Michael abstained since he was abSent. PRBLIC AIiDIENCE W. L. Corless, 202 S. W. 8th Ave. - made inquiry regarding rubbish collection. Wanted to know Jif the3, were going to ~ollow instruction sheet mailed to citizens. City Managerts secretary took note ©~ the complaint. The City Manager reported 2275 signatures have been obtained on the beach acquisition petition. BIDS One (1) Canopy Type Cab Forward 1000 GPM Pumper with Booster Tank - Fi~e DeparRnnent City Manager recommended the matter be deferred for ~orkshop consid- eration. ~s. Jackson moved to accept recommendation of Mr. Jones. Motion seconded by Mr. Wallace and motion carried 5-0. LEGAL Ordinances - 2nd Reading Ordinance 70-18 - granting conditional use, Lassiter parcel Mr. Michael moved that Ordinance 70-18 be removed from the table, seconded by Mr. Wallace and motion carried $-0. Mr. Michael moved that O~dinance 70-18 be passed on second reading. Motion seconded by Mn. Nylund and motion carried 5-0. Ordip~nee 70-29 - Rezoning parcel in Ac. Sec. 27/28-45-45 Reference.to O~dinanc6 70-29: Westp~l property south of Lee Manor Isles, Mm George Becket appeared ~ stated he felt the Ordinance is loosely drawn and that he had been so advised by an attorney; that it is full of omissions and he objected to it in general. Letter from M~. Lowry was read: objecting to thc change in zoning. M~. Hank Thompson~ representing Frank Mahoney, who owns property across the stDeet, does not oppose the Ordinance. Mr. F. Louis Wolff and A1 Silverman appeared before Council and read several letters from financial institutions indieati~ they could no~ get financing if there was a reverter clause in the O~dinance. James Wurth: 640 Castilla Lane, stated the residents had arrived at a compromise agreement in the past: and he felt the Ordinance was satis- factory as it was adopted on first reading, and they would be better protected if it ware passed as originally approved. The City Attorney read O~d. 70-29 by title only as approved on first reading Oat. 6: 1970. Mr. Wallace moved that Ordinance 70-29 be adopted on second reading: seconded by P~. Other Proclamation - Veterans Day Mr. Michael moved to authorize the Mayor to sign American Legion Pro- ctamation re Veterans Day. Motion seconded by Mrs. Jaekson~ and motion carried 5-0. Contract - Bristol Springs Corp, The City Manager recommended the item pertaining ~o Bristol Springs Corp. be deleted from Agenda. Mr, Michael moved to strike it from the Agenda. OLD BUSINESS Mr. Johnson gave a comprehensive report of city owned land suitable for recreation purposes~ as per sketched report submitted to Council, Request for abandonment of 30~ R/W~ Ac. Sec, 29-45-~3 (Caldos) (on the table) ~,~lct~mel moved that request for abandonment of 30' R/W by Catdos be removed from tab!e~ seconded by [zm. Nylund: and motion carried 5-0. ~. Clarification of obligations to the City of Caldos Developers, Inc. ~ir. Jones reported on the ob!i§ations to the City by Caldos Development Corp. Motion by P~r. MiChael, seconded by Mrs. Jackson that loose ends be tied up re Caldos obligations and presented in Resolution form. Motion carried 5-0. Mr. Michael moved that Caldos ~e requested to clean up debris in south end of their p~operty because of snakes~ rats ~ etc. Motion seconded by Mrs. Jackson and motion ca,Pied 5-0. Request of Harmon Fretz for delayed retirement Mr. Nylund moved that, based on Cmty Manager s reeommendation~ Fretz be allowed to continue working for one year from date he reached age of 65, seconded by ~. Wallace and motion carried 5-0. Referendum Items The City Manager reported on referendum items - I. drainage~ 2. beach acquisition, and Submitted the following options: Drainace 1. Bond referendum - North ~nd only - 1.5 to t~9 Million Dollars Drainage 2. Bond referendum - Entire City - 5 Million Dollars (Estimate) Bond referendum - both Dmainage and Beach ~cquisition 4. Drainage by special assessment 5. Increase millage rate to full limit and do ~he drainage work with City forces Combinations of any of the above 5 ~. Michael moved tI~ t drainage of the entire City and beach acquisition be placed on referendum at the December 1st election. F~. Wallace sec- onded the motion. It was agreed that ~{r. NEW BUSINESS Proposal of Wayne ]~lendo iwLv·· Wayne Kolendo, a ministerial student at Palm Beach Atlantic Co!lege~ appeared before Council and reviewed his plans to start a half~~y house for boys in Doynton Beach.
