Minutes 04-24-14 MINUTES OF THE HISTORIC RESOURCES PRESERVATION BOARD MEETING HELD IN COMMISSION CHAMBERS, CITY HALL, 100 E. BOY ON EACH BLVD., BOYNTON BEACH, FLORIDA, ON MONDAY, APRIL 1, 2014, AT 6:30 P.M. PRESENT: Roger Cope, Chair (Arrived 6:43 P.M.) Warren Adams, Historic Resource Michele Dion, Vice Chair Preservation Planner Dr. Ginger Pedersen Linda Stabile Eric Salomonsson Susan Oyer, Alternate Barbara Ready, Alternate ABSENT: Jason Shaffer Robert Weiss 1. Pledge of Allegiance In the absence of the Chair, Vice Chair Dion called the meeting to order at 6:34 p.m., and the members recited the Pledge of Allegiance to the Flag. 2. Agenda Approval Motion Ms. Oyer moved to approve the agenda. Ms. Ready seconded the motion that unanimously passed. 3. Approval of Minutes Motion Ms. Ready moved to approve the minutes. Ms. Oyer seconded the motion that unanimously passed. 4. Communications and Announcements Mr. Adams announced Robert Weiss and Jason Shaffer contacted him advising they would not be attending the meeting. The meeting was Mr. Weiss' last meeting because he did not renew his application, and he would be spending more time out of state. The Meeting Minutes Historic Preservation Board Boynton Beach, Florida April 14, 2014 meeting was also Ms. Stabile's last meeting since she did not be reapply. He thanked Mr. Weiss for his time on the Board and Ms. Stabile, who was on the Board from the start with the Ad Hoc Committee. She was one of the individuals responsible for pushing things along and he thanked her for her time and effort. Ms. Stabile explained it has been a wonderful experience and she learned much from Mr. Adams and her fellow Board members. She appreciated the opportunity to serve. Chair Cope and Vice Chair Dion were both reappointed at the last City Commission meeting, and Ms. Ready was up for reappointment. Mr. Adams requested the members encourage anyone interested in historic preservation to apply. Ms. Oyer queried if she, as an alternate, would automatically be moved to a regular status member. Mr. Adams explained alternates must reapply for a regular position and she should contact the Deputy City Clerk, Judy Pyle, to do so. 5. Old Business: A. Celebration of Conrad Pickel Mr. Adams, Janet DeVries and Dr. Pedersen of the Historical Society and Ms. Coles - • Dobay, the Public Art Manager, travelled to Vero Beach to Paul Pickel's studio to obtain photographs of his work and finalize his exhibit. Mr. Pickel had started the light box and framing some of the exhibits in preparation of the Celebration. Mr. Adams reviewed he had obtained funding from the Community Redevelopment Agency Board to pay for a tour bus and had contacted them. He also registered the event on Eventbrite.com so attendees could reserve a seat on the tour and would email the Zink to the members. Ms. Coles -Dobay created advertising leaflets, which were nearly ready for printing. The event will take place on May 24th at the Library. The bus tour will be held from 8 a.m. to 10 a.m. and will travel around central Boynton Beach to view Conrad Pickel's work. They will have access to the Ascension Lutheran and St. Joseph's Episcopal Churches and to the Mausoleum to see the stained glass pieces. They will also travel to Conrad Pickel's former workshop at Pence Park, the industrial units on 3rd Street and Gallery Fantasia, although access to Gallery Fantasia was not finalized. The attendees would return to the Library for presentations by the Historical Society from Janet DeVries and Ginger Pedersen regarding Conrad Pickel's life, and by Paul Pickel, Conrad's son, detailing more on the thought processes behind his father's work. The opening of the exhibit would then follow. Mr. Adams explained there would be no charge for the bus tour or the exhibit, and he obtained one of Mr. Pickel's scapbooks which contained a wealth of information. The event would be a good event. Mr. Adams tried to include St. Mark Church in the tour, but no one contacted him. He did note the Church clergy and office workers requested promotional material for members of their congregation that may be interested in the stained glass even if they 2 Meeting Minutes Historic Preservation Board Boynton Beach, Florida April 14, 2014 did not take the tour. The pastor from Ascension Lutheran Church knew Conrad Pickel and was very interested in participating as was a woman who was familiar with the stained glass in the Church and they both offered to talk about the stained glass there. (Chair Cope arrived.) B. Heritage trail signs, brochures, and online content Mr. Adams explained the signs were approved and the deposits paid, so the signs were being created. He was waiting for engineering drawings so he could apply for the permits for each sign location. The content for the brochures was completed and approved. Mr. Adams had to change a few photographs and send a report to the State, including the signs they wanted to see included, and hoped by early May, the signs would be manufactured, installed and the brochures printed. They would be ahead of schedule. Mr. Adams advised he would used the GPS at the Boynton Beach municipal cemetery to obtain locations for two - thirds of the headstones. They would then have GPS locations, photographs of the headstones and information on them. He was working on a database, which would form part of the online content, for the project. The ITS department created 12 pages for 12 signs, each with a QR Code. ITS was waiting on information from Mr. Adams regarding the Magn -usu-n Magnuson House, which would be a test page, and thereafter, the project should be finished in the next few weeks. As to maps with layers depicting residential and commercial structures and when they were constructed, the goal was to click on each layer and it would populate what was constructed by decade, show the historic street names and subdivisions, and the three cemeteries. Work on Barton Cemetery was still in progress and then Mr. Adams would work on the Sara Simms Cemetery. Mr. Adams mentioned the State commented they were receiving a lot for the funds they awarded to the City and were pleased with the progress. C. Wells Subdivision research Minister Bernard Wright had been in touch with Mr. Adams and spoke to residents in the Heart of Boynton to get them involved and obtain additional information. He spoke with former Commissioner Hay, Commissioner McCray and the Mayor. Due to Preservation Month approaching, Mr. Adams planned to make a presentation of what the Board achieved so far and the research the Board conducted on the Wells Subdivision at the first City Commission meeting in May. Mr. Adams hoped to have the Proclamation read at that time and Ms. Ready thought it would be nice if the Board members were present. 