Minutes 06-18-15 MINUTES OF THE ARTS COMMISSION MEETING HELD AT FIRE STATION No. 2,2615 W. WOOLBRIGHT ROAD BOYN BEACH, FLORIDA, THURSDAY, JUNE 1, 2015, AT 6:30 P.M. Present: Debbie Bottorff, Chair Debby Coles - Dobay, Public Art Manager Paul Sirota, Vice Chair Cynthia Edwards Robyn Lorenz Rachel Mondesir Anderson Slocombe (arrived 6:55 p. m.) Absent: Lisa Hyman, Alternate Aylin Tito I. Call to Order Chair Bottorff called the meeting to order at 6:31 p.m. II. Roll Call of Members Self- introductions were made. A quorum was present III. Agenda Approval Ms. Lorenz moved to approve the agenda. Ms. Mondesir seconded the motion that unanimously passed. IV. Approve Meeting Minutes a. December 23, 2014 The above minutes were not available b. April 28, 2015 There were three minor corrections as follows: Page 4, third paragraph, "The Arts Commission comments were taken to heart at the C senior staff level and were being ... Motion Ms. Lorenz moved to approve with the changes. Ms. Mondesir seconded the motion that unanimously passed. c. May 14, 2015 Motion Ms. Mondesir moved to approve as written. Ms. Lorenz seconded the motion that unanimously passed. V. Announcements /Reports a. Conrad Pickel Celebration May 23, 2015 8 a.m. — 1:30 p.m. Chair Bottorff attended the Celebration and advised she was not familiar with Conrad Pickel. She was astounded how talented he was beyond his work with stained glass. His son Paul Pickel, a glasswork artist, was present at the event as was McMow Glass Studio and Benzeiten Center for the Creative Arts. Conrad Pickel has eight stained glass church installations in Boynton Beach. She commented it was a wonderful art exhibit and noted Conrad Pickel's work in a mausoleum in Chicago was listed in the Guinness Book of World Records for the largest stained -glass installation in the world. He had completed over 800 stained glass pieces all over the world and had exciting ideas for Boynton Beach, one of which was stained glass around the water tower with an observatory at the top that did not come to fruition. He was a visionary. Ms. Coles - Dobay encouraged the members to take the local tour and she referred the members to the handouts created for the event. b. June 24, 2015, 6:30 — 7:30 p.m. Exhibit Reception and Book Signing of "Sunrise Sunset: 52 weeks of Awe and Gratitude" at the Civic Center Chair Bottorff reviewed this event and encouraged the members to attend. VI. Project Updates /Approvals None VII. AIPP Strategic Plan /Master Plan a. Strategic Plan outline changes and updates 2 Meeting Minutes Arts Commission Boynton Beach, Florida June 1, 2015 Ms. Coles -Dobay reviewed the Strategic Plan and explained as the members make progress on the Plan, she updates and reorganizes the outline. She pointed out page five of the handout provides a rough outline for each upcoming meeting and what the subject of discussion will be, although some may change. Her goal was to avoid a Saturday session. At some point, the Arts Commission would conduct public outreach for at least an hour and advise the public what is in the Plan. When the Arts Commission drafted their first Strategic Plan, they held a meeting with stakeholders, art and cultural organizations and many others. They made a presentation about what they thought they would like to do and then conducted a survey. The Arts Commission had created contact lists for the Symposium, e- newsletters, Facebook and all social media avenues which they could utilize to solicit feedback by having an on -line survey. Chair Bottorff liked each meeting assignment and advised they will accomplish a lot before April 14. Ms. Coles -Dobay added a tour of public art and City spaces to the September 10 meeting, sunlight permitting. There would be a joint meeting with the Recreation and Parks Advisory Board in August and they could make a presentation to them about public art in City parks. Additionally, Mr. Majors would be making a presentation regarding their strategic plan. Ms. Coles -Dobay suggested reviewing the information on what is already at the parks such as eco art and art in Quantum Park. Chair Bottorff commented the Arts Commission took a parks tour and viewed land for park acquisition. The Arts Commission would provide input on how to add art, gather information and make a presentation showing how art could enhance the parks. The two meetings would be held on August 13 and August 24 There would be a five - minute conceptual presentation made at the August 13 meeting. b. Districts • Boynton Beach Blvd. • Heart of Boynton • East Boynton including the Marina • North and South Federal Highway • Business Districts • Arts Districts Ms. Coles -Dobay reviewed the various boundaries and districts. She explained the reason to divide districts was there are several plans for each, but they want to consolidate them into one Plan. The Arts Commission could use information about the districts and culture and determine what type of projects would be appropriate. The members had previously discussed the downtown core and Imagineering district. She referred the members to the Luftas and La Coquimbo shipwrecks which ties to water. The Avenue of the Arts is in the Cultural District and there are a lot of concepts which the members could elaborate on, plus there are communities throughout and new development projects. 3 Meeting Minutes Arts Commission B oynton Beach, Florida June 1, 2015 Ms. Coles -Dobay reviewed how public art relates to the area. Ms. Lorenz thought a cohesive theme throughout the City should be decided on that tied into the art. Ms. Coles -Dobay explained there is a theme that pertains to the different areas. She referenced the cultural district, close to the ocean and Marina that ties it to the amenity which is water. Different examples of what could be, applied were discussed. Temporary painted surfaces or pavers could be used. Nathaniel Boynton historically fit into the Marina /Downtown area and Dewey Park also has historical significance. The members had contemplated eco art as part of the area, and the shipwreck was something that could connect it although they would not necessarily say they want shipwreck art. It was a concept of the area. Functional things like benches, murals, mosaics and armatures could be used throughout the City. Ms. Lorenz was concerned the different areas would create a patchwork effect as opposed to a centralized theme. Discussion followed about Collins Avenue in Miami. The theme on Collins Avenue was not throughout Miami. All is done in context and themes are usually to highlight a specific