Minutes 01-27-15 MINUTES OF THE ARTS COMMISSION MEETING HELD AT FIRE STATION NO. 2,2615 WEST WOOLBRIGHT ROAD, BOYNTON BEACH, FL ON TUESDAY, JANUARY 27,2015, 2014, AT 6:30 P.M. PRESENT: Debby Bottorff, Chair Debby Coles-Dobay, Public Art Manager Robyn Lorenz Rachel Mondesir Paul Sirota Anderson Slocombe (arrived 6.33 p.m.) Alyin Tito ABSENT: Cynthia Edward 1. Call to order Chair Bottorff called the meeting to order at 6:31 p.m. Ill. Roll all of Members Self-introductions were made. A quorum was present. Ms. Coles-Dobay announced Board Member Cynthia Edward had a scheduling conflict and would not be present at the meeting. III. Agenda Approval Motion Mr. Sirota moved to approve. Ms. Mondesir seconded the motion that unanimously passed. IV. Approve Meeting Minutes — December 23, 2014 The minutes were not available. Meeting Minutes Arts Commission Boynton Beach, Florida January 27, 2015 V. Announcements /Reports A. Kinetic Booth at Art Palm Beach Several Arts Commission members attended Art Palm Beach and a comment was made the opening night was very busy. Chair Bottorff attended on Saturday and distributed brochures about the upcoming Kinetic Art Symposium. Several people were interested that did not know about the event, while others did, but did not have the details. Ms. Tito agreed attending Art Palm Beach created a lot of interest. The programs were very helpful and the photographs helped pique interest. The presentation on Friday about Pathways to Kinetic Art, by Ralf Gschwend, "Ralfonso ", Development Director, Nancy Byrne, and Ms. Coles - Dobay had about 20 attendees. The low turnout was due to the time and the day he made his presentation. Ms. Coles -Dobay advised they would try to change his presentation time next year, but the presentation was well received. Attendees from the Museum of Lifestyle and History, which participated in art tours last year, attended returned and was were also very interested in the presentation. Nancy Schiffer made a nice presentation, which would be made at the Symposium about Pathways to Kinetic Art. Ralfonso gave an update of art happenings around the world with much attention paid to Chinese artists and up and coming kinetic artists. Ms. Coles -Dobay spoke about the Art in Public Places Program and why the Arts Commission was working with the Kinetic Art Organization (KAO) and hosting the Symposium. Her presentation ended with a video they play at the booth. An email list of interested persons was already started. Ms. Coles -Dobay agreed the event increased exposure and there were individuals genuinely interested. She noted the Art Palm Beach Booth was free and given by Leanne Lester from Art Palm Beach. Ms. Lester was not only attempting to bring an international art fair to the Palm Beach Convention Center, but south to connect with all the different art districts and happenings throughout the County. Individuals coming to Art Palm Beach would then be exposed to art and culture during the rest of the year. Art Synergy, composed of several different arts districts, had a satellite exhibition night and they were advertising for Art Palm Beach participants to attend. They could go to the different districts and there was a lot of opportunity to continue the art experience all week long. Ms. Lester offered Boynton Beach the opportunity to be part of that connection. Art Synergy holds sea fairs on a mega yacht, which was set up as a floating gallery and art exhibition. She noted the fairs are usually held in Miami, and one would be held on February 27 Anyone interested should let Ms. Coles -Dobay know and she would get passes. VI. Project Updates /Approvals A. Boynton Lakes Plaza Restoration 2 Meeting Minutes Arts Commission Boynton Beach, Florida January 27, 2015 Ms. Coles -Dobay reviewed the Plaza location has a large archway with a decorative mosaic by Suzy Edwards. She visited the site and the tiles have a reflective glass gold tint. Some of the glass lost its coating and it was supposed to last a lifetime. Ms. Edwards went back to the manufacturer, got new glass and replaced it all. B. Ocean 500 — Review and approval of public artist and art concept Ms. Coles -Dobay emailed information about the development and identified the location for the members. The project would be a mixed -use development with apartments and retail. Several of the owners of the project were from the northeast and she explained the AIPP process to them. They decided on artist, Albert Paley. Albert Paley's art was prevalent last year at Art Palm Beach. Last summer, he had 10 huge sculptures on Park Avenue. Mr. Paley's biography and a list of his projects commissioned throughout the world was distributed. His work was site specific. A rendering of his concept against the background of the project was viewed. The piece, which was made of stainless steel with a polychrome paint finish, was 40 -feet tall, 16 -feet wide, and 10 -feet deep. The budget was about $300,000. Ms. Coles -Dobay explained the members had to decide whether to approve him as a public artist. Motion Ms. Lorenz moved to approve Mr. Paley as a public artist. Mr. Sirota seconded the motion that unanimously passed. Motion Ms. Lorenz moved to approve the art concept. Ms. Tito seconded the motion. Discussion followed about the artwork. One member did not like the color of the sculpture and thought it was not a classic piece. The scale of the art also appeared to be too large for the corner and it appeared there was not enough room around it. Ms. Coles -Dobay explained this had been discussed with the developer. They went to each corner to ensure the art would fit and be visible. There was a question about the neutral colored buildings with a multi - colored piece. Ms. Coles -Dobay explained the artist was trying to accentuate the piece by having the buildings in the background. She had another conversation with the group and indicated the site plan showed a courtyard, canopies and trellis and her concern was how the piece connected to those items. Elements of the piece could be incorporated into the architecture, with the piece being the showcase. Chair Bottorff suggested the project have more collective elements, such as benches. Those would be architectural features that would create an experience. Mr. Slocombe noted the piece will be 40 -feet tall and would tower over the retail portion of the project. He thought there was a problem with the scale. Chair Bottorff agreed. 