributed to city owned buildings, the CRA and many other places and organizations. There are only six seats available on the bus for the tour. Another bus can be obtained if needed. The tour will stop at Boynton Beach Memorial Park, Ascension Lutheran Church and St. Joseph's Episcopal Church The local media has shown a lot of interest and a blast email has been sent to all of the Certified Local Governments (CLGs) Ms. DeVries and Ms Pedersen will give a presentation on behalf of the Historical Society of Mr. Picket's life and time in Boynton Beach. Paul Pickel (Conrad Pickel's son), will also give a brief presentation followed by a stained glass demonstration. Ms. Pedersen commented additional promotion was done through Facebook. The City sent out a press release to the local news media and it should turn out to be a unique event. B. Heritage Trail Signs, Brochures and Online Content The third period's grant report was submitted. The brochures have been reviewed and approved by the State which included the Board's suggestions. The signs have also been approved and production proofs from the sign company have been received. Once the State approves the signs they will be manufactured and the permit application for installation will be submitted. The foundation of the website has been designed and Mr. Adams is working on the content. The survey of the old section of Boynton Beach Memorial Park has been completed and every gravestone in that section has been pinpointed by GPS and photographed. Barton Cemetery has also been completed. Sara Sims Cemetery has not been completed as of yet. Terri Owens, of the Information Technology Department, has been working on an interactive map with aerial photographs that will act as layers of different sites. People will be able to put layer over layer to see what Boynton Beach used to look like. There will be aerial layers showing the Heritage Trail, the parking Tots, restrooms, buildings, historic street names, subdivisions and many other layers. Another option that may be added would be to show how far one site is to the next. Ms. Ready inquired why the League of Cities award is not mentioned in the brochure. Mr. Adams replied it is too late to incorporate that into the brochure but will be promoted on the website. Any changes to the brochure would have to be reviewed by the State again which would take a lot of time. C. Wells Subdivision Research There has been a lack of photographs and images necessary to the research. Hopefully, Mr. Victor Norfus will get involved and residents of the area should be encouraged to participate. It was suggested to have a meeting where people would bring whatever information they had, but there has not been enough interest to schedule one. Perhaps with Mr. Norfus involved it will move forward. D. Historic Site Designation: Proposed Designation of the Woman's Club Building More information is needed on the history of the building. There is information up until 1979 when it was put into the National Register but nothing since. The Woman's Club is working on getting that information. Treasure Coast Regional Planning Council Public Workshop to Discuss the Town Square Plan Update The City will be conducting a planning study which will be done by the Treasure Coast Regional Planning Council of the Town Square. It will incorporate City Hall, the Police Station, the old High School, the Schoolhouse Children's Museum, the Library, the Civic Center and the shuffleboard courts. The first part of the study will involve the public to get ideas of what could be done in this area. The workshop is scheduled for Saturday, May 17 beginning at 9 :30 a.m. until 3:30 p m in the Library Program Room. Mr Adams suggested anyone interested in attending should try to have a plan for the overall concept instead of focusing on one building. This is an opportunity for the public to get involved in the community. B. Woman's Club Building Repair and Grant Application The building needs many repairs, but especially the windows and doors. Mr. Adams has been working with the Woman's Club about potential grants. They are considering which grants to apply for and what work needs to be done urgently. Mr. Adams will donate some of his time to help with the grant process. C. Lake Boynton Estates Entry Feature The City Commission has approved the entry feature as a designated historic site which makes it number six on the local register. One Commissioner suggested erecting a plaque to explain the significance of the entry feature. The dead tree that was near the entry has been removed. Mr. Adams has been in contact with the American Legion who is interested in helping with the maintenance and landscape around the feature They will also involve a local Scout Troop to help them. Quotes for plaques range between $200 for a plastic plaque up to $1200 for a bronze plaque. Less text would lower the cost of a bronze plaque. The plaque cannot be mounted directly onto the entry feature and a pole would have to be purchased. Another concern was someone stealing the bronze plaque Mr Adams will contact the same company doing the Heritage Trail signs for a quote. Ms. Oyer suggested contacting Lake Worth Monument for the markers. Mr. Adams suggested possibly putting a marker into the ground instead of a pole. 4 MEETING MINUTES HISTORIC RESOURCES PRESERVATION BOARD BOYNTON BEACH, FL. MAY 12, 2014 8. Other At the last City Commission meeting the Mayor presented a Proclamation for National Historic Preservation Month. Mr. Adams stated he gave a brief Power Point presentation of the Preservation program's achievements. Thus far, the program has received grants for the Heritage Trails, the Smartphone application and the Conrad Pickel celebration The program will work with organizations such as the Historical Society, Florida Atlantic University and Heritage Tourism on upcoming projects. There has also been increased interest in the program from residents, property owners, realtors and the State Mr Adams calculated the program has and will have grants totaling over $73,000 Only $10,000 to $12,000 were in services. Approximately $55,000 received for the Heritage Trails and the Smartphone application was kept within the City because the I.T. Department will be maintaining the Smartphone application. This would mean the City would not have to apply for another grant when the Smartphone needs to be updated 9.
