I. CALL TO ORDER
Chair Bottorff called the meeting to order at 6:39 p.m.
II. ROLL CALL OF MEMBERS
Self- introductions were made. Chair Bottorff welcomed Sarah Offutt as the new Board
Alternate. Ms. Offutt started a mobile paint and sip company called Art Obsession a year and
a half ago. Instead of having a set location, they go to wine bars and breweries, teaching
canvas and bottle painting. They were now looking for a permanent location in Boynton Beach
or Lake Worth.
Ms. Coles -Dobay announced Aylin Tito had to resign. She has new duties at work and has to
travel, in addition to continuing her education. She hoped to rejoin the Board in the future and
was grateful to be part of the team. The members wished her well.
III. AGENDA APPROVAL
Ms. Coles -Dobay had revised the agenda and announced the changes were the addition of the
500 Ocean groundbreaking event and the East Water Treatment Plant finalist artist team
proposals.
Motion
Ms. Mondesir moved to approve the agenda as amended. Mr. Slocombe seconded the motion
that unanimously passed.

Motion
Ms. Mondesir moved to approve the minutes. Ms. Edwards seconded the motion that
unanimously passed.
V. ANNOUNCEMENTS/REPORTS
A. June 24, 6:30- 7:30pm Exhibit Reception and Book Signing of "Sunrise Sunset:
52 Weeks of Awe and Gratitude" at the Civic Center.
Chair Bottorff advised she could not attend the event, but Ms. Coles - Dobay did. Ms. Coles -
Dobay conveyed the event had an excellent turnout. There was a diversified crowd and the
Vice Mayor from Ocean Ridge attended. The artist signed books and a Buddhist played
music. The book was well received. It was the artist's first exhibit and 10 books were sold.
Ms. Offutt attended the 500 Ocean Groundbreaking ceremony and reported the project was
huge. There would be 341 apartments and 13,000 square feet of office and retail space. The
building will be a huge draw and help foster art. There was also a small reception at the Ruth
Jones Cottage.
VI. PROJECT UPDATES/APPROVALS
A. Casa del Mar public art proposal
Lucy Keshavarz, the artist for the project, reviewed the project location was on the north
end of U.S. 1 between the Intracoastal and Federal Highway, north of Dimick Road and south
of the Peninsula condos. She advised the site plan had changed to accommodate the adjacent
single - family home community. She reviewed the various building elevations and advised from
U.S. 1, only the rooftop and end of the community would be visible. There is an existing
commercial area that would remain. The entrance was 155 -feet wide and the privacy wall,
north of the gate was about 80 -feet long. The developer wanted a mangrove theme. A
rendering of the landscape plan was viewed. Using the mangrove theme, the proposal is to
create a sculpture in cast stone and metal and extend it onto the wall to create a greater
presence. The face of the wall on the roadway where the sign is located would be made of
glass mosaic tile that would be 13 -feet height. There would be an opening in the wall where
sculpted roots and a tree made of powder coated aluminum would be situated. Ms. Keshavarz
planned to use commercial glass tile, and the stems on the cast stone portion of the piece will
incorporate handmade tile and leaves. The tiles will reflect differently as the sun moves during
the day. Ms. Keshavarz detailed the size of the artwork.

Mr. Slocombe noted there was an opening in the wall where the mangrove roots would be and
was unclear how the waves and mangroves integrated. He was also concerned how the tree
would be supported and learned there was a support column behind the wall and a footing.
The structural engineer would design it. There would be one mangrove tree. Overall, the
piece would be 31 -feet across, including the water portion and cast stone. Mr. Slocombe
thought when driving on Federal Highway, it would need greater dimension and three -
dimensional components. Ms. Keshavarz explained there was no more room due to the
setbacks and Code requirements. The Arts Commission had previously agreed to the location,
not that it had to be part of the wall. Ms. Keshavarz explained they needed a privacy wall and
there will be variations in the front of the cast stone canopy. Additionally, the color treated tile
will add more dimension.
Ms. Edwards was concerned the artwork would be lost within the vegetation and learned the
vegetation will be low lying where the piece will be. Ms. Edwards thought lighting would give it
a lot of depth. Mr. Slocombe was unsure it fit within the context of the property.
Ms. Offutt liked the blue with the mosaic tile which will reflect during the day. As to being on a
busy highway, she thought it would have a limited impact and pulling the roots into the waves
to integrate it as one piece.
Ms. Keshavarz explained the artwork was not intended to be a realistic depiction of a
mangrove tree, rather it was a graphic iconic piece that would slow drivers down as they
passed the development. The mangrove theme also correlated to the mangrove restoration
they were handling in the back of the property. They anticipate the construction will start in
September and the front wall goes in first in October. The rest of the public art component
would be finished in November and December. The canopy top composed about 44 square
feet. She allocated six square feet for the detailed carved leaves and branches which would
represent the leaves closest to the highway. The glass mosaic tiles would be behind those.
Ms. Edwards noted the piece would have to be protected during construction of the project, but
it was discussed, if broken, it would have to be replaced. The developer wanted to install the
wall first to attract attention