Minutes 10-28-14 MINUTES OF THE ARTS COMMISSION MEETING HELD AT FIRE STATION NO. 2,2615 WEST WOOLBRIGHT ROAD, BOYNTON BEACH, FLORIDA ON TUESDAY, OCTOBER 28, 2014, AT 6:30 P. PRESENT: Debby Bottorff, Chair Debby Coles - Dobay, Public Art Manager Robyn Lorenz Rachael Mondesir (arrived 6:31 p.m.) Alyin Tito Paul Sirota Anderson Slocombe ABSENT: Will Hatcher, Alternate I. Call to Order Chair Bottorff called the meeting to order at 6:30 p.m. II. Roll call of members Self- introductions were made. III. Agenda Approval Motion Mr. Sirota moved to approve. Ms. Lorenz seconded the motion that unanimously passed. IV. Approval of Meeting Minutes The minutes were not available. V. Announcements/Reports A. October Arts and Humanities Month — Proclamation Ms. Coles -Dobay explained the Arts Commission received recognition from the City Commission. Chair Bottorff was presented the Proclamation and thanked the Commissionb on behalf of the Arts Commission. Meeting Minutes Arts Commission Boynton Beach, Florida October 28, 2014 She commented the Arts Commission works very hard, and she thanked Ms. Coles - Dobay for her guidance. B. Board attendance Ms. Coles -Dobay explained the City has a procedure when a member misses three meetings, a warning letter is sent and the fourth absence results in removal from the Board. It was noted when Mr. Sirota joined the Board, he could not attend on Wednesdays. Ms. Coles -Dobay pointed out there were two more meetings in the calendar year. If Mr. Sirota missed another meeting, the Arts Commission could request the City Commission reinstate. There was some flexibility. She understood the City Commission was evaluating all of the advisory boards. VI. Project Updates /Approvals A. Casa Del Mar approve artist — Lucy Keshavarz Ms. Coles -Dobay explained Ms. Keshavarz is a public artist and as a formality, she needed to be approved as a public artist for this project. Motion Mr. Sirota moved to approve Ms. Keshavarz as a public artist. Mr. Slocombe seconded the motion that unanimously passed. B. Casa Del Mar — Project introduction Ms. Keshavarz, an artist and President of the Art and Culture Group, reviewed a PowerPoint presentation of her concept for the Casa Del Mar project. The location was between N. Federal Highway and the Intracoastal Waterway. Dimick Road was to the south, and the Peninsula condominiums were to the north. The project was currently being reviewed by the Planning and Zoning Department and would go before the City Commission in November. Ms. Keshavarz reviewed her prior projects within the City, such as Jaycee Park, the Old Dixie Eco -Walk and another project at Mirage, a columned courtyard in Palm Beach Gardens. The subject project was three and four stories with two four -story buildings on the water. The project was a K. Hovnanian Homes project that will be a gated community with a dock and boating area. There will be an entrance sign with a water feature in the entryway median and walls that face Federal Highway and perpendicular to the highway in the entrance. 2 Meeting Minutes Arts Commission Boynton Beach, Florida October 2, 2014 The project budget was $77,756. The construction start date was targeted for February 2015. The first model would be available in July 2015, which was when they wanted the public art installed. The developer anticipated having their first closing in December 2015. Possible locations for the art were along the entry area, the walls on Federal Highway, and on the eastern edge along the Intracoastal Waterway. There may be an opportunity to have public art on the Dimick Road side of the development because it is a public area and has an easement. There could also be opportunities for environmental art on several areas along the bio -swale linking the front of the development to the Intracoastal. Ms. Keshavarz had proposed using the fence and wall in the front for public art. There was discussion public art should be accessible for the public to view at all times. The members discussed the best placement for public art. Mr. Slocombe thought this may be an instance when the public art fees for the project could be used to fund public art at another location. When queried if the other elements inside the project would be in addition to public art, Ms. Keshavarz responded she did not think so. She thought the front area and two other areas entering the development qualified as public art. She pointed out art along the easement would be visible to those boating on the Intracoastal. There are two public slips, but they would likely be for guests and residents. Chair Bottorff thought, and the members agreed, the Arts Commission has a duty to strongly recommend the art should be readily visible and accessible to the public. There was also agreement the focus of the art should be along the front of N. Federal Highway. If other areas were developed and became public places, they could consider that location as well. Motion Mr. Sirota moved to approve the location for this project on the area along N. Federal Highway with the stipulation if, should some other areas become more public, the Arts Commission could revisit the issue. Mr. Anderson seconded the motion that unanimously passed. Ms. Keshavarz also commented the City has blueways and greenways, and a suggestion was made, this project be part of them. 3 Meeting Minutes Arts Commission Boynton Beach, Florida October 28, 2014 VII. International Kinetic Art Symposium and Exhibit Planning A. Outdoor kinetic artwork Ms. Coles -Dobay announced Kinetic Art was installed and hoped the members viewed the pieces. Ms. Mondesir commented one piece moved very quickly. Ms. Coles -Dobay explained the art is designed to move in a gentle breeze. It would move faster contingent on the weather and was designed to pass the City's wind -load requirements. B. Kinetic - Connections Information about Kinetic Connections was contained in the meeting backup. Chair Bottorff attended a presentation about it and commented the project was better than she had anticipated. The artist was building stories around the pieces used to create the