The following residents staled they were aware of the problems con- fronting the City Council; they opposed the installation of toll gates but suggested other means of increasing revenue. City Clerk stated that the Ministerial Association submitted lhe name of Revi Nelson Moyer of the 1st Methodist Church. Mr. Gallo moved we accept the recommendation and appoint Rev. Nelson Moyer as a member of the Inter-Racial Committee. Mr. Collins seconded. Unanimously carried. Page No. 2 MINUTES REGULAR CITY cOLrNCIL MEETING AUGUST 19, 1988 NEW BUSINESS: Correspondence from the Town of Ocean Ridge: City Clerk read the letter sent to the State Road Department from the ~bwn Council of Ocean Ridge in which they proposed that the new bridge over the Intracoastal Waterway be placed at N. E. Second Avenue rather than Ocean Avenue. LEGAL: Ordinance 68-16 (2nd Reading) (Cn the Table) Rezoning Acreage Parcel - ¥7 o~..f~ Reeuest: Mr. Gallo moved that this item be removed from the table. Mr. Nylund seconded. Unmuimoualy carried. City Attorney read Ordinance 66-16 by caption only, 1st reading: June 17, 1988. Mr. Gallo moved that Or dinance 88-16 be passed on second reading. Mr. Collins seconded. Mr. Summers stated that a petition had been presented to the Planning and Zoning Board with approximately 90 names of residents who opposed this change, and he thought they should be considered. Mr. Gallo stated that he had been present~ at the meeting of the Plann- inE and Zoning Board when this item had been voted upon, and everyone seemed to be concerned with dead end streets, and not zoning as such. He further stated that it was considered to be for the betterment of Boynton Beach and therefore requested the City Council to approve this change in zoning. Motion carried S-2, Mayor Michael and Councilman Summers voting against this Ordinance. Resolution 68-K Re: Federal Tax Exemption for M%,nicipal Bonds: City Attorney read Resolution 68-K in its entirety. Itc then explained that this resolution would be forwarded to members of Congress opposing a bill which would eliminate federal tax exemption on municipal bonds. Page No. 3 I~IINUTI~S REGULAR CITY COUNCIL MEETING AUGUST 19, 1988 Mr. Gallo moved that Resolution 68-K be accepted. Mr. Summers seconded, unanimously carried. A DMINISTRA TIVE: Consider Request of Boynton Beach Jaycees S,hark Tournament: Mr. Gallo made the motion that the City of Boynton Beach go on record as approving this Tournament, which is an attempt ~o eradicate the sharks along the Palm Beach County Coasts and further stated he would like the City to support this Tournament and contribule the $200. 00 which had been requested. Mr. Nylund seconded. t%ir. Collins stated that the Chamber of CoLm-nerce spends thousands of dollars to bring the tourist into the area, and now it seems that this Tournament would tend to frighten the tourist away by shouting "shark". Mr. Summers stated he could not conceive of the idea of the shark situation being relieved by fishing for them. C. Joe Cook, President of the Boynton Beach J:Q Ss came forward and presented Ken Berman of the Lake VVorth J. C. 's who explained the aims and purposes of ~his Tournament, and further stated nothing but fishing pressure will even%ually eliminate these sharks. M~tion carried unanimously. Free Garbage Service for Schools Within the City: City l~lanager stated he had checked with other Cities in the County and found the greater percentage are billing the ~arbage direct on a commer- cial basis. He further stated it is quite a service that the City renders to the schools in that our garbage trucks pick up at the lunch rooms and must also pick up at a specified time, and this extra service costs the City money. Mr. Gallo moved we charge the Palm Beach County Schools in accord- ance with our commercial garbage fees. 1Vir. Summers seconded. Unanimously carried. Consider Request of Comprehensive Commtuuity I~lental Itealth for Building Funds: City Clerk read the letter received from the above organization in which they requested $750.00. Page- No. 4 MINUTES REGULAR CITY COUNCIL MEETING AUGUST 19, 1988 Mr. Gallo moved that this item be tabled until ii can be ascertained as to what responsibilities Bosrnton Beach has towards this particu- lar program, Mr. Collins seconded. Much discussion followed. Motion carried 3-2, Mayor Michael and Councilman Summers voting no . Establishing Fees for Use of Recreational ~'acilities: Mr. Gallo moved thai this item be tabled for next lD'orkshop Session inasmuch as the item has inadvertently been placed on Tonight's Agenda. Mr. Collins seconded. l~ir. Summers stated that inasmuch as a large portion of the audience were presen~ for this item, he felt ii should be discussed tonight. Mr. Gallo stated that he considered the press extr. emely unfair inasmuch as the City Council at a Budget Session was making au effort to cut expenses in the entire Recreation Department but unfortunately, the press picked up this 'one item, publicized it t® such an extent, that it was ~'blown up" way out of proportion. Mayor Michael agreed with Mr. Gsllo, and further stated that as far as the fence was concerned, it was just one of many ideas the City Ceuncil has discussed but there were no decisions made at any time. The Niayor went on to say, that he would not discuss so important an issue without having all the facts and figures before him. M~tion carried 4-1, Mr, Summers dissenting. ~,,o~s%der Increase on Blue Cross-Blue Shield Hospitalization: City Manager stated that hospital rates have gone up tremendously since the last contract and had so advised the City employees, asking them to indicate whether or net they were interested in increasing the costs on lheir family contracts. The results ef this poll indicated 72 members were in favor of this increase and 3 were not. Mr. ~Gallo moved we put in effect this new contract with Blue Cre~- Blue Ski~l~ for the employee benefit increasing the coverage from $24.00 tO $30.00 per day room coverage, Mr. Collins seconded, t Mayor Ntichael asked what the cQst would be to the City for this addi- tional cost and was advised that the tot~ sum was $4 341. for the present number ~f employees. Discuss Evening Registration: City Clerk advised that Ben Cain had requested that City Hall remain open on Augu~ 21, 1988 for the purpose of registration of voters. Mr. Gallo stated he would be in favor of this, providing registration is open for ~all residents and it is advertised through the news media.