3 Meeting Minutes Arts Commission Boynton Beach, Florida January 27, 2015 Ms. Coles -Dobay indicated she would convey the comments to the developer about the scale, the space and how it connects to the building in the front and the towering apartment building behind it, but the members liked the concept. Mr. Anderson suggested a 3 -D rendering would be helpful. Motion Mr. Slocombe moved to have them provide a realistic 3 -D rendering to scale showing the relationship of the artwork to the surrounding streets and the proposed buildings. They would have to provide different views from the east, north and south to obtain different perspectives. Ms. Tito seconded the motion. The members liked the artwork and basic concept, but the piece was so monumental, it had to be displayed in the proper context. The motion unanimously passed. Ms. Lorenz noted there were several bars in the area and she expressed concern patrons may be injured or a vehicle jump the curb into the sculpture; however, Ms. Coles -Dobay explained there were stairs to the platform of the piece and the Arts Commission could address the details. Mr. Slocombe reiterated it may have to be smaller or scaled back. VII. International Kinetic Art Symposium and Exhibit Planning A. Event promotion Ms. Coles -Dobay updated the members the Symposium and Exhibit was listed in the Art Palm. Beach brochure and Showbook with a double -page spread in the later. Elayna Toby Singer from Boca Magazine printed a double -page article. There was also an article in the paper. It was noted the event received a lot of good press. The members updated Ms. Coles -Dobay on their promotional efforts. Of note was Dreyfoos School of the Arts had been approached to participate, but had not responded. It was learned those students had a project they would present at the event. The event information was also circulated through the Palm Beach Art Teachers Association. B. Event Schedule Ms. Coles -Dobay put together a time schedule for the Symposium, which was distributed to the members. Members volunteered to set up for the VIP reception. The reception would be held in the tent next to the Kapok tree where artist Elayna Toby will display her work. It was noted Ms. Singer's mobile will be installed on February e A tower light would be used on Friday and Saturday nights for safety and unarmed security guards would be present each evening. Members also volunteered to man tables at the Library, tent and Civic Center all day Saturday and Sunday. Other volunteers were Bill Combs, Jackie Swinton, Rick Beau -Lieu, and Jim Trashine. Art sales would be handled by Rick Beau Lieu and the sales commission of 30% would be divided between Mr. Beau Lieu and the City. They already sold some art. Discussion followed it was important members be available to distribute programs and answer questions. Posters and showbooks were available for sale and would be at the Arts Commission table alon g with other publications and nomination forms for the People's Choice awards One award was from the Kinetic Art Organization (KAO) and the other was the People's Choice for the outdoor and indoor exhibits. Ms. Coles -Dobay reviewed the volunteers for the VIP night. Two docents would be present at the event: one on Saturday and one on Sunday Ms. Coles -Dobay advised they hired a company to conduct a survey and they will be stationed in the tent. They will also have people counting as they enter each location. (Ms. Lorenz left the meeting at 7:47 p.m.) C. Board participation The members were provided with name tags, tee shirts, and credit card readers for sales of posters and show books. The shirts would help the public identify who they should speak with to obtain information. On Sunday at 6 p.m., volunteers would remove as much of the art as they could and bring it to the Library Program Room where it would be repacked and returned to the artist. If they do not finish removal of the pieces and repacking them in the Library on Sunday, a new crew of volunteers would return on Monday. The Civic Center housed vendors so they would take their items with them when the Symposium was over. VIII. Exhibits — None IX New Business A. Public Art Ordinance amendment to exempt: Normal, routine maintenance including replacement of existing damaged or failing structural or non - structural elements, HVAC, plumbing, electric, or fire detection /suppression equipment of a project not associated with an addition, renovation or new construction. Ms. Coles -Dobay explained the Art in Public Places fee applied to different projects. The purpose was to build public art into the projects; however, repairs such as roof repairs or an existing damaged structure could cost over the $250K AIPP threshold. The Art in Public Places program was not intended to be imposed on renovations. There are other exemptions for affordable housing or damage caused by acts of God, fire, hurricanes or other types of catastrophies. Motion Mr. Sirota moved to recommend approval of the amendment. Ms. Tito seconded the motion that unanimously passed. X Unfinished Business — None XI. Future Business A. Update 2010 AIPP Strategic Plan Ms. Coles -Dobay explained after the event, they would update the Strategic Plan. XII. Adjournment Motion Mr. Sirota moved to adjourn.
