I. CALL TO ORDER
In the absence of the Chair, Paul Sirota, called the meeting to order at 6:40 p.m.

Roll call established a quorum was present.

Ms. Coles-Dobay added the Artwalk protest for the Arts District to New Business.
Motion
Ms. Lorenz moved to add a discussion about the Art District Artwalk to the agenda. Ms.
Mondesir seconded the motion that unanimously passed.

V. ANNOUNCEMENTS/REPORTS
A. Cancel August 26 meeting
The members had previously decided to cancel the August meeting.
B. Appetite for Art, July 24
A flyer regarding the Appetite for Art event at the Secret Garden Caf6, held by the
Community Caring Center was distributed. Thursday night was VIP night and Friday
and Saturday nights featured displays by great artists. Ms. Coles-Dobay encouraged
the members to attend and support the arts.
VI. PROJECT UPDATES/APPROVALS
A. Sculpture installations at Quantum Town Center final review.

Ms. Coles-Dobay summarized this was the final approval for the four sculptures in-
stalled as proposed to the Arts Commission and approved on January 28th. Images of
them installed with the proper bases were reviewed. They were located in safe areas,
and they did not obstruct any sight lines. Plaques would be added and lighting was in-
stalled. There was a small difference on one piece. Trees were being trimmed so they
would not compete with the piece or obstruct it and traffic directional signs were being
moved. The pieces were landscaped and the installations were very well done.
Motion
Ms. Lorenz moved to approve the sculptures as installed. Ms. Tito seconded the motion
that unanimously passed.
Ms. Lorenz commented the horse sculptures by Michael's craft store was not lit or visi-
ble at night. Ms. Coles-Dobay thought there was lighting around them and the bulbs
may need to be replaced.
VII. INTERNATIONAL KINETIC ART SYMPOSIUM AND EXHIBIT PLANNING
A. To do list
Ms. Coles-Dobay explained the outdoor exhibits were selected and the engineering
specifications were ready to be submitted to the City for permitting. The Arts Commis-
sion no longer needed to address the offsite cement pads. She reported she had al-
most all of the artist agreements and would coordinate installation dates with them. The
target installation date for the kinetic exhibits was September 29th.. It was noted

removal of the artwork already on the Avenue of the Arts usually takes place one week
prior to installation of the art for the Symposium.
B. Indoor sculpture selection
The members were planning exhibit space in a tent for the 2015 event. At the last
Symposium, the indoor exhibits were in buildings. The tent would be 30' by 60' or 30' by
100' and would be located in the lot along Seacrest between East Ocean and NE 1St
Avenues. Ms. Coles-Dobay would coordinate the shipping and installation of the art
and had a list of volunteers to help. The Library has a holding area to receive the piece
and pack the pieces for return sto the artist. The artist, if present at the Symposium,
could also remove it from the exhibit floor after 6 p.m. on the last day of the Symposium.
Rick Beau Lieu would lead the crew and Bill Combs will help.
Last year, there were designated individuals at each exhibit location to handle purchas-
es with Rick Beau Lieu as the lead. The buyer completes a form which he processes.
He coordinates delivery of the piece, which could be shipped or picked up after the
Symposium was concluded. The Arts Commission would split the 30% Commission
with Mr. Beau Lieu and the same arrangement would occur with the 2015 Symposium.
The proceeds fund the Art in Public Places program. Sales of outdoor art would be
handled differently because the art was exhibited all year.
Ms. Lorenz inquired if clean-up of the area was addressed and learned there will be an
internal City meeting regarding the Symposium. Each department reviews every aspect
of the event for public safety and cleanup. A street sweeper will be used the Thursday
before the event. Individuals will be on site every day to clean the area, restrooms, and
restock facilities. Tree trimming is done ahead of time. A question arose about the
Lynn Art and Ms. Coles-Dobay explained the piece was moved to the Schoolhouse
Children's Museum. The piece in place of the Lynn Art was the Edwin Chong Oprah
piece. The site was reviewed for public safety and since there were road closures and
signs routing patrons to parking, police would be present. A map of the areas available
for parking was reviewed. Taste samplings from various restaurants and the electric
six-seat car which was a taxi, would be available.
An update on the Vendor Committee was given. Ms. Lorenz contacted Rolling Ball and
there is a page on Facebook with other Rolling Ball artists. One artist was interested in
the Symposium, but was low on funds. She hoped Artist Rolando Barerro (Rolando)
would talk to him about artist representation. A representative from Solar World, a local
solar panel and hot water heater installer, had also looked at the website and he was
seriously considering participating. A salesman at Ford may display their electric car(s)
but was concerned the Symposium location may be out of his district. Ms. Coles-Dobay
pointed out the Symposium was a regional and international event and she offered to
contact the dealer. Ms. Lorenz reported she contacted a welding fabricating company.