area. To have a common theme across an entire City would be too monochromatic. Ms. Coles -Dobay commented it would not be beneficial to paint one style across the City. Ms. Lorenz thought most themes were colorful. Chair Bottorff suggested the members consider all in the context of the area. Ms. Coles -Dobay explained that was the purpose of having a Consolidated Plan. The Arts Commission was reviewing the various districts, and it would be helpful to visit the districts, learn its history, culture and style, and put it in the Arts Commission's plan. Ms. Coles -Dobay referenced the Heart of Boynton is very colorful. When the artist created public art for that District, he listened to the community and determined the residents espoused a sense of community, history, faith, and more. As a result, the public art installed in that area reflected all those characteristics. Further discussion followed art has to tie in with the CRA and City plans and have some degree of cohesiveness. There would be a different look and feel in the Heart of Boynton than would be had along Federal Highway. The Marina is different than the Cultural district and would also have a different feeling. Chair Bottorff suggested that due to this information being presented to people who may not be art- oriented, the document may need to reflect what was done in the district, and include photographs and suggestions. She commented the districts and plans all provide great opportunities for art and to create character. She thought it was important to include what the Arts Commission would like to see accomplished in the future so the public can provide comment. Mr. Slocombe commented it was important to have a justification for the direction one moves towards and oftentimes it is a historical reference. Chair Bottorff thought it was important to create a consistent formula for each area. The information may change from district to district, but it creates a road map. 4 Meeting Minutes Arts Commission Boynton Beach, Florida June 1, 201 Mr. Slocombe suggested the road map not be too specific. He explained one concept for the district that would be developed as a Transit Oriented District was to use signature art or a mural or something iconic to identify the stop. In addition to the title of the districts, the Plan could provide examples of what can be done or what others have done. If examples of illuminated art were provided, the example would show what it looks like during the day. Ms. Coles -Dobay recommended the members bring back ideas for the tone, theme, or guide to identify the different areas, and include examples of what was done and the direction they want to pursue. Examples could include photographs or things they see or find online. Chair Bottorff offered to help create this. Ms. Coles -Dobay noted all the Blueways /Bikeways and Greenways Trails plan in the City and commented the Old Dixie Eco Walk was included. Ms. Coles -Dobay pointed out the Heart of Boynton Plan is on the Arts Commission website and it includes the history of the area, its size and timeline. An aerial noting important buildings within the district was viewed by the members. She explained there were new homes constructed. D erelict buildings were demolished and the land will be developed in the future. Public art was already in areas of the District. Ms. Coles - Dobay reviewed the model block homes and referenced Wilson Park, pointing out there will be opportunities for art on the Trailway. The Plan includes an overview of the neighborhood and the Master Plan. Some of the existing banners along the street were created from the artwork located on the corner of MLK. Ms. Coles -Dobay recommended the members read the document to understand what is there and what would be appropriate. The members reviewed the document for each area of the CRA. They reviewed Sara Sims Park. The Boynton Harbor Marina Entryway, the Downtown, plans to create downtown parking, and the Arts District in the Industrial Craft District were also viewed. The Arts District is on privately -owned land and it was hoped it would be included in the cultural corridor. The CRA was trying to acquire property at one point, or work with the owners and help them with the redevelopment of the property to provide for artist work and retail studio space. Vice Chair Sirota left the meeting at 7:53 p.m. and returned at 7:55 p.m. Studio space could remain in the Industrial District. Ms. Lorenz pointed out signage was needed for each District. People drive by and do not even know what is there. Discussion ensued there is much growth anticipated. Ms. Coles -Dobay explained All Aboard Florida, which will run from Miami to Orlando, will have a Boynton Beach Station. Links and reference documents were provided to the members so they could come to the next meeting with a description for each area. They could incorporate and formulate ideas. VIII. Unofficial Public Art Placement • Graffiti 5 Meeting Minutes Arts Commission Boynton Beach, Florida June 1, 2015 • Yarn bombing • Street Craft • Sculptures Chair Bottorff explained these are items that do not fall within the category of standard public art and pointed out the art is often not funded. She wanted to discuss this because when art is placed in the City without going through the process, it is unofficial and a discussion of whether to keep the art or not and whether the Arts Commission should weigh in should be held. Ms. Coles -Dobay showed slides of these types of art. Chair Bottorff thought the Arts Commission should have a say. Ms. Mondesir thought the Arts Commission should have a say even after the fact, while Mr. Slocombe favored input before placement. Ms. Coles -Dobay explained previously there was a mural painted on a building without going through the mural process and a decision had to be made whether it should remain. She noted there are issues with maintenance and safety. It was thought the Arts Commission should make that recommendation. Ms. Coles -Dobay wanted to update the mural process and agreed to draft a policy for the next meeting. It was important to have something in place to address this because art in the City is a reflection of the art program and maintaining it, placing it permanently, the cost to remove it or its value all had to be considered. It was also thought the Arts Commission could make decisions how to deter unofficial art. Motion Mr. Slocombe moved to have a policy document to deal with unofficial artwork. Ms. Mondesir seconded the motion that unanimously passed. IX. Exhibits a. None X. New Business a.
