Minutes 03-26-15 MINUTES OF THE EDUCATION AND YOUTH ADVISORY BOARD MEETING HELD IN COMMISSION CHAMBERS, CITY HALL, 100 E. BOYTON BEACH BOULEVARD, BOYNTON BEACH, FLORIDA, ON MARCH 26, 2015, AT 6:00 P.M. Present: Steve Waldman, Chair Sherri Claude, Board Liaison Valencia Spells Anderson Carla Colebrooks Hattie Miller (arrived 6:07 p.m.) Dr. Tiffany North, Alternate Absent: Dr. Stephanie Hayden Carol Lundquist Vice Chair Morera Loretta Wilkinson, Alternate Kathleen Wilkinson, Student, Regular Voting Member I. Call to Order Chair Waldman called the meeting to order at 6:05 p.m. Ill. Pledge of Allegiance/Moment of Silent Reflection The members recited the Pledge of Allegiance to the Flag, followed by a moment of silent reflection. Ill. Approval of Minutes of February 26, 2015 Motion Dr. North moved to approve the minutes as presented. Ms. Colebrooks seconded the motion that unanimously passed. IV. Approval of Agenda Motion Dr. North moved to approve the agenda. Ms. Spells Anderson seconded the motion that unanimously passed. V. Announcements/Presentations/Correspondence Chair Waldman announced Freedom Shores School will hold a Caloosa Craze on April 6 from 8:30 a.m. to 9:30 am. and they will share their step back in time to teach about Florida's Shell People, the Mighty Caloosa. Public Audience Jeanne Heavilin, Boynton Beach Sister Cities, advised the Youth Summit held in conjunction with the Sister Cities Annual Conference has still not posted any information about the event. In the past, one or two youths had attended. She was aware it would be some sort of service project, but did not know if youth could receive credit for community service hours because it is out of state. There had been changes in the local Sister Cities Chapter and some new officers. There were also some program changes with the Young Artists/Young Authors. This year, they could not use the Mall as they indicated they needed the space for other events. They considered the Library, but the Library Director was concerned with liability issues if the stands fell. They decided to hold the exhibit on Friday, May 8 t" and Saturday, May 9 at the Woman's Club. The awards ceremony would be held the evening of May 8 " . Sister Cities would have to handle the judging and notify the winner prior to the reception. They started receiving essays and she needed help judging them. She hoped to receive more. Two Sister Cities members were calling the schools, but nothing was yet received from Boynton Beach High School. She did not think they would need help putting up the exhibits. Ms. Heavilin explained in past years, they looked for sponsors for the Young Artists/Young Authors prize money. They were having a harder time obtaining sponsors because they were not at the Mall and did not get the visibility they had in the past. She requested the Board consider donating $200 for each winning school for art supplies. Prior donation requests were submitted in writing and Chair Waldman explained the Board could discuss it. The total request was $400. Chair Waldman inquired if they contacted the Chamber of Commerce and Ms. Heavilin responded someone had. The organization was working with the Boynton Beach Art District to obtain sponsorships. Nearly all the money they acquire is for prize money. A suggestion was made to contact the Boynton Beach Arts Commission and the Kiwanis Club. Chair Waldman suggested Chili's or a local restaurant may help with sponsorships. Ms. Heavilin explained they have several individuals who have donated $100 and noted it costs about $1,600 for Sister Cities to hold events. Motion Dr. North moved to support the event in the amount of $400 for prizes for the winning school. The motion died for lack of a second. Ms. Colebrooks inquired what kinds of prizes had been given. Ms. Heavilin responded funds for art supplies are given to the winning middle and high schools. The first, second and third place winners for both the Young Artists and Young Authors receive cash awards. She thought the first place winning high school award may be $150. Ms. Colebrooks gave information on individuals who may be interested in donating. 2 Meeting Minutes Education and Youth Advisory Board Boynton Beach, Florida March 26, 2015 Motion Dr. North moved to have a discussion and get back to the requester at a later date. Ms. Spells Anderson seconded the motion. Chair Waldman thought it would be better to have more members present at the meeting to make the decision and there was agreement Ms. Claude would add this item to the next agenda. Chair Waldman also noted there was $863 in the Community Contribution funds account. Making a donation would not leave a high balance. Ms. Heavilin agreed to submit a donation request. Dr. North also requested the Board be advised of how much has been received for donations. It was important the agenda and request contain the needed information. Vill. New Business VIII. Old Business A. Sister Cities This item was previously addressed. B. Tennis Carnival (April 25) Chair Waldman announced the Tennis Carnival at Hunters Run from 9:30 a.m. to 11 a.m. Vice Chair Morera will handle the refreshments. So far, eight people were registered and Ms. Claude would more aggressively promote the event. Chair Waldman advised he had drinks that Vice Chair Morera could bring to Hunters Run. Ms. Claude had also previously emailed the members that tee shirts would not be provided, however, Ms. Stern's daughter would be sending tee shirts for the youth. C. Shred-A-Than (May 2) This event was from 10 to 12 noon. Ms. Claude had received the signed agreement from the shredding company and would publicize the event. Chair Waldman agreed to notify the high school about the event. D. Youth Volunteer Bank/Bob Borovy Award The Borovy Award deadline was March 31' O ne application was received. Ms. Heavilin and Debbie Majors, City Grants Coordinator, would judge the entries. Ms. Claude anticipated they would receive a lot of applications at the last minute, which had occurred last year. The 1 st prize was $500 and $150 for 2nd Place. 3 Meeting Minutes Education and Youth Advisory Board Boynton Beach, Florida March 26, 2015 Chair Waldman requested the members consider, if the Shred A Thon raised $1,000, $500 of it be deposited into the Borovy Award account. IX. Future Meeting Dates: April 23, 2015 Chair Waldman announced he will not be at the April meeting due to a family celebration, but will be present for the May meeting. He requested alerting Vice Chair Morera to be present for the May 28 meeting. Chair Waldman will also contact Harvey Oyer to inform him how the Board disbursed his donation. Hopefully another donation would be received. X. Adjournment Motion There being no further business to discuss, Dr. North moved to adjourn. Ms. Colebrooks seconded the motion that unanimously passed.
