Minutes 10-13-14 MINUTES OF THE HISTORIC RESOURCES PRESERVATION BOARD MEETING HELD ON MONDAY, OCTOBER 13, 2014, AT 6:30 P.M. IN COMMISSION CHAMBERS, CITY HALL, 100 E. BOYNTON BEACH BLVD., BOYNTON BEACH, FLORIDA PRESENT Roger Cope, Chair Dr. Ginger Pedersen Susan Oyer Barbara Ready Eric Salomonsson Susan Oyer ABSENT: Michelle Dion, Vice Chair Debi-We-Mc-Hen-1y ray 1. Pledge of Allegiance Chair Cope called the meeting to order at 6:31 p.m. The members recited the Pledge of Allegiance to the Flag 2. Agenda Approval Mr. Adams added New Business, Item C, Ethics Training; Item D, Facebook Page; and Item 7, Other, the Murray Family Proclamation to the agenda. Motion Ms. Ready moved to approve. Mr. Shaffer seconded the motion that unanimously passed. 3. Approval of Minutes Mr. Adams made the following changes to the minutes of September 8, 2014: • Page 3, second paragraph above the Motion, should read: " ... during the 1920 1928 hurricane and ..." • Page 4, first sentence should read, " was the only Mizner building in Palm Beach County ... " • Page 4, third paragraph after item B, the last sentence of the fourth paragraph • should read, " . . - - - - - - -•- - • - - - - with -an the entrance portico • Page 5, second paragraph should read, " ... review of changing the character of structures of historical significance." Meeting Minutes Historic Resources Preservation or Boynton Beach, Florida October 1 Motion Ms. Ready moved to approve as amended. Mr. Salomonsson seconded the motion that unanimously passed. 4. Communications and Announcements Mr. Adams announced Vice Chair Dion called to say she could not attend due to family matters. 5. Old Business: A. Boynton Woman's Club building repairs and grant application Mr. Adams advised the Special Category Grant application was 75% complete and would be submitted by the deadline. The match was provided by the CRA. The Woman's Club just started repairing some windows and doors. If the grant is received, the amount should cover all of the many windows and doors. B. Florida Main Street Conference presentation Mr. Adams gave the presentation in Stuart on September 10 at the Florida Main Street Conference and about 30 people were present. His presentation was well received, and attendees had many questions about Boynton Beach's program and about the ad hoc committee. A week later, the State contacted Mr. Adams for a copy of his PowerPoint presentation and he may be involved in future Certified Local Government training. The City was receiving a lot of recognition regarding what has being accomplished in Boynton Beach. Many municipalities have a Main Street Program, but no preservation program, and the State wants them to adopt preservation programs. Mr. Adams did not prepare a report to make to the City Commission and the members suggested he do so to gain recognition for his efforts. Motion Mr. Salomonsson moved a report be made to gain recognition. Ms. Oyer seconded the motion that unanimously passed. C. Historic Designation of Boynton Woman's Club, 1010 S. Federal Highway Mr. Adams advised the Ordinance designating the Woman's Club was approved by the City Commission on second reading. Currently, there are seven sites on the local register. Mr. Adams plans to start contacting homeowners to open a dialogue to add their homes to the local register, starting in the downtown area. The application fee is $15. Mr. Adams would write the report and take the homeowner through the entire process. Ms. Ready inquired if there were flyers for kiosks at the Library and Mr. Adams responded they have a range of brochures available, including Heritage Trail brochures. Mr. Adams would also contact homeowners on the Heritage Trail first. 2 W W w • • 0 0 0 0 Meeting Minutes Historic Resources Preservation Board Boynton Beach, Florida October 13, 2014 submitted by the deadline. If the State did not endorse the project, Mr. Adams would apply anyway. Ms. Oyer was aware of a similar GIS program that could be modified and agreed something specifically for historical sites and cultural resources was needed. She liked the idea to be the first to do something and could present a paper about it. The plan was to make the application available to anyone who wants it, as long as it stated it was developed by the City of Boynton Beach. The application would encourage individuals to keep a record of the property and upload photographs so people and municipalities could show the insurance companies what existed if a structure was damaged. She inquired if photographs and information of buildings on the National Register could be updated and it was noted Florida does not have their pictures or an option to click on the photograph and obtain information available. Mr. Adams pointed out The National Register site is maintained by the National Park Service. He had noticed some records there were digitized, but Florida was not. He thought it would be great to get the Florida Master Site File uploaded. The Wiki map shows all the National Register sites and users could zoom into a town and click, but in Boynton Beach, there are no photos of the Woman's Club on the site. They have incorrectly shown a photograph of the Old High School instead of the Schoolhouse Children's Museum on it. Mr. Adams will find out how to get that changed. Mr. Adams had contacted a grants person at the State who forwarded the information throughout the department and the State may want to take control of the effort. He commented that was fine as long as the City of Boynton Beach was recognized as the initiator C. Ethics training. Mr. Adams advised Board members have to take the Ethics training, which lasts about an hour by January 1, 2015. After brief discussion, the members opted to view the video at the November meeting. While it was possible to take the training on their own, it was better to train as a group and he pointed out the training is a State requirement. Mr. Adams advised he would try to organize the training after the meeting. D. Facebook page Mr. Adams explained many people have suggested they have a Facebook page and he thought now would be a good time to do it. His department was taking it to the Communications Manager and there will be a web page coming. This can promote what the Historic Resources Preservation Board was doing. It would be heavily monitored. If there was something of interest, members should send an email to him to post. Ms. Oyer suggested using Twitter. 7. Other A. Murray Family Proclamation. 4 Meeting Minutes Historic Resources Preservation Board Boynton Beach, Florida October 13, 2014 Dr. Pedersen explained in addition to herself and Janet DeVries, a member of the Murray family would be present at the City Commission meeting on October 21 for the proclamation. The Murray family was having a family reunion in the area and the current homeowner agreed to allow the Murray's to walk through the home constructed by their ancestor, Horace Murray. 8. Comments by members Dr. Pedersen commented the Historical Society was sponsoring a walk through the old section of the Boynton Memorial Park Cemetery. Only 25 people could be accommodated and it was nearly filled up. On October 20 Ted Brownstein will present Pioneers of Jewell, the early history of Lake Worth at the Boynton Beach Library. Dr. Pedersen also mentioned she was contacted by the Palm Beach Post about Lake Boynton Estates. 9. Public comments None. 10. Announce date of next meeting — November 10, 2014 Chair Cope announced he would not be able to attend the November meeting. Mr. Adams advised they will forward him the disk for the ethics training. He commented he sits on a Board in Delray and saw the video a month ago. He presumed it was the same video, which was the County and State-based ethics training about the Sunshine Law. Mr. Adams will check with the City Clerk to ascertain if Chair Cope had to retake the training. 11.
