Help Boynton Beach Police combat auto theft
It just got even harder to drive a stolen car around Boynton Beach.
The Boynton Beach Police Department's Crime Prevention has reinstituted its Combat Auto
Theft Program (C.A.T.).
The nationwide program allows officers to conduct an investigative traffic stop between the
hours of 1 a.m. and 5 a.m., on any vehicle that displays a C.A.T. decal on the lower left portion
of the vehicle's rear windshield.
Here's how the voluntary program works: Participants will fill out a registration form that
includes the car's make, model, color, license plate number and vehicle identification number.
They will receive a yellow and black decal that when placed on the windshield gives police
permission to stop anyone seen driving it between the designated hours.
If the driver or occupant is not the same as the registered owner, dispatch will contact the
owner for verification of permission to occupy the vehicle. If the driver or occupant does not
have permission, the officer will verify if the owner wishes to press charges for grand theft
auto. If so, the officer will make an arrest in accordance with state statute.
Participation in the program is not recommended for persons who operate their car between
the hours of 1 a.m. and 5 a.m., even if such use is infrequent. In addition, participants should
understand that officers who observe the car will treat it as a suspected stolen vehicle, and
conduct a traffic stop using precautions to ensure their safety.
If you are stopped by an officer, remain calm, turn on the interior lights and place both hands
on the steering wheel unless the officer directs you to do otherwise, according to Crime
Prevention Officer Rita Swan.
"We are working hard to incorporate programs that enhance the risk of detection and
apprehension of criminals," Swan said. "Criminals should think twice about stealing a car in
Boynton Beach." To register for the C.A.T. program, contact Crime Prevention Officer Rita

normally operated between the hours of 1 A.M. and 5 A.M. If a Law Enforcement Officer observes a person operating my
vehicle during these hours, they will reasonably suspect that my vehicle has been stolen by said person. This suspicion will
constitute cause for the Law Enforcement Officer to stop the vehicle and its occupants.

ENFORCEMENT OFFICERS WILL FOLLOW PROCEDURES FOR STOPPING A SUSPECTED STOLEN VEHICLE,
INCLUDING THOSE PRECAUTIONS NECESSARY TO ENSURE THE OFFICERS SAFETY.
I agree to inform all persons who, with my consent, operate my vehicle of my participation in Operation C.A.T. and of the
provisions and requirements of this program.
I UNDERSTAND THAT PARTICIPATION IN OPERATION C.A.T. IS STRICTLY VOLUNTARY AND MAY BE TERMINATED
BY ME AT ANY TIME.
If I wish to withdraw from Operation C.A.T., or if I sell /transfer my vehicle or change my address or telephone number, I will
immediately notify the Boynton Beach Police Department in writing of such withdrawal /transfer.
I understand and agree that I must fully remove the Operation C.A.T. decal from my vehicle upon withdrawal from the
program or upon sale /transfer of ownership of my vehicle. (A decal for a new replacement vehicle will be issued upon
request.)

At the last meeting, Katie asked me to go through the minutes as it pertained to meeting dates for the Senior Advisory
Board. I went thought all the way back to the end of 2011 to see if the Board had made any specific recommendations,
but there were none contained in the minutes. Historically, the Board meets on the 1 Monday in January, March, May
and November.

We are pleased to advise you that the City Commission appointed you on Tuesday, December 17 2013,
to serve as a regular member of the Senior Advisory Board, with your term ending in December 2015.
The Board meets the first Monday of the month when decided upon by the Board at the Senior Center.
Thank you for offering your services to the City of Boynton Beach as a member of our advisory board.
To assist you as a new board member, enclosed is an information packet you may find useful. It
contains:
1. List of current board members;
2. Section of the Code outlining the board's duties and responsibilities;
3. Procedure for board alternates and attendance policy;
4. Copies of the minutes of the last three meetings;
5. A "Guide to the Sunshine Amendment and Code of Ethics."
Your attendance is important at all upcoming board meetings. However, if you are unable to attend a
meeting, please call the City Clerk's Office at 742 -6060 prior to the meeting. This will enable verification
of a quorum to be determined. When a board member has missed three meetings for any reason, that
member will be notified that one additional absence may cause the board membership to he terminated,
and a replacement to be appointed at the time of the next absence.
