MINUTES OF THE SENIOR ADVISORY BOARD EXTRA MEETING HELD ON MONDAY FEBRUARY 2, 2015,
AT 2:00 P.M. AT THE SENIOR. CENTER 1021 S. FEDERAL HIGHWAY, BOYNTON BEACH, FLORIDA

Chair Lynch called the meeting to order at 2:15 p.m.
II. Pledge of Allegiance /Silent Reflection
The members recited the Pledge of Allegiance to the Flag followed by a moment of silent reflection.

Roll call established; a quorum was present.

Motion
Ms. Lynch moved to approve the minutes as presented. Ms. Young and Ms. Chamberlin approved
the minutes.

VII. Old Business
• Continue dialogue with Mr. Majors, Ms. Shea and Ms. Molina concerning why no
white schools were present in the holiday parade.
Chair Lynch inquired about the invitation to schools to participate in the Holiday Parade. Lynch asked if
the city sends out applications to all public, private, and charter schools. Mr. Majors commented that all
schools are invited to participate in the parade regardless of race and open to everyone. Ms. Shea
explained that applications are available to all schools. Participation in the parade is open to the
community and up to 75 applications are accepted. The parade typically operates for a 1 % hours and
that is a sufficient amount of time for a parade to be conducted. She went on to say that the city posts
the application to its website, sends out media releases, posts on Facebook, Tweets on Twitter and
sends notifications to past participants in order to inform the greater Boynton Beach area about the
event.
• Beach fee
Mr. Majors stated that vehicles that have a Florida Toll Exception decal or have an adaptive aid for their
vehicle such as a wheelchair lift or hand control do not have to pay to park at Oceanfront
Park. However, a disabled parking permit does not exempt the driver from paying the parking fee. Mr.
Majors stated that it costs more than $600,000 to maintain and operate the park annually, and parking
fees generate approximately $350,000, which means the balance is subsidized by city tax dollars. When
the economy was strong and the City was able to waive parking fees for those vehicles that had a
disabled parking permit, it was determined that approximately 20% of the 4,000 — 6,000 visit the park
each month were having their fees waived, and, consequently, the City was not able to continue the fee
waiver.
VIII. New Business
• Police Chief Jeffrey Katz was asked about pedestrian crossing violations. Ms. Harris
explained that a lady was hit by a car and no police report was taken. Katz
commented that he will look into it if she had some specific information. Ms. Harris
said she would try to get the information because she wasn't present at the
incident.
• The Barrier Free Park Fitness Zone ribbon cutting will take place on Fed. 14 at 9:00
a.m. There will be 17 pieces of outdoor exercise equipment adjacent to the Tennis
Center. The equipment is accessible for wheelchairs. It is part of a nationwide
initiative from the Trust for Public Lands.
