Minutes 06-09-14 MINUTES OF THE HISTORIC RESOURCES PRESERVATION BOARD MEETING HELD IN COMMISSION CHAMBERS, CITY HALL, 100 E. BOYNTON BEACH BLVD., BOYNTON BEACH, FLORIDA ON MONDAY, JUNE 9, 2014 AT 6:30 P.M. PRESENT Roger Cope, Chair Warren Adams, Historic Preservation Ginger Pederson Planner Eric Salomonsson Jason Shaffer Susan Oyer, Alternate ABSENT Michelle Dion, Vice Chair Barbara Ready, Alternate 1. Pledge of Allegiance Chair Cope called the meeting to order at 6:32 p.m. and the Pledge of Allegiance was recited by the members. 2. Agenda Approval There were no changes to the agenda. 3. Approval of Minutes April 14, 2014 Meeting Minutes Correct the first line of #5 -Old Business, Item A. Celebration of Conrad Pickel, to include "Janet DeVries and Ms. Coles -Dobay traveled to Vero Beach ". Item B. should be corrected to read, "Mr. Adams advised he used the GPS ". Also Magnuson House was misspelled. May 12, 2014 Meeting Minutes Item E should read "the project did not come to fruition ". Motion Ms. Oyer moved to approve the above corrections to the minutes. Mr. Shaffer seconded the motion to approve the above corrections to the May and April minutes that unanimously passed. 4. Communications and Announcements Both Michelle Dion and Barbara Ready would not be present. 1 MEETING MINUTES HISTORIC RESOURCES PRESERVATION BOARD BOYNTON BEACH, FLORIDA JUNE 9, 2014 5. Old Business: A. Celebration of Conrad Picke Mr. Adams explained the purpose of this event was to bring people forward who had information relative to Mr. Pickel and his artwork. This event accomplished that task and was quite successful. Approximately 70 -80 people participated in the bus tour and 60 people attended the presentations. A great deal of good feedback was gathered. Some of the stained glass was from Ascension Lutheran Church and some from St. Joseph's Episcopal Church. Mr. Cope attended the tour and was impressed by the sophistication of this form of artwork. The largest piece of artwork is presently exhibited on Georgia Avenue, south of Belvedere Road. Ms. Oyer invited her students to attend. At first they were not interested, but subsequently they attended and enjoyed the celebration. Mr. Adams acknowledged there was a resident present from Boca Raton who has a Pickel window in his home. Also, the owners of Mr. Pickel's former house in Pompano Beach were present along with a doctor who commissioned and owns a large piece of Pickel art. He displayed an image of that artwork on his cell phone. There was $400 of CRA funding remaining from the event. It was suggested another brochure be produced. It was further recommended that a list of the Conrad Pickel buildings be added to the Heritage Trail interactive map on the website. Having been informed of this addition, the State was pleased. A wellness clinic will be an added attraction on the tour since the building has a Pickel stained glass window. B. Heritage trail signs, brochures and online content The actual QR codes have been added and they all appear to be working. Mr. Adams has the proofs of the brochures from the printing company. [ There have been some delays from the - si n company over various issues; however, they have assured Mr. Adams the work will be completed by June 30, to meet the requirements of the grant. Once the final engineering drawings for the signs are received, an application for the building permit will be submitted. A skeleton of the website has been done and the ITS Department has the content for the individual pages to which the QR codes are linked. The cemetery surveys have been completed. The year-& -- recent survey depicts the old section of Boynton Beach Memorial Park. GPS locations, photographs and descriptions of every headstone have been completed and this will form one of the GIS layers on the interactive map. When clicking on the individual headstone, a photo and details of the deceased will be displayed. Mr. Adams agreed to investigate the Sanborn map layer that shows the little houses from the 1940s. Since the CRA money does not have to be spent until the end of the fiscal year, the potential exists to add the Sanborn maps. The project is moving forward and the signs should be installed by June 30 2 MEETING MINUTES HISTORIC RESOURCES PRESERVATION BOARD BOYNTON BEACH, FLORIDA JUNE 9, 2014 C. Wells Subdivision Research Mr. Adams met with Minister Wright and Victor Norfus. They used a 1953 map and identified almost every building in the picture. Information is starting to build up although historic photographs are missing. Minister Wright suggested Code Enforcement be contacted as so many of those buildings were demolished because of ongoing Code issues. Code Enforcement is investigating. D. Woman's Club Building The Woman's Club has been focused on the grant applications and is awaiting information from 1979 forward. E. Treasure Coast Regional Planning Council Public Workshop to discuss the Town Square Plan Update. This workshop was to look at the 3 to 4 blocks involved and get public input as to how to develop the area. The group was split up into 6 individual groups and the participants offered their ideas. Many suggested an arts function in the downtown area. Ms. Oyer was present and everyone had similar ideas. One group suggested selling the north end to pay for the entire project. Someone suggested making everything commercial and shift City Hall further south. There were compliments on the trees in our area and on how close our city center is to the ocean. We have a close walk from City Hall to the beach. The area of privately -owned apartments was the only exception to the area. Preserving the schools and adding a green market should be considered. There was a suggestion to put a statue across from the Library where Charlie Pierce (Barefoot Mailman) lived. There was also discussion of the need for a meeting place. Mr. Adams stated that it was a very successful day with a lot of good ideas coming forward. It was a forum for the residents. The report will be forthcoming. Ms. Oyer and one of her students looked at all of the maps in order to come up with more ideas. Woman's Club building repairs and grant application An example of one of the windows was presented during a PowerPoint presentation. Mr. Adams said that the Woman's Club is looking to repair, rather than replace the windows. They have actually brought someone from Sanford and secured some estimates. If that grant is successful, the next focus is a special category grant. A decision was made not to apply for the small matching grant, but go forward with the CRA and special category grant. They will repair the most deteriorated windows first. Ms. Oyer offered if the person they are planning to use does not work out, there is someone doing restoration on their buildings that can help out. He loves these old buildings and is detail oriented. The potential of adopting a window was suggested with a plaque saying "Restored by" or "Donated by" 3 MEETING MINUTES HISTORIC RESOURCES PRESERVATION BOARD BOYNTON BEACH, FLORIDA JUNE 9, 2014 Mr. Adams reported they are embarking on a fund raising campaign so things like that will be included. This is a quick way to raise the $15,000 to at least get to the worst of the necessary repairs. The special category grant is up to $350,000 as a matching grant. 6. New Business: A. Bethesda Hospital historic marker Mr. Adams relayed about 6 weeks ago he received a copy of a letter which was sent to the Mayor inviting him to a historic marker unveiling at Bethesda. He contacted Janet DeVries, who knew nothing about it either. He went along to the memorial and discovered it was actually a State marker sponsored by the Robert Neff family and Delray Beach Historical Society. The Neff family also sponsored the Boynton Inlet marker. The one they did most recently is the Cottage which was also paid for by the Neff family. Mr. Adams expressed his surprise that no one knew anything about this, but he did go over and congratulate Dorothy Pattison. Ms. Oyer also expressed surprise because when her Dad was on the board to help create Bethesda Hospital, very few people knew who was involved in creating the Hospital. Mr. Adams was happy to have another State marker in the City and recognizing the site. 7. Other None 8. Comments by members Mr. Shaffer cannot attend the next meeting. 9. Public comments There were no public comments 10. Announce date of next meeting The July 14, 2014 meeting has been cancelled. The next meeting will be on August 11, 2014. 11.
