Dear Chairman Taylor and Ms. Brooks,

Neighborhood Renaissance, Inc. is the co- partner and co- developer of HH Boynton Beach LLC,
the team that was selected to negotiate a Purchase and Development Agreement for the Ocean
Breeze East parcel. Neighborhood Renaissance worked very hard to prepare a proposal that
fulfilled the goals of the Heart of Boynton Plan, exceeded the expectations of the citizens in the
neighborhood, and would be financially feasible. Our plan was to develop a predominately market
rate residential project.
After the selection in August, we prepared for CRA staff and our partner, Hudson Holdings and
Steve Michael, several scenarios to work toward reducing the amount of subsidy required from
the CRA and also afford a payment for the CRA land. This included eliminating the retail and
increasing the number of residential units. The most recent scenario became available in October
when Florida Housing Finance Corporation issued its RFA for the nine (9 %) tax credits with a rule
change that made the site eligible for application. Even in that scenario, the project had a significant
financial shortfall.
A major portion of the shortfall is the purchase price of Steve Michael's land along 6" Avenue for
$2 million. The land is not owned by Hudson Holding nor was it offered to be contributed as equity
to HH Boynton LLC. Usually in any development, the sponsors put up at least 20% or more of the
equity to obtain financing from a lender. Neighborhood Renaissance fully expected that it would
have put up its share of the investment.
We had been reaching out to Mr. Michael for a couple months without success to discuss
alternative development scenarios. In November to our surprise, we learned from the Executive
Director that our partner, Hudson Holdings, specifically Steve Michael, met with staff proposing
to develop a mix of affordable and market rate units that would replace Neighborhood Renaissance
with Auburn Communities of Delray Beach, a tax credit developer. In December, due to the change
in direction of our partner from the intent of the original CRA Board approved proposal, the Board
voted to extinguish the negotiations and start the RFP process over.
Neighborhood Renaissance was extremely diligent in trying to adhere to the requirements of the
RFP and the team's original proposal approved by the Board. In addition to testing different

approaches, we presented the project to several financial institutions about financing alternatives
including tax credit developers. In no scenario did we assume that our partner would be replaced
if additional equity partners were required to make a successful project. The major hurdle was high
development costs compared to market rents and the need for a high amount of equity in order to
get a loan.
Neighborhood Renaissance, Inc. remains intently interested in developing the Ocean Breeze
property with a residential community and believe that we can bring the appropriate resources in
the form of private and public funds, including a financially capable tax credit developer (the
Gardner Capital Group) to get a project up and running.
