ARTS COMMISSION ADVISORY BOARD OVERVIEW
Purpose & Duties
1. Purpose
a. To advise the City Commission on matters related to the arts (visual arts).
b. To develop a programs and plan to promote Art in Public Places
c. Support the Art in Public Places
d. Recommend guidelines and funding implementation
2. Duties
a. Recommend funding sources including private and grants
b. Encourage public & private partnerships in the arts
c. Review and make recommendations on artworks for private and public buildings
and spaces.
d. Encourage the flow of art to the City
e. Stimulate art related activities and events
f. Study issues related to art
g. Implement art programs as designated to it by City Commission
h. Advise City Commission of findings and make recommendations on matters re-
ferred to the Arts Commission within timeframe established by City Commission..
Organization & Meetings
1. Organization
a. 7 regular 2 alternates appointed by City Commission
b. Citizens & business owners in City limits
• Artists, architects, art advocates, planners, developers, business owners, law-
yers, accountants
c. Organizational meeting Arts Commission appoints Chair and vice chair at anni-
versary of first meeting selected annually of the first meeting of the Arts Commis-
sion or November. (This can be changed)
d. Public meeting posted. Special meetings as needed.

Sec. 2 -161. Arts Commission.
The Boynton Beach Arts Commission shall function and operate as outlined in the
City of Boynton Beach's Ordinance No. 01 -64.
Sec. 2 -162. Powers and duties of committee.
(A) The Arts Commission shall have the following additional powers and duties:
(1) Recommend to the City Commission, adoption of Art in Public Places
Program Guidelines and amendments thereto;
(2) Recommend to the City Commission, adoption of a Public Art Master Plan
identifying locations for public artworks and establishing a priority order;
(3) Recommend to the City Commission authorization of expenditures for
maintaining and implementing the Art in Public Places Program;
(4) Recommend to the City Commission other expenditures of the Public Art
Fund such as hiring staff and services to run the Art in Public Places
Program;
(5) Exercise their authority to approve, approve with conditions or disapprove
proposed installation of artwork based on Art in Public Places Program
Guidelines; and
(6) Advance, through education and communication, the Art in Public Places
Program Guidelines. The guidelines are attached as Exhibit "A ".

BOYNTON BEACH PUBLIC ART ORDINANCE SUCCESS
A. Boynton Beach IS the model ordinance
• Many programs initially had 1 % for art ordinances that were on municipal projects only
• In 2004 the Boynton Beach Arts Commission recommended a program that is funded by
1 % of construction value for new development and redevelopment.
• Many programs throughout the country are now changing their program to include new
development and redevelopment BUT they take the entire 1 % to create public art
elsewhere their cities.
• Boynton Public Art allows 70% of the 1 % to fund public art in the developers project
• Boynton Public Art allocates 30% of the 1 % to fund the public art department expenses,
maintenance costs and programs like "Avenue of the Arts."
• Recently cities such as Delray Beach and West Palm Beach have consulted Boynton
Beach's Art in Public Places program to model their public art ordnance.
B. Threshold on % of public art to project valuation
• ALL fees are scales in proportion to the project construction value
• ALL components of the project are scaled to the projects construction
• A larger scaled project will need a more impactful public art component to market and
identify the project to its target audience
• The developer is encouraged to integrate the public art into the project (not plop a
sculpture in a courtyard)
• ALL of the costs to design, site, engineer, fabricate, install the public art are considered
part of the public art budget.
• Since the beginning of the program the Public Art Department has operated on a under
$200,000 yearly budget due to the collection of 30% of the 1 % funds
C. The City AND the development project benefits from placing Public Art
• Cultural Tourism - Attracts visitors to the City AND to the development project
• Economic Development - Businesses, corporation and residents locate in cities where
public art exists
• Branding - Boynton Beach AND the development project utilize the public art to brand
and create identify
• Job Creation - A variety of disciplines are employed to design, site, engineer, fabricate,
install and maintain the public art
• Education and Inspiration - The public is free and accessible to the public art to stimulate
inspiration and education

MISSION - Why Art in Public Places
Our mission is to integrate the arts into the greater community. The purpose is to
stimulate cultural interaction, education and economic development by selecting, siting,
installing and maintaining public art.
How We are Funded
The Art in Public Places program is funded through a one - percent public art impact fee.
As development occurs, public art is integrated into the architecture, infrastructure,
landscape and greenways throughout Boynton Beach.

Why Art in Public Places (The Mission)
To integrate the arts into the greater community. The purpose is to stimulate
cultural interaction, education and economic development by selecting, siting,
installing and maintaining public art.
How We are Funded
The program is funded through a one - percent public art impact fee. As development,
occurs public art is integrated into the architecture, infrastructure, landscape and
greenways throughout Boynton Beach.
