Call to Order Chair Bottorff called the meeting to order at 6 :37 p.m. 11. Roll Call of Members Self- introductions were made. 111. April 22, 2014 Ms. Coles -Dobay made one clarification to the minutes: Page 5, second paragraph under Sponsor Contact update: "Ms. Coles -Dobay explained Publix Supermarket was undergoing a renovation and she suggested Publix wanted, in lieu of public art, to donate 70% of the 1% public art fee. PNC Mangrove Gate, FL Federation Award Read article: http: / /www. sun - sentinel.com /news /palm- beach /boynton- beach/fl-bbf- mangrove- 0514- 2014 - 514,0,6787908. story Ms. Mondesir read the article regarding the living wall at PNC Bank being recognized by the Florida Federation of Garden Clubs. The Bank received an unsolicited award for Planting in a Public Space, submitted by the Boynton Beach Garden Club. The write- up was posted on the website. B. May 17, Town Square Planning Session Mr. Slocombe attended the planning session with the Treasure Coast Regional Planning Council and attendees were divided into six teams of six to eight people. An overview and historical background was given and the focus groups were given a site plan to develop ideas how to approach designing a downtown. Several issues arose; one of them being the Old High School. A map of the area was viewed. One thought was to combine the theater, Civic and Art Centers into one building, whether it was in the renovated Old High School or another building and to create a Town Square. The City Hall area on the corner of Seacrest and Boynton Beach Boulevard was a critical point because that was where the downtown began. The Boynton Beach strip should have mixed development with some retail, housing and commercial spaces, similar, but not exactly like Renaissance Commons. Ocean Avenue would be the heart of the downtown, and the team discussed making the transition from there to the Marina. Vehicular access could be from Seacrest and Boynton Beach by 1st Avenue, but it could be pedestrian friendly. The Planning Council will return in six weeks and summarize the ideas and develop a plan. Ms. Coles -Dobay explained when the Arts Commission developed their strategic plan, they looked at the Master Plan and tried to determine whether to have a new City Hall, Police Station and if the satellite fire station would remain. The Schoolhouse Children's Museum would stay. A decision would have to be made what to do with the Old High School. The Art Center would go. The City owns the land in that area, and City Hall 2 Meeting Minutes Arts Commission Boynton Beach, Florida MAY 27, 2014 abuts Boynton Beach Boulevard. When the City has discussions regarding a public - private partnership, the area may be developed into a mixed -use project having residential, office and possibly retail establishments. All the cultural activities would be combined into one place. There would be open spaces, and indoor and outdoor public spaces. The idea was to create a cultural civic area centered around the square. Ocean Avenue would continue mixed -use development on a smaller scale than would be on Boynton Beach Boulevard that would have more retail, outdoor cafes and shops to tie the beach to the public square. Ms. Coles -Dobay commented it was a 20- minute walk and a very short bike ride to the beach. 1 -95 was the closest to the beach and the Gulf Stream. She commented the Arts Commission should understand how the area would change and what role art would play. Mr. Slocombe explained there would be many opportunities for art to help define the various points of interest. Parks and Recreation would have a role in the development of the area, and the Arts Commission could work with them to incorporate art in parks. There will be budgets for public art and it was important for the Arts Commission members to be aware of what was being planned. There would be many opportunities for art festivals and a series of events in public spaces. It was hoped when the Kinetic Art Symposium was held, there would be space for indoor exhibits and presentations. The AIPP pads would change as they were only temporary, and as the area changed, the sculptural elements would change to create pedestrian pathways. Ms. Lorenz commented she sent a letter and expressed Ocean Avenue and not Boynton Beach Boulevard should be the focus of the downtown. The main core, in Delray Beach, was the downtown, which affected traffic and she thought it would be nice to have this offset. The majority of traffic could be on Boynton Beach Boulevard and South Federal Highway. Everything else would be on Ocean Avenue. Ms. Lorenz also favored keeping the Old High School as it