Minutes 06-10-14 MINUTES OF THE SAFETY COMMITTEE MEETING HELD ON TUESDAY, JUNE 10, 2014, AT 9:00 A.M., IN CITY HALL, CONFERENCE ROOM A 100 E. Call to Order Chair Bobich called the meeting to order at 9:10 a.m. 11. Roll Call Chair Bobich introduced Joe Stark, Human Resources/Risk Management Intern from the Florida State University Risk Management Institute. (Mike Naughton arrived.) Ill. Acceptance of Minutes of 05/13/2014 regular meeting Motion Mr. Naughton moved to approve the minutes. Ms. Sholos seconded the motion that unanimously passed. Meeting Minutes Safety Committee Boynton Beach, Florida Jun 10, 2 IV. Safety Committee Education & Training (Beth Trachtenberg arrived.) Chair Bobich announced after this meeting, he will train Summer Camp personnel on the Safety Manual. There was a lot of information on the "Shared" drive and a PowerPoint on Safety Manual essential points. The new motto is Safety Begins with You. He reminded all that safety was everyone's responsibility. While driving, wear seatbelts and do not text. Smoking is not allowed in City vehicles and the rules are also contained in the Administrative Policy Manual. If an employee encounters an unsafe situation, they should call their supervisor. If there is an immediate hazard, employees should call 911. There were a few recent instances where power lines were down and reported. The employee did call 911, and the down power line was live. Florida Power and Light and the Fire Department were called and the situation was corrected. Employees should report special hazards to their supervisor and wear Personal Protective Equipment, (PPE). Chair Bobich commented there were a few situations when he and Ms. Webb were in the field and employees were not wearing PPE or all the required PPE. It is the employees' responsibility to protect themselves and their coworkers. (Mr. Falstad arrived.) City vehicles are not to be left unattended with keys in them. If the vehicle is not within eyesight, employees should keep the key with them. Vehicle inspections should occur daily before use; however, the Union felt that was not enough with forklifts or other types of powered industrial trucks. It was suggested inspections take place once per shift. Instead, they chose to inspect the forklifts with each use. Employees received multiple cards that should be in fleet vehicles, such as insurance cards, OOPS cards and registration cards. A fire extinguisher and first aid kit should be included as well. Employees cannot drive using headset radios. Employees are to report suspensions and/or revocation of their licenses to their supervisors as individuals may have to be reassigned until the matter is resolved. There are several references in the APM and Safety Manual regarding PPE and employees can be reprimanded or written up for failing to use the equipment. The first incident is a written violation. The second incident results in suspension and the third results in termination. 2 Meeting Minutes Safety Committee Boynton Beach, Florida June 10, 2014 Office safety should not be overlooked. Do not stack or store materials on shelves, overload outlets, or leave desk drawers open. Check for wobbly wheels on carts. There have been instances when carts fell apart or people slip or trip on bolts that fell off. Lift items with your legs and bend at the knee. There are DVDs available on Power Lifting. There are also fire procedures to follow such as RACE - Rescue people in immediate danger without placing themselves at risk. Alarm - be sure to use the alarm to notify people or evacuate the building. Contain fire and smoke by closing doors and Evacuate the building in a safe and orderly manner. Safety is everyone's job and the way the City conducts its municipal business. Employees should be safe, have the right equipment and have a coworker help. V. Old Business A. Fire Drills Chair Bobich commented there were a few fire drills last month and none this month. B. Proud to be a Safe Worker Awards None. C. Departmental Inspections & Safety Meetings Chair Bobich commented he appreciates receiving the reports electronically. In this manner, record keeping and retrieval is easy. D. Incident Review Board Referrals Although there were no referrals, there was a meeting this afternoon. E. Drug Free Program /Policy (HR/RM — Mark Bobich /Pam Webb) Draft completed Staff was still seeking to rescind the City's Drug Free Ordinance. There are rule changes pending in Tallahassee and by rescinding the Ordinance, the changes could be incorporated by reference and much easier to implement. F. Safety Manual (Update in Process) Ms. Webb and Chair Bobich were adding hyperlinks to the manual. The links would take the employee directly to a website containing additional information. G. Safety supplies in vehicles This item was addressed earlier in the meeting. Chair Bobich also recommended having safety vests, hard hats and other items in the vehicle. He noted when the power line was down, cones were needed and there were none in the vehicle. It is important the equipment be available for use. He also keeps a raincoat and boots in his vehicle for storm days. C. Other VII. Announcements Robert Sweeney gave an update about the standing workstations and advised they were working out well. He commented Adam Cohen ordered a slightly different design and uses one. Mr. Sweeney did remark he had to buy more comfortable shoes and a standing mat is helpful. He invited all to ITS to see the stands. He explained it was important the employee have the mindset to use the station. The desk requires adjustments throughout the day because standing all day is impossible. Chair Bobich advised he also likes the stations and the Palm Beach County Building Department Inspectors also use the stations. Chair Bobich advised there was a mulch fire in front of the Police Department entrance from a smoldering cigarette. It was believed to be caused by the public walking in and out of the Police Department. The fire was extinguished with water. School is out for the summer and employees were encouraged to drive safely. Chair Bobich noted traffic may be lighter in the mornings, but children were everywhere. Workers should use caution with heavy equipment at construction and job sites to avoid youth being hurt. The Fourth of July was next month and Chair Bobich advised another notice would be sent relating to guns and celebratory gun fire. Each year, people are injured or killed. He reminded everyone that fireworks, guns and pets are not permitted at special events. There will be a Forklift Safety Class at West Water Treatment Plant within the next few weeks. He suggested workers take a refresher class and a notice would be sent. The class can accommodate 20 people. There will also be a Confined Space Safety Training class, possibly in City Commission Chambers.
