Minutes 11-25-14 MINUTES OF THE NOVEMBER 25,2014 ARTS COMMISSION MEETING HELD ON TUESDAY, AT 6:30 P.M. AT FIRE STATION NO. 2 TRAINING ROOM, 2615 WEST WOOLBRIGHT BLVD., BOYNTON BEACH, FLORIDA Present: Debby Bottorff, Chair Debby Coles-Dobay, Public Art Manager Aylin Tito Rachael Mondesir Paul Sirota Robyn Lorenz Anderson Slocombe Absent: Will Hatcher, Alternate I. CALL TO ORDER Chair Bottorff called the meeting to order at 6:30 p.m. 11. ROLL CALL OF MEMBERS Self-introductions were made. A quorum was present. 111. AGENDA APPROVAL An updated agenda was distributed. Ms. Coles-Dobay added Item A to New Business, Boynton each Mental Health Advisory Committee Logo. Motion Mr. Sirota moved to approve the agenda as amended. Ms. Lorenz seconded the mo- tion that unanimously passed. IV. APPROVE MEETING MINUTES A. Sept. 10, 2014 minutes B. Oct. 28, 2014 minutes Motion Ms. Lorenz moved to approve. Mr. Slocombe seconded the motion that unanimously passed. MEETING MINUTES ARTS COMMISSION BOYNTON BEACH, FLORIDA NOVEMBER 25,2014 V. ANNOUNCEMENTS/REPORTS A. Board reappointment Ms. Coles-Dobay reminded the members some appointments were ending. She had emailed a link to the members and requested they respond quickly. Cindy Edward was interested in becoming a Board member and submitted an application. She is a project manager for an online marketing company with no direct artistic experience, but she is a strong supporter of the arts. Ms. Coles-Dobay explained reappointments are made by the City Commission in early December, and then if vacancies still exist, appointments are again made in late December. Members needing to be reappointed were sent a let- ter. She noted Mr. Hatcher would reapply. I. PROJECT UPDATES/ APPROVALS A. East Water Treatment Plant - overview Ms. Coles-Dobay advised the City is upgrading the entire East Water Treatment Plant, including the tanks. Harmening Park is a small, passive park on the corner of that prop- erty. In 2008, the Arts Commission had discussed placing public art there to educate the public how the water is drawn from a well, treated at the facility and piped to users. Presently, there are only trees dedicated to certain individuals at the Park, a small tap people use, a sidewalk and a memorial sign in front. The members viewed a map of the property and a draft call to artists to create a unique piece that can be integrated into the Park or the wall, which separates the facility from the Park. The piece could reveal functional water reuses through innovative elements and have interactive sculptural and visual elements to explain water flow. Ms. Coles-Dobay noted the tap, providing pota- ble water at the Park, is used by about 200 people on a monthly basis. Ms. Coles-Dobay referenced artists Buster Simson's, Betsy Dameon's and Michael Singer's work with the later creating a sculptural garden with water flows and littoral plantings. Eco- artists demonstrate how raw water is made potable. She had made a brief presentation to the Recreation and Parks Advisory Board and noted any improve- ments to the Park must be Americans with Disability Act compliant, which would cost extra money. It was important to find out if they could install art at a reasonable price. She commented this item would come back to the Board. The Arts Commission would issue a Request for Qualifications (RFQ). The budget was about $260 thousand. The RFQ submissions would be narrowed to two submissions and those two artists would be paid to submit a conceptual plan. A selection panel would pick the final product from one of the two submissions. Ms. Coles-Dobay re- quested a member of the Arts Commission member sit on the selection panel. 2 MEETING MINUTES ARTS COMMISSION BOYNTON BEACH, FLORIDA NOVEMBER 25, 2014 Ms. Coles-Dobay suggested the members take a fresh look at the Park. There is public parking and an opportunity for students and schools to tour and view the art. VII. INTL'KINETIC ART SYMPOSIUM AND EXHIBIT PLANNING A. Outdoor kinetic artwork Ms. Lorenz commented she saw the billboard ad. Ms. Coles-Dobay explained they scheduled a rotating ad on a digital billboard for a certain period of time to pre-promote the kinetic art currently exhibited in the City and advised the plaques containing the sponsor name and QR codes were already installed. Ralphonso's piece was installed, but the installer noticed a piece had broken during transit, so that piece would be in- stalled at a later date. They will install the 15-foot Bloomer Tree piece by Edwin Cheong on December 8 th, completing the outdoor installations. B. Kinetic-Connections At the last meeting, there was discussion there would be a total of four