creates character for the City. C. May 24, 8 a.m. -2 p.m., Conrad Pickel Celebration Mr. Sirota commented the consensus regarding the celebration was it was a success. About 80 people took the tour and about 60 people attended the presentation and demonstration. All he spoke with thought it was excellent. He received an email praising the event, which he read and is attached to the meeting minutes. VI. Project Updates /Approvals A. None. 3 Meeting Minutes Arts Commission Boynton Beach, Florida MAY 27, 2014 VII. Int'I Kinetic Art Symposium and Exhibit Planning A. Outdoor Kinetic Artwork Selection and siting Ms. Coles -Dobay explained the Selection Panel met and reviewed 20 pieces by 14 artists. The final selections were brought to the Board and a spreadsheet about the pieces, dimensions and recommended sites was contained in the meeting materials. The members discussed and reviewed each piece. The final recommendations were: • Site 1 — 412 East Ocean Avenue — Red Eye by Paul Daniels • Site 2 — West side of City Hall on Seacrest Boulevard — Oprah Inspires by Edwin Cheong • Site 3 — City Hall Parking Lot — Pie in the Sky by Jeff Kahn • Site 4 — 123 East Ocean Avenue — Singing Fish by Craig Gray • Site 5 — 125 East Ocean Avenue in front of the Old High School — Transcending Waves (one in the mulched area and other on a cement pedestal) by Jeff Kahn • Site 6 — Civic Center — Butterfly Tree by John King • Site 7 — Schoolhouse Children's Schoolhouse Children's Museum — Lyric by Lin Emery • Site 8 — 135 East Ocean Avenue — Bloomer Tree by Edwin Cheong • Site 9 - 213 East Ocean Avenue — Solar Dragonfly by Rein Treifeldt • Site 10 — 306 East Ocean Avenue — Geo Spire by Tom Brewitz • Site 11 - Corner of City Hall on Boynton Beach Boulevard and Seacrest Boulevard — Sun Tattler by Paul Daniel • Site 12 — 480 East Ocean Avenue — Twist by Ralfonso • Site 13 — 100 East Ocean Avenue — Clispter by Bill Wood In the call to artists, the Arts Commission mentioned there were alternate sites and they were receptive to community -based projects. Ms. Coles -Dobay explained not all the art will be installed at the same time. A community -based project could engage and excite the community while promoting the Symposium. There is a Kapok Tree between the Old High School and Seacrest Boulevard. The Arts Commission wanted to locate the Exhibit Tent in that parking lot. Artist Elayna Toby approached the Arts Commission to see if they have community workshops and she proposed a community -based project comprised of a series of workshops to make a custom piece consisting of strands of found objects hanging from a tree for the Symposium, similar to a mobile. Her goal was for the community to create 50 strands. Ms. Toby proposed a Call to Artists be issued to the community to look for objects to repurpose. She had the entire program planned, including the dates the workshops would occur with the first being held on October 11 and others on the 1 st and the 15 of November and the 6 th and 13 of December. The project would be filmed as it was created and after it was completed, the public could watch its progress. Ms. Coles -Dobay explained the Brevard County Cultural Council Executive Director had also contacted her detailing they were attempting to educate its citizens and raise awareness about environmental issues. They were interested in relocating some of the kinetic art pieces to Brevard County after the Symposium was over. Brevard County's event would be something unique and different than the Boynton Beach event, but it could mean some of the outdoor exhibit pieces may leave Boynton Beach in April, which was earlier than planned. She asked for the Commission's thoughts. If that occurred, one benefit would be a cost saving because the pieces were shipped to Boynton Beach and then installed. If the Commission was amenable to the proposal, the Brevard County Cultural Council would then be responsible for disassembling, removing and shipping the pieces back to the artists when they are through so it would be half the price for Boynton Beach. The pieces would be sited in Boynton Beach from the end of September through the Symposium, and into April. One disadvantage is to do a Call to Artists for the Avenue of the Arts and feature new art earlier than is usually done. The exhibits are usually for six months. Discussion followed the artists that participate in the Symposium have established a level of trust with Ms. Coles -Dobay and they may not be comfortable with the Brevard program. It sounded like a good program, but it had to be packaged correctly, and they would have to ascertain whether the artists were interested, since