R93-135RESOLUTION MO. 993-/~ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, ADOPTING THE JOB DESCRIPTION OF BUREAU SUPPORT SERVICES ADMINISTRATOR; MAKING THIS POSITION PART OF PAY PLAN B; PROVIDING AN EFFECTIVE DATE. W~EREAS, recommendation Six of the "Assessment of Police Department Status Regarding Race and Sex Discrimination" report, dated September 17, 1992, and prepared by Murphy, Mayo and Associates, Inc., encouraged assessment of all police officer, supervisor and manager positions in the Department to determine if civilian staffing would be appropriate; and WHEREAS, it has been determined that the duties outlined in the attached job description for Bureau Support Services Administrator can be performed by a civilian; and WHEREAS, the City Commission of the City of Boynton Beach, Florida, upon recommendation of staff and in accordance with the above referenced Report, hereby adopts the job description of Bureau.~Su~port Services Administrator, and adding this position to pay plah ~" at Grade 36. NOW. THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OFf BOYNTON BEACH, FLORIDA THAT: Section 1. The City Commission of the City of Boynton Beach, Florida hereby adopts the job description for the position of Bureau Support Services Administrator, as attached hereto and made a part hereof and adding the position to pay plan "B" at Grade 36. Des-8/25/93 BUREAU SUPPORT SERVICES ADMINISTRATOR Nature of Work: This is technical administrative work. An employee in this class assists the Chief of Police in the direction of all personnel and activities of a municipal police department. Work is performed under general supervision of Police Chief to whom reports are made, however, employee must be capable of exercising considerable sound, independent judgement. Task Statement(s): Note: These examples are intended only as illustrations of the various types of work performed in this position. The omission of specific statements of duties does not exclude them from this position if the work is similar, related or a logical assignment to the department's function. Prepares monthly duty roster; prepares monthly departmental reports. Represents Police Chief and Department at civic and social functions as requested. Performs the following executive type duties: interviews, selects, and trains employees; plans and directs work assignments; maintains production records for use in supervision of control; evaluates employee performance and recommends promotions or other changes in status; handles complaints and grievances. Establishes and maintains continuous in-service training program. Prepares budget to include the justification requested, prioritization of capital outlay items, budget amounts, and final computations. for all items proper program Administers budget to include approval of all expenditures, preparation of all bid specifications; prepares justifications of non-budgeted expenditures; balances all accounts with trial balances. / Administers Law Enforcement Trust Funds to inc~de quart~r~ reports to the Florida department of Law Enf?~ment regarding monetary receipts and expenditures; prepares/justifications for City Commission approval; monitors expenditures from fund, and accounts for all money received. Supervises the Asset Forfeiture Specialist, Administrative Division Commander, training officer and administrative personnel. Bureau Support Services Administrator - pg. 2 Responsible for all departmental identification, intelligence, maintenance. records, evidence, crime prevention crime scene, and building Responds to complaints, questions, etc. regarding false alarms, parking tickets, etc.; processes waivers and voids when necessary. Supervises inventory control including fixed assets, vehicles, radios, and all supplies needed to operate the department. Complies with all established policies and procedures of the City including safety policies and procedures; reports accidents and incidents accordingly. Establishes and maintains an effective working relationship with supervisors, subordinates, employees, other departments/agencies; projects a positive, professional image when dealing with the general public. Education and Job Related Experience: High School Diploma/GED supplemented by college level courses; background in police practices and procedures, administration, training, state and municipal controlling laws preferred, and over five years job-related experience; or any equivalent combination of training and experience which provides the following knowledges, abilities and skills: Minimum Reasoning classification: ability usually associated with this Ability to apply principles of rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic or schedule form. Minimum Math ability usually associated with this classification: Using Algebra: Ability to deal with system of real numbers; linear, quadratic, rational, exponential, logarithmic, angle and circular functions, and inverse functions; related algebraic solution of equations and inequalities; limits and continuity, and probability and statistical inference. Using Geometry: Ability to perform deductive axiomatic geometry, plane and solid; and rectangular coordinates. Using Shop Math: Ability to use practical application of fractions, percentages, ration and proportion, mensuration, logarithms, slide rule, practical algebra, geometric constructions, and essentials of trigonometry. Bureau Support Services Administrator - pg. 3 Minimum Language ability usually associated classification: with this Read: Ability to read novels, poems, newspapers, periodicals, journals, manuals, dictionaries, thesauruses and encyclopedias. Write: Ability to prepare business letters, expositions, summaries and reports, using prescribed format and conforming to all rules of punctuation, grammar, diction and style. Speak: Ability to participate in panel discussions, dramatizations and debates; to speak extemporaneously on a variety of subjects. Traininq: Amount of training, either on-the-job or formal education, usually associated with this occupation in addition to the Reasoning, Math and Language abilities detailed above: Over 6 months up to and including 1 year. Physical Demands: Degree of Physical Demands (Strength) usually associated with this classification: Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary Work involves sitting most of the time, but may involve walking or standing for brief periods of time. This position at times may require walking or standing to a significant degree.