community workshops to create this art. Ms. Mondesir attended the second workshop and advised about 20 people participated. The attendees arranged different metal pieces on a board. When they created their video selfies, they explained what each piece meant to them. Some videos are posted on artist Elayna Toby's website. All were happy with the pro- ject. Ms. Mondesir commented she started using the hash tag. Ms. Coles-Dobay agreed it was important for the members to start tweeting and visiting the site. C. To do list Ms. Coles-Dobay reviewed the activities from the exhibition committee and advised all was installed except for the indoor exhibits. They met with the volunteer team of about 15 people, some of whom were volunteers from the 2013 event. She commented volun- teers also helped with sales, installations, others served as docents and others by re- moval of the art in the indoor exhibition spaces. As for marketing, Ms. Coles-Dobay noted the outdoor exhibition billboard was coordi- nated. An email blast as part of the email campaign should be sent on December 3` One ad was in the International Sculpture Magazine. The second ad was in ArtHive Magazine and the next ad in Forum will be completed in mid-December. Coastal Star attended Kinetic Connections and would print an article about the Symposium. The Save the Date postcards will be included in distribution of the Coastal Star publications in January. The program was in production and on target. There will be more digital displays for the Symposium and signage will be installed in January. Banners will be used and were now done. 3 MEETING MINUTES ARTS COMMISSION BEACH BOYNTON FLORIDA NOVEMBER 25, 201 Art Palm Beach volunteers were still needed for January 21 st through January 25th and several members volunteered. Ms. Coles -Dobay commented she would try to obtain parking passes for the volunteers. Ms. Tito announced PNC Bank and Pierce Windows and Doors were two new potential sponsors, but the amount of the sponsorship was unknown. Ms. Coles -Dobay spoke to an artist from Brussels who creates solar artwork who is in- terested in coming and doing a project for the youth workshops. He has a small mech- anism that is solar that attaches to pieces. They will cutout templates of butterflies and decorate them, and he will speak about solar energy and conservation. They paste the mechanism on and see them move. Ms. Coles -Dobay thought they could create hun- dreds of butterflies and then set them out around the Children's Schoolhouse Museum. She extended had an invitation to Galaxy Elementary school. Ms. Lorenz inquired if the Arts Commission had an announcement that she could for- ward to -Star and other schools. Ms. Coles -Dobay suggested using the e- newsletter in December. D. Will Hatcher comic delivery for VIP welcome No presentation was made. II. EXHIBITS A. Plein -Air artists paint kinetic art/awards selection Ms. Coles -Dobay advised the Plein -Air exhibit will be installed December 22, at the Li- brary. At the Arts Commission meeting on December 23` the members would select the first, second and third place winners. Ms. Coles -Dobay will post the images online a week before the exhibit for the members to view and they should come to the meeting prepared to judge them. III. NEW BUSINESS A. Boynton Beach Mental Health Advisory Committee Former Mayor Woodrow Hay put together the Boynton Beach Mental Health Committee and asked the Arts Commission to reach out to students at Boynton Beach High School to create a logo that meets their mission statement, and for the Arts Commission to help with judging the art. The members were asked to narrow down the concepts to five submissions that best represent the mission statement. Ms. Coles -Dobay will advise the Committee of the five selected and she would contact the teacher. 4 MEETING MINUTES ARTS COMMISSION BOYNTON BEACH, FLORIDA NOVE M B E R 25, 2014 The mission of the committee is to reach out to those in Boynton each that need assis- tance and be the conduit for the education and promotion of mental health. After a review of the concepts, the members selected, by the number of most votes to the least, concept numbers: 23, by Celisena Joseph; 27, by Lara Gallo; 41, by Henryk Grives; 43, by Meaghan lholt,, and 15 by Robertson Volcy. Ms. Coles-Dobay will ad- vise the members enjoyed narrowing down the selections. IX. UNFINISHED BUSINESS Ms. Coles-Dobay explained Art Palm each will occur the next month. There was brief discussion about meeting in December. Motion Mr. Sirota moved to meet on December 23 Ms. Mondesir seconded the motion that unanimously passed. X. FUTURE BUSINESS A. one X11.