they make the final decision. It was important Ms. Coles -Dobay know this information ahead of time because the City enters into agreements with the artists and this would occur soon. Discussion followed about stipulating with Brevard County they would only promote environmental art and not kinetic art. The Symposium was a program that was unique to Boynton Beach. The Brevard County program was not a replica. Discussion also followed about insurance. Ms. Coles -Dobay explained the Arts Commission was not changing anything other than the dates the artwork would be on exhibit with the City. Artists want their artwork displayed and some were exhibiting in other parts of the country. Some pieces were specially made for the Symposium and Boynton Beach would be the first to show them. At the last Symposium, Boynton Beach exhibited kinetic art, some of which Mounts Botanical Garden purchased. Kinetic art in a garden setting provided an entirely different feeling. It was thought the same would hold true for the Brevard event. Ms. Coles -Dobay explained the Brevard event was not for the same reason. She also provided them with information about eco artists in South Florida. Mr. Sirota suggested Boynton Beach get some publicity out of it and the pieces not be showcased as a kinetic art item. There could be shared promotions and the two events 5 Meeting Minutes Arts Commission Boynton Beach, Florida MAY 27, 2014 would be synergistic and not competitive. It would be via the courtesy of Boynton Beach and the Kinetic Art Organization. Motion Ms. Lorenz moved to enter a stipulation making it a courtesy of Boynton Beach Kinetic Art Symposium 2015 to approve, provided the artists also approved of having their artwork shipped. Discussion followed there was no agreement. Motion Mr. Sirota moved that should an agreement be reached with Brevard County to ship artwork for their display that a stipulation be included in any agreement that the art came from the 2015 Boynton Beach Kinetic International Symposium as a courtesy of the Board. Ms. Lorenz seconded the motion that unanimously passed. Motion Mr. Sirota moved to accept the siting spaces as presented with the one change that spaces 1 and 11 be switched. Ms. Mondesir seconded the motion that unanimously passed. B. To do list — Review /update • Review marketing plan Chair Bottorff and Ms. Coles -Dobay reviewed the tasks and their associated time frame. The eBlasts will start in August and continue on the 1st and 15th of every month. They will not only outline the Kinetic Art Symposium, but also something specific about what was occurring, building up to the program and encouraging artist participation. The eBlasts will be different each time and Ms. Coles -Dobay had a comprehensive list of people to email. On August 25 the Arts Commission will reserve an ad in Sculpture Magazine and will secure a double -page spread at a deeply discounted rate. It will have the look and feel of the Symposium divided into six, three -by -three spaces and each artist will contribute about $300 to have an image of their sculpture in the ad with their contact information. The Arts Commission has to have the ad camera ready. The magazine offers this option in the back to the Magazine, but the artists must be a member of the International Sculpture Center and pay $500 so it was a great advantage for artists to advertise and be part of the Symposium for less money. Ms. Coles -Dobay explained Art Basel will be held December 3 rd to the 6 Art Palm Beach will be held January 13 and 14 and the Symposium will be promoted at both 6 Meeting Minutes Arts Commission Boynton Beach, Florida MAY 27, 2014 events via Save the Date cards. The Communications Manager will help put together press releases and social media. The Kinetic Art Reception would be in February and the information will be posted on the website and be published. Youth workshops would be featured and there were many aspects to the Symposium that could elicit press coverage that could be eBlasted. Ms. Coles -Dobay explained they need to get all the images for outdoor kinetic art and the poster finalized and printed in September. A suggestion was made to have pens in addition to the posters. Ms. Coles -Dobay explained there would be an artist's table and a schedule when artists would be available to sign the posters so the artists would have the pens with them. The cost to produce the DVDs was $2,000. The program brochure will be created by Amy Bernard with the Arts Commission's input. The International Sculpture Center was promoting the Symposium on their website and newsletter via a listing of the event. The Symposium would