MISSION STATEMENT
THE FINANCIAL ADVISORY COMMITTEE’S GENERAL RESPONSIBILITY IS REVIEWING THE IMPACT OF EXISTING OR PROPOSED LEGISLATIVE AND
ADMINISTRATIVE DECISIONS ON THE CITY’S BUDGET, REVENUE SOURCES, AND OPERATIONAL EXPENDITURES. THE COMMITTEE IS RESPONSIBLE
TO MAKE RECOMMENDATIONS THAT MAY FAVORABLY IMPACT THE CITY’S BUDGET AND OVERALL FINANCIAL CONDITION OF THE CITY.

Tim,
I've tried to condense the files a few times, and they have still gotten hung up in my outbox. Attached is one
form that, for some reason, shows as significantly smaller than my others, I'll try to copy the rest into this one
and send one at a time; however, for quick reference, below is a summary of the recommendations.
Christine
Nickels Park: Leave as is
Mission Hill Lot: Leave as is, for now. This lot may have broader potential in a few years, but, considering the
odd shape and proximity to residences, the PBA, and active waterways /canals, making this lot a priority for
evaluation and /or development doesn't seem like it would have a high ROI, especially considering some of the
opportunities for other properties on the list.
Woolbright Place: Good candidate for a community green space, considering the location and size of
the property.
Residential Lots 2nd Street: The land is big enough for a community green space, but I wonder whether it
would be better to try to put affordable housing back on at least some of those plots. At this point, I would
recommend holding these 3 parcels until we can better evaluate a few options.
MLK Lots: Basically the same as above, with a slight lean towards creating a community green space. I
believe I elaborated a little more in the forms, but the legal description of these was a park, and I wonder if there
have been efforts to try to (re)develop the space into a park or community garden, etc...
4th Street Lot: This is close to a potential "downtown" area; based on the results of the survey, I am going to
change my recommendation to hold this lot until we have a better understanding of the plans for the
surrounding areas.

I apologize for the delayed response. I am out of the country and will not be able to attend the meeting
Monday. I do have my recommendation forms completed, and can email them to you; I did not realize we were
supposed to send them in early. They may be spread across a few emails because the internet here is
exceedingly slow.

FY 2014 -2015 Budget Recommendation
Subject /Topic: Vacant Lot Usage — Rolling Green Municipal Complex — Lot LT /NW /023

Recommendation (Specific Action Recommended): Commission study to evaluate lot for
expanded /additional uses, including establishing potential alternative energy sources on site. At
minimum, the lot should be cleaned up. It is currently in a state of disrepair, with a significant amount
of uncontained debris. When I visited, there were several people around the property, and interaction
with the debris could cause injury, potentially leading to other issues for the City.
Pros of Recommendation: Additional evaluation by broader group should yield detailed options for
land usage.
Cons of Recommendation: Potential costs and time necessary to complete evaluation, for city review
options and begin implementation.

Recommendation (Specific Action Recommended): Site is not adjacent with the City so harvesting solar
electric at this time is too challenging.
Pros of Recommendation: Continue to review site for potential uses.
Cons of Recommendation: Inability for City facilities to benefit from solar electric.

codes and provide a public safety complex.

The list of vacant Tots I was assigned and looked at are mostly small portions such as might be easements and such. I
have no recommendations other than to continue a good maintenance program to promote a good appearance.
(Already maintained and does not need a formal recommendation)
One lot is a large lot that is being considered for city infrastructure development. (Near new Quantum fire station)
The old landfill is not adjacent with the city so harvesting solar electric is too challenging at this juncture.
