ADMINISTRATIVE DECISIONS ON THE CITY'S BUDGET, REVENUE SOURCES, AND OPERATIONAL EXPENDITURES THE COMMITTEE IS RESPONSIBLE
TO MAKE RECOMMENDATIONS THAT MAY FAVORABLY IMPACT THE CITY'S BUDGET AND OVERALL FINANCIAL CONDITION OF THE CITY

The list of vacant Tots I was assigned and looked at are mostly small portions such as might be easements and such. I
have no recommendations other than to continue a good maintenance program to promote a good appearance.
(Already maintained and does not need a formal recommendation)
One lot is a large lot that is being considered for city infrastructure development. (Near new Quantum fire station)
The old landfill is not adjacent with the city so harvesting solar electric is too challenging at this juncture.

officers are still employed and have passed on this acceptable behavior The "I am the POLICE
and you are a CRIMINAL" attitude must change Not everyone who asks the PD for assistance is a
cnminal, especially by the way they appear I do not trust the Boynton Beach Police Department
Code Compliance has disappeared The city is full of eye sores Many homes over occupied
Streets, and streets, of rentals that homeowners are not paying Business Tax to the city Many lots
and abandoned homes are overgrown, strewn with litter and broken windows There isa whole
chapter in the city's code, yet, many codes are ignored Parks are falling apart Most apparatuses
are broken, or safety hazards There is little to no surfacing under swings, slides, and areas that
require cushioning for safety The landscaping is maintained differently depending on where the
park is Every park should be maintained and treated asa value to the city, regardless of where the
park is located Every child deserves the same safe, fun experience We need more parts, open
spaces, and preserved environmental land The city should take an active role in what creatures
live in our area (there are grants for that) Educate the public about them Give them space to
thrive and survive Some of these creatures are endangered and live nght here in Boynton Beach
Have you seen the enormous gopher tortoise that lives on the city property in Quantum, behind the
FOP Lodge's He's been there for 20-years. Recreation is a broken record Bonng They repeat the
same things year after year Where's the creativity'? Recreation needs to follow trends and get in
this century The older people running the department have no clue what citizens are into The
needs of the people are what they are here for Because of this I utilize the Y and county
recreation activities Fire are incredible, strong, skilled, kind people They are kept in good physical
condition and always have a smile on their face They are respectful, even in the worst situations
The Boynton Beach Fire Department is one of the reasons we purchased a home in Boynton
Beach Utilities has lost and is losing decades of knowledge over the past couple of years These
employees should be training and shanng theirthoughtswith other employees Our water system is
the most important part of the city We need to make sure we keep clean water flowing to the tap,
sewage flowing away from people to not cause contamination, and storm waters flowing away from
homes and streetsto stop flooding The city must start a maintenance program cleaning the sewers
of debns and making sure lines are free and clear We should not have had the flooding like we did
in early 2014 The system is effective, it just needs regular maintenance Customer Service people
MUST get customer service training They do not acknowledge you when you get to the window I
see them in the office chatting and laughing with their feet up on the desk They are not receptive
to customers, yet it looks as if 10 people work back there Why can't at least one of them assist me
in a fnendly, timely manner's They told me my water would be on by 6pm It wasn't on at 10pm, so
called the emergency number and a nice man came out in the ram, that evening and tumed the
water on I was also told I had to pay a $55 fee for him coming out That's unfair I was told at City
Hall it would be on dunng business hours I have problems every month when I attempt to pay on-
line There is always something wrong —sign in doesn t work, blank page, account exist elsewhere
etc And when I call the Customer Service people for help, they told me there is only one person
administrator and she will take care of it It's never taken care of, so I have resorted to paying at City
Hall HR is covenng up illegal and unethical behavior Why hasthe ENTIRE DEPARTMENT
changed staff in the past few years? There have been no lay -offs in HR, yet there are new positions,
new people, and yearly reclassifications with salary increases Confidential information does not
stay within HR Employees are hired because of relation to other employees or who they know
Many qualified applications are tumed away because they don't know the RIGHT person The
length of the hinng process also has eliminated great people, by the time HR interviews they have
found a job HR too, cannot be trusted RISK] The city is at risk. The city needs a qualified Risk
Manager, hired from the outside **An important task for the Financial Advisory Committee is to
look through the budget line, by line Directors and their support staff have leamed over the years,
how to "hide" money Many times the "cuts" made are extra funds they put there any way If you take
the time to look at Organizational Charts, and then go visit these areas, you will see the Org Chart is
NOT REALLY HOW THE CITY FUNCTIONS Most charts are deceptive I appreciate the city asking
the taxpayers, your employer, for our opinion, but I see year after year, the comments made are not
as submitted The report transcnbes comments in the way the city wants them to be perceived
Please do not do that Our comments, are our comments, they should not be changed in anyway

the Beautiful Boynton rules of upkeep,charge them big and put it on their taxes Asa city you can

polite My husband met a gentleman from the water dept , when they were working on our street
and he was also extremely nice and knowledgable Unfortunately he is one of the men retinng I
