Minutes 09-09-14 MINUTES OF THE SAFETY COMMITTEE MEETING HELD ON TUESDAY, SEPTEMBER 9,2014, AT 9:00 A.M., IN CITY HALL, CONFERENCE ROOM B, 100 E. Call to Order Chair Bobich called the meeting to order at approximately 9:00 a.m. I. Roll Call Roll call established a quorum was present. Ill. Acceptance of Minutes of August 12, 2014 regular meeting Mr. Falstad indicated Jeremy Davis was listed as absent and Mr. Falstad was unsure he was on the Committee. Mr. Falstad should have been listed as absent. It was noted Mr. Davis was listed as a member on the distribution list. Ms. Webb would review the matter and correct the list. On page 2, the first and second paragraph named Ms. Sholos as the speaker and it should be Ms. Webb. Meeting Minutes Safety Committee Boynton Beach, Florida September 9, 2014 Motion Mr. Falstad moved to approve the minutes as amended. Mr. Naughton seconded the motion that unanimously passed. IV. Safety Committee Education & Training Chair Bobich commented they had been emphasizing back and lifting safety. He would be electronically distributing the training information on lifting which could be reviewed at department safety meetings. Chair Bobich emphasized it was important to plan each lift and request help when needed. Boxes are often oddly shaped and awkward and it was important to stand close to the box and be centered over it. The feet should be shoulder-width apart and workers should lift with the knees, using abdominal muscles. It was important to keep the back straight and have a good grip. When carrying a box, workers should take small steps and avoid twisting to avoid back strain. If lifting is a repetitive task, cumulative injuries can result and whenever possible, the Powerlifting Video from Risk Management should be viewed. The video reviewed many aspects of lifting and was only 20-minutes long. Chair Bobich also had handouts regarding impaired or distracted driving, which he will send electronically. If seeing a motorist driving erratically, call 911 and identify yourself as a mobile eyes caller. If an arrest is made, the caller will receive $100 and the caller's information is kept confidential. It is important roadways be safe from impaired or distracted drivers. V. Old Business A. Fire Drills None. B. Proud to be a Safe Worker Awards Chair Bobich had one award from Utilities recognizing Marc Filsaime, a Maintenance Mechanic. Mr. Filsaime was near the entrance of the Sunshine Square Shopping Center and saw two vehicles collide when one tried to turn into the shopping center. One vehicle landed on the roof of the other and Mr. Filsaime helped a female driver out of the car. He called 911, contacted the woman's husband and daughter, and EMS transported her to Bethesda Hospital. It was a good response from Mr. Filsaime. C. Departmental Inspections and Safety Meetings Chair Bobich commented he appreciates receiving the departmental inspections electronically. It was important departments document their meetings and Risk Management was available to assist when needed. D. Incident Review Board Referrals None. E. Drug Free Program/Policy The policy is being reviewed by the City Attorney. When it is accepted, they will repeal the Drug Free Workplace Ordinance, and it will become a Human Resources/Risk Management Policy. Ms. Webb anticipated the policy would be in place by January. A policy would be easier to change and update. F. Safety Manual Chair Bobich explained he and Ms. Webb were still updating the manual and adding links. He pointed out there would be corresponding changes to the Administrative Policy Manual. G. Other None. I. New Business A. Departmental Safety Issues None. B. Other t Ms. Sholos announced the first flu shot clinic would be Tuesday, September 30 in the Library Program Room from 9:30 a.m. to 11:30 and 1 p.m. to 5 p.m. The first clinic was for employees only. Subsequent clinics will service employees, family members and retirees. Open enrollment was still ongoing and would close at the end of September. Ms. Sholos sent posters and requested the members ensure the posters were up notifying employees about open enrollment and the flu shots. VII. Announcements Ms. Webb announced there would a change regarding the Incident Review Board, (IRB). Incidents would be reviewed by Chair Bobich and Ms. Webb and discussed with 3 Meeting Minutes Safety Committee Boynton Beach, Florida September 9, 2014 the department head. Collectively, they will decide whether the incident was preventable or not. The idea was to let the Safety Committee hear the appeals. This would not occur every month, but when an appeal is called, it would be put on the Safety Committee agenda. The IRB would be dissolved. Chair Bobich noted the updated Incident Report Form provides more information. The Administrative Policy Manual will be amended to accommodate this change in procedure. He reviewed the history of the IRB and Ms. Webb advised the change would be effective October 1, 2014. VIII. Next Meeting Date: Tuesday, October 1, 2014, 9:00 a.m. I. Adjournment Motion There being no further business to discuss, Mr. Naughton moved to adjourn. Mr. Lee seconded the motion that unanimously passed.
