1. CALL TO ORDER
Chair Pierce -Roe called the meeting to order at 6:30 p.m.
II. ATTENDANCE
Chair Pierce -Roe called the roll. A quorum was present.
Mr. Majors announced the passing of alternate Board member Jack McVey. The City
Commission will recognize his contributions to the community at their May 6, 2014
meeting.
111. APPROVAL OF MINUTES
Mr. Majors had one clarification from the March 24, 2014 minutes. Mr. Michael Byrd
was present but was not mentioned in the minutes.
Motion
Ms. Scantlan moved to accept the minutes with the clarification. Ms. Stern seconded
the motion that passed unanimously.

A. Dogs at Parks — Commission Meeting Follow Up

Mr. Majors announced this item was brought to the City Commission and was accepted.
The Ordinances would be modified to reflect the changes. Once the Ordinances are
passed, signs can be installed indicating leashed dogs would be allowed at Intracoastal,
Jaycee, Dewey and Boynton Lakes Parks. The project would be on a trial basis for one
year
Feedback is important in order to report back to the City Commission in one year and
Mr. Majors will work with the Communications Manager to develop a tool to collect
information. The Park's maintenance staff would also be asked to give monthly reports
on how the project has progressed.
Ms. Stern inquired if disposal bags would be necessary. Mr. Majors stated they would
not be necessary. People would have to be responsible for bringing their own waste
disposal bags. Signs alerting people they must clean up after their dogs will be posted.
If the City supplies the waste disposal bags and the station runs out of bags the Board
will be held responsible for people who do not take ownership of their dogs
Chair Pierce -Roe printed out Palm Beach County's Ordinance to see their rules for dog
parks. She was surprised to see they do not allow four month old puppies in the parks.
Mr. Majors stated all dogs are required to have all required vaccines by the time they
are four months of old.
B Skateboard Parks
Mr Rosecrans stated the prices for building a skateboard park are very high and
location is very important. A skateboard park should be centrally located so police and
the public can monitor what happens in the park
There are grants available through some skateboard foundations for $10,000 to
$20,000, but the cost to build the park would range from $300,000 to $500,000. Mr.
Majors commented Congress Middle School would be a great location. Funding would
be a challenge, but potential venues should be determined first.
Mr. Majors suggested reaching out to the School Board to see if they would be
interested in this idea. Mr. Kanter suggested contacting a private company to invest in
building a skateboard park and charge an entry fee. Mr. Rosecrans stated there are
private parks in some counties and the opportunity is possible.
Mr. Rosecrans inquired if the School Board has ever donated land for a project. Mr.
Majors stated when Boynton Beach High and Congress Middle Schools were
constructed the City gave money towards construction of their track and landscaping. It
is not unusual for a City to work with the District in the development of a school

Mr. Rosecrans will contact some private companies to get a breakdown on cost and
perhaps some engineers would be willing to donate some of their time.
V. NEW BUSINESS
A. Pickleball
Harriet and Josh Kalin, 15942 Lomond Hills Trail, Delray Beach, were present to
request the Board consider converting one or two community park tennis courts into
multi - purpose courts in order to accommodate pickleball players.
Ms. Kalin explained pickleball is played with a paddle and a wiffle ball on a court smaller
than a tennis court. It is not expensive and easy to learn. It can be played by anyone of
any age and is most popular with senior citizens who cannot otherwise play on a tennis
court. Currently, the Hester Center has pickleball courts that can be used three days a
week.
Mr. Kalin stated Boca Raton painted red lines at a few of their tennis courts for pickleball
boundary lines, but they do not interfere with the tennis lines. Although tennis nets are
slightly higher in the middle than a pickleball net it can be used. Mr. Kalin commented
the tennis courts at the Meadows would be a great place to have courts. Basketball or
tennis shoes with a shallow tread must be worn to play.
Ms. Scantlan suggested taking a tour to a selected court for a demonstration for the
next meeting
Ms. Stein commented there is a pickleball program at Hunters Run that has become
very popular.
Caloosa Park has eight dedicated pickleball courts and would be perfect to conduct the
demonstration Ms. Scantlan was suggesting. Ms. Kalin stated they would like to bring
pickleball to the City of Boynton Beach not just to the county.
Mr. Majors will contact a few other counties to see exactly what is involved in making a
tennis court a multi - purpose court
A. Upcoming Events — Crazy Games for Kids
May 17, 10:00 a.m. until 1200 p m. at Barrier Free Park
As with past events Board members are asked to attend and help with surveys.

B. May Meeting
The Board will not to have a meeting in May because of Memorial Day and will instead
meet at Caloosa Park for a pickleball demonstration on June 23 at 6:30 p.m.

There being no further business to discuss, Chair Pierce -Roe adjourned the meeting at
7 p.m.