One of the fabricators was contemplating creating indoor kinetic art and Ms. Coles -
Dobay agreed to contact him.
Ms. Lorenz had contacted G -Star School of the Arts, but had a lackluster response. Vi-
sionary School of Arts in Stuart only creates paintings and drawings; however, she
agreed to contact the owner to see if she could enlist students to create a kinetic piece
and /or just to participate. She contacted a student robotics teacher to recruit his partici-
pation, but has not received a response. Ms. Coles -Dobay explained the Flipstone
Technology Hack Lab had robotics and would feature some type of project. Ms. Lorenz
agreed to obtain more information and email it to Ms. Coles- Dobay.
The sponsors were basically the same as the last Symposium, and Ms. Mondesir creat-
ed a calendar regarding presentations which the members reviewed.
Ms. Coles -Dobay suggested Chair Bottorff and Mr. Sirota, who were working on the
Opening Reception, start contacting the caterers they had at the last Symposium and
agreed to prepare an email introduction for them to use. Buffalo Wild Wings was inter-
ested and the Amak Company should be contacted. It was hoped Culinary Solutions
would provide a discounted box lunch for the vendors and sponsors. The Backyard was
suggested as a potential caterer and the Secret Garden was interested in participating.
At the last Symposium, Winn Dixie provided a nice buffet and they would again be con-
tacted. GFS Foods caters and there were schools with culinary programs that could be
contacted; however, the schools likely could not provide the catering for free.
Marketing the Symposium was reviewed at the last meeting and no update was given.
The Save the Date cards were distributed. Ms. Coles -Dobay had a marketing grid and
would update the document. She gave special thanks to Mr. Sirota for entering over
500 handwritten names, addresses and email addresses onto a spreadsheet. He put
on record it was an arduous task that he would not do again.
Mr. Sirota inquired if someone in the office handled the website and social media. Ms.
Coles -Dobay responded there is an AIPP Facebook page and they posted the Sympo-
sium on it as an event. It has not been published yet because they were preparing to
eBlast the first announcement; however, Ms. Coles -Dobay could allow other administra-
tors access to the page for other specific items.
Ms. Coles -Dobay briefly reviewed the indoor selection as contained in the meeting
backup. A video showing the movement of the pieces was also viewed.
C. Outdoor kinetic artwork change the piece switched out for the outdoor exhibit
by Edwin Cheong Oprah will be switched with another piece.

VIII. NEW BUSINESS
A. Artwalk Discussion.
Ms. Coles -Dobay explained the Arts Commission and the Art in Public Places program
has always supported Rolando, the Arts District and its activities. The concept was to
cultivate an area for artists to have activities, galleries studios, and participate in the City
and its programs.
They had a meeting in August about how to engage artists in some of the City's plans.
Many artists were invited to the Treasure Coast Regional Planning Council meeting to
be part of the planning. Rolando wanted to create a mural and there was a mural pro-
cess to follow. The application was $150, and the concept must be approved by the
Planning and Zoning Department and the Arts Commission. Having a mural on each
bay door would be very expensive and was a problem for the artists, so there was a
discussion about the City exempting the Arts District from the mural art process and /or
the fee. There were rules that had to be created, such as having no profanity, nudity,
etc.
The City has a special events permit process and there was always a question where
the Artwalks fell within the City's policies. Ms. Coles - Dobay's recommendation the en-
tire Art District's monthly activities be included under a yearly permit did not occur. Now
the Special Events Department tightened the definition of a special event. The event
has to be publically safe and in the proper zoning district. Artist Rolando has different
artists visiting and one group wanted to have a special event, but did not have a permit
so he applied for one and the discussion fell to artwalks. He was told they still did not
have a mechanism for it and the City would work with him. Ms. Coles -Dobay suggested
making the Artwalks an exception as it is a temporary thing and not a full blown special
event.
Ms. Coles -Dobay brought the matter to the City Manager's attention as it is a policy de-
cision. The City Manager wants to allow them, but they had to determine how to con-
tinue it with the criteria in place. The Special Events Coordinator sent him a notice say-
ing until the matter was resolved, the walks must be put on hold. Rolando decided to
launch a protest that the City was shutting him down and the City was not cooperating.
There was a meeting to discuss it two weeks ago. At the same time, Rolando indicated
there would be no Artwalks during the summer, but in July, he decided to resume them.
It was causing a stir in the City and Arts District.
The members acknowledged Rolando's enthusiasm and that he works very hard. They
noted there were issues being raised, that at this point, were unnecessary. The mem-

bers wanted to ensure the Artwalks were within the policies of the City and recognized it
was for the benefit of the entire City. Most members did not see the need for a protest.
The area was not attractive and was zoned as an industrial district. The warehouses on
Industrial Avenue are private businesses and not City property. Parking and lighting was
bad and potholes were an issue. The zoning allowed business to be there and be li-
censed to create products, but did not allow retail or restaurants. When food trucks are
present and artists are selling art, it is not permitted due to the zoning and the City has
been lenient. Some of the statements Rolando made were artists make their living
through the Artwalks and it was not known if it was true. She noted the City has very
little industrial land left.
Ms. Coles-Dobay wanted the members to be aware of the situation because people
were questioning what was occurring. They were free to discuss it professionally and
diplomatically. The City was doing all they could as fast as they could, but it appeared it
may not be as fast as Rolando would like. It was noted on Rolando's most recent blog
posts, the meetings rescheduled were moved up and not further back.
Ms. Coles-Dobay explained Rolando has been diligent about trying to address issues,
but there were still concerns. A meeting was scheduled to resolve the issue. There was
already an article about it in the Sun-Sentinel. If approached, the members could re-
serve comment or refer them to Ms. Coles-Dobay.
