Chair Bobich called the meeting to order at 9 a.m.

III. Acceptance of Minutes of April 08, 2014 regular meeting

Mr Dauta moved to accept the April minutes Mr. Naughton seconded the motion that
passed unanimously.

IV. Safety Committee Education & Training
This item was deferred to later in the meeting
Chair Bobich announced Palm Beach County is giving away free motorcycle helmets.
Details will be sent to each member for distribution. The safety class is currently being
offered at half price for $125. Each person who takes the class and receives their
endorsement will receive a free helmet
V. Old Business
A. Fire Drills
Reports were received from Recreation and Parks. No false alarms were reported.
B. Proud to be a Safe Worker Award
No names submitted.
C. Departmental Inspections and & Safety Meetings
Reports are being sent electronically Chair Bobich and Ms Webb are conducting
inspections. Ms Webb requested departments inform them when safety meetings take
place. They will try to attend as many as possible. The new incident report form will be
sent to departments as soon as it is finalized It can be accessed online and submitted
directly to the Risk Management.
D. Incident Review Board Referrals
There were no referrals and no meeting.
E. Drug Free Program /Policy (HR /RM — Mark Bobich /Pam Webb) Draft
Completed
Ms. Webb stated the draft is complete for the program /policy. It is a combination of the
former State statute that changed on July 1, 2012 and part of the old Ordinance that will
be removed. It will contain hyperlinks for more detailed information The new
program /policy is expected to be ready by October 1 St or sooner. Removing it from the
Ordinance will take time, but changes will be easier to make now that it will be a policy
and not part of an Ordinance

F. Safety Manual (Update in Process)
Chair Bobich stated the manual will have hyperlinks so it will be more of an electronic
document than paper. There will be other updates like the APM update related to
personal protective equipment (PPE).

VI. New Business
A Departmental Safety Issues
There were no issues to discuss.
B. Police Reporting Requirements
Ms. Webb commented while working on the Drug Free Program /Policy and Safety
Manual it was found almost all incidents must be reported. Federal law indicates there
must be a police report for every incident involving a CDL driver.
Either Ms Webb and /or Chair Bobich will need to go to the incident to take pictures in
the event there is a claim Claims can be filed up to four years from the incident date.
Communications is now required to call the Risk Management for all incidents involving
City vehicles The only incidents the police are not writing reports for are those that
happen in the Public Works yard or if it is a City vehicle versus City property which will
be handled in- house. Drug testing on all CDL drivers and on any incidents above $500
will be mandatory. Incidents can be reported 24 hours a day, seven days a week by
calling the OOPS line.

VII. Announcements
June is National Safety Month. May is National Electrical Safety Month, as well as
Motorcycle Safety Month (hence the free motorcycle helmets). October will be Fire
Safety Awareness Month. May is also Global Youth Traffic Safety Month, National
Bicycle Safety Month, Clean Air Month, Older Worker Awareness Month, Healthy Vision
Month, Mental Health Month, Physical Fitness and Sports Month. The "Click it or
Ticket" campaign will start at the end of May and extend through June.

Ms Webb stated while out in the field, a few individuals were seen not using PPE such
as gloves. No names will be given for first offenders, but second offender names will be
announced PPE prevents injuries as well as reduces the amount of claims
The first offense for not wearing a seatbelt will be a written reprimand. There are
rewards for those who follow safety guidelines as well.