3 Meeting Minutes Historic Preservation Board Boynton Beach, Florida April 14, 2014 D. Historic Site Designation: Lake Boynton Estates Entry Feature, 569 W. Ocean Avenue Mr. Adams announced the Ordinance approving this designation was approved on first reading a few weeks ago and the second reading would occur at the next City Commission meeting. He had been speaking with the Woman's Club and hoped to start work on their application soon. The Woman's Club was on the National Register and he had been working with them on possible grant applications to fund repairs to their building. They were trying to determine the best way to proceed. Mr. Adams agreed to keep the Board apprised. 6. New Business: A. Town of Boynton original street names and signs The members viewed a PowerPoint presentation of an aerial of the original town plat consisting of 40 acres. The original plat had the original street names highlighted, which Dr. Pedersen reviewed. The Historical Society wanted to design a sign that commemorated the old name as a type of alias name. She emphasized they were not asking to rename streets. The Historical Society researched and determined in 1952, a postal employee reviewed the plat and changed the names to facilitate home mail delivery. As a result, many historic street names were lost. Dr. Pedersen gave an example of communities that commemorated a street's original name while keeping the present day street name. One example was in Pearl City, Boca Raton. The street sign contained the Pearl City logo and the original name placed above the present day name on the sign. Another example was in Palm Beach. South County Road was originally named Palm Beach Avenue. For their centennial, they made brown signs and placed them above the street sign with the present day name. In Miami, a street sign listed Coral Way as the street and underneath, it listed the street name. Outside the State of Florida, one sign listed the historic district, the street and below that, the historic name. There were many ways signs could be designed and the Historical Society offered $600 to offset the cost of the signs and possibly more, pending Board approval. Dr. Pedersen liked the Pearl City signs and offered the Historical Society would like to partner with the Board on the initiative. It was further suggested a historic district logo be incorporated on the sign. Pearl City is a residential area, with no business establishments. As a result, the signs could be part of an approach to market a historic district. The Historical Society met with Jeff Livergood, Public Works Director, and commented changing a street name was cumbersome with the post office, and it would place a burden on business. However, changing the name of a subdivision was not as difficult. The design would be in 4 Meeting Minutes Historic Preservation Board Boynton Beach, Florida April 14, 2014 partnership with Mr. Livergood's guidance to have something to look distinctive and adhere to applicable guidelines as there were visibility guidelines and size guidelines already in effect. Dr. Petersen commented Boca Raton passed a local ordinance. Ms. Oyer was familiar with the initiative and heard Planning and Zoning was looking to push it through. She and Mr. Livergood spoke about phasing in changes in her neighborhood and it could occur over a period of years. Discussion ensued changing the name could cause issues with drivers' licenses; however, Ms. Oyer explained those types of changes were free according to the Property Appraiser and other changes would go to the Post Office. Mr. Adams commented the concept was in its early stages, but thought the Board could discuss it further. The100th anniversary of the City's incorporation would be in 2020 so the Board could not make an official recommendation at this time, but they could indicate their support. As the event grew nearer, the Board could review presentations and if it went before the City Commission, that was when the Board could give approval or denial. Motion Ms. Oyer moved to support the Boynton Beach Historical Society in their effort to rename the street names in downtown Boynton Beach to their original names in some way shape or form, to be decided in the future. Dr. Pedersen seconded the motion that unanimously passed. There was discussion the first signs should be at the intersections along Ocean Avenue since Ocean Avenue was the only street that retained its name. In 2017, a federal law regulating the size of street signs would become effective, and it was thought there may be federal funds available to conform the signs. Brief discussion ensued about plats and duplication of streets causing problems with EMS responding to the correct address. Ms. Oyer conveyed Mr. Livergood was contemplating adding language to the Code of Ordinances to make neighborhoods more cohesive. Ms. Ready pointed out the Historical Society Board of Directors offering their seal could be a nice alternative to the City's fish logo. The Historical Society would approach Mr. Livergood to determine the next steps. 7. Other None. . Comments by members Ms. Oyer explained at the last City Commission meeting, discussion of the Old High School surfaced.