also be promoted at a New Orleans Conference and Art Basel. Chair Bottorff will design the International Sculpture Magazine ad. Mr. Sirota suggested the school district do a piece. Ms. Lorenz suggested sending a DVD containing Oprah Inspires to Oprah Winfrey, which may result in additional exposure. The Cultural Council of Palm Beach County will include kinetic art in their national print. There will be an article in Art and Culture Magazine. A suggestion was made to place postcards and /or a poster at the Chamber of Commerce and /or the Welcome Center. Mr. Sirota noted some restaurants have a large screen TV with rolling advertisements and inquired if it would be helpful and about the cost. He noted Flakowitz has the screen. This could attract individuals from the western portion of Boynton Beach. A suggestion was made to visit them to obtain information and hopefully, they may be able to secure free advertising. Ms. Lorenz inquired if there was any motto she could use with a Call to Artists perhaps with a photo. Ms. Coles -Dobay agreed to email information to Ms. Lorenz and Chair Bottorff. The Chair also offered to create a jpeg file and make a low resolution graphic from the postcard. The billboard and graphics needed to be created for the outdoor exhibition. This would run in November when the artwork was installed and again in January. The Arts Commission has a digital event sign which was used at the Iast.Symposium. Directional signage advertising what activities were occurring and what streets were closing could be used again. 7 Meeting Minutes Arts Commission B oynton Beach, Florida MAY 27, 2014 The Arts Commission was creating 24' by 18' signs and some with directional arrows which could be used to direct the public to the event. Any feather banners made should be generic in nature so they can be used each year. A suggestion was made to offer DVDs and posters on Groupon shortly before the event and Mr. Sirota commented he knows many individuals who subscribe and purchase coupons. Chair Bottorff will do artwork for feather banners and a suggestion was made that four banners were not enough. There would be banners for the sponsors and tent areas. Tee shirts were not possible, but the Chair agreed to look into them for staff and the volunteers. Name tags were needed. The event had a hash tag and a QR code would be made. Ms. Coles -Dobay explained the codes were on the sculptures' plaques and in the brochure. If the hash tag was on the banner, individuals could start tweeting and put the event on Instagram. • Food tasting program Ms. Coles -Dobay met with the Children's Schoolhouse Museum and Sherry Johnson of the Community Caring Center and Secret Garden Cafe. They had previously spoken about tasting booths by the Museum or Amphitheater where restaurants can provide a sampling of their food. The attendee can buy a $3 ticket and receive a tasting. It was also a good way to promote businesses. The event is not providing food on site, only a sampling of dishes from local business and soft drinks. The idea was to keep people in the area. The Museum also took the Arts Commission's suggestion and would hold more children's workshops on Saturday and Sunday Ms. Lorenz explained last year some people complained about the map. It looked like a seafood restaurant was close and it was not. She thought there should be a disclaimer the map was not to scale and how far the restaurants were, although it was noted the program contained a list of restaurants with phone numbers. The Chair agreed it would not hurt to include that notation. • Volunteers for setup and breakdown Ms. Coles -Dobay noted there were volunteers for both the indoor and outdoor exhibits. A schedule needed to be created and she agreed to create it for volunteers to sign. • Discussion of Different Committee Assignments Ms. Mondesir had also volunteered to take over the Presentation Committee. Sponsors contacts — update A spreadsheet of the sponsors and the cash value they were contributing was distributed. There are in -kind donations and what was being contributed. Currently they have $69,500 and in kind donations of $38,100. Equity one (Publix) and Winn Dixie would donate to the VIP night. At the last meeting, they had discussed how to find and steer sponsors. If a member knew of a company that liked kinetic art that may be remotely interested in the event, they should be approached. Mr. Sirota agreed to approach Hurricane Wings and Grill. Chair Bottorff agreed to try and recruit sponsors and Ms. Lorenz would try to recruit WalMart, Target and others. Vlll. Exhibits A. None. I. New Business None. X. Unfinished Business None. I.