art. The items would be put together in a very artistic way and then sold. The press release was included in the meeting materials. An e- newsletter and three workshops would be held. She encouraged all to rummage through their households for items such as doorknobs, keys or trinkets. The participants lay out their pieces, and the artist creates each strand with them, and attaches them to the Kapok Tree. During the workshops, photos and videos would be taken and later displayed during the Symposium weekend. Ms. Coles -Dobay was trying to get the word out to as many people as possible, and she suggested the members attend the workshops on November 1 St , 8th and the 15 and bring friends and family. C. To Do List The Kinetic Art poster was reviewed. There were nine photos on the poster and seven more would be added. Mr. Slocombe suggested the kinetic art "motion stream" flow through the photos. Ms. Coles -Dobay pointed out the double -page spread in Sculpture Magazine. Art Hive magazine would also have ads in the winter issue and one of the artists featured in the magazine would be presenting at the Symposium. The artist was one of the award winners from the 2013 International Kinetic Art Organization competition. She would have one of her new kinetic art pieces on exhibit at the Symposium. The artist is very well -known artist and her participation was indicative of the caliber of artists that would be at the Symposium. Chair Bottorff commented the members all have connections and should use them to get the word out to attract as many people as possible to the event. Many people she works with are interested in art and she emails them with dates. The members could do the same. Ms. Lorenz pointed out news stations announce local events and the classical music station she listens to also announces community events. She agreed to contact them with the event details. When she returned and the cards were all taken, she suggested the members check to see if more cards are needed. Ms. Mondesir was aware the Children's Services Council has a Monday morning update when different events are announced. She commented she would like to reach out to different agencies with the information, and was unsure of the process to follow. Chair Bottorff suggested calling them, telling them about the event and asking for a contact name. Ms. Tito agreed to post the event on of the Craig's List art and event section(s) in January. Ms. Coles -Dobay suggested members forward the information in each newsletter. In this way, people will sign up for the newsletter creating a community. Ms. Coles -Dobay also noted they have the AIPP Facebook page available and members could share the posted information. There are meet -up groups painting the kinetic art which could be linked to Ms. Lorenz's group and her sketch -up group. The CRA could distribute Save the Date cards at their concerts. Mr. Slocombe could forward information to professional associations he belongs to and information can also be posted on local community bulletin boards. It was important to create excitement about the event. A suggestion was made to Tweet the Symposium. The first five people to respond would receive a signed poster. When members are sitting at the booths, they can interactively Tweet and learn what others think about the event. Ms. Mondesir suggested creating a hash tag. They could continuously check it during the event and broadcast the Tweets. She also pointed out when the Community Kapok Tree participants find their items at the Kapok tree, they could Instagram it with the hash tag Meet at the Tree and talk about what they gave and how the art looks. The members liked this concept and there was agreement to discuss it further at the next meeting. It was noted the average age of the Symposium event goers was about 45 to 62; however, the tweeting could draw younger people and expand the audience. Ms. Mondesir also noted an article indicating the City was trying to attract a younger demographic. D. Will's comic delivery for VIP welcome Mr. Hatcher was not present, but Ms. Coles -Dobay explained he would prepare and perform the welcome. E. Staffing ArtPalmBeach Booth Ms. Coles -Dobay explained the Arts Commission will have a booth at the ArtPalmBeach event that will promote the International Kinetic Art Exhibit and Symposium, and volunteers were needed to staff it. Ms. Coles -Dobay reviewed the schedule and listed 5 Meeting Minutes Arts Commission Boynton Beach, Florida October 2, 2014 the times slots when volunteers were needed. The event would be at the Palm Beach County Convention Center. Admission would be free and Ms. Coles -Dobay would ask about parking. VIII. EXHIBITS A. Plein -Air artists paint kinetic art/awards Information on this was contained in the meeting materials and Ms. Coles -Dobay commented the Arts Commission would make awards from the paintings submitted from all the meet -up groups. The paintings could be viewed online prior to the meeting. Members could select their choices for the first, second and third place winners and give a cash award of perhaps $300, $200 and $100 respectively. When asked, Chair Bottorff confirmed there would be enough work produced for an exhibit. Ms. Lorenz explained the horse display by Michaels Craft store had no lights, or fountain and one of the horses legs was broken Ms. Coles -Dobay explained a certified letter was sent last week. The artist responded he would get a quote for the repair of the horse. The landscaped area was the responsibility of the Town Center maintenance company; but the landscaping, fountains and lights were all mentioned in the letter to them. There was brief discussion regarding the renovation of Publix on Congress Avenue and a question was asked why no art was included. Ms. Coles -Dobay explained Publix decided to take the money they would have used for public art and use it to become a sponsor for the Symposium. The firm's name for the retail estate company handling the renovations was Equity One. I. NEW BUSINESS A. View Ethics Video The members would view the video after the meeting. X.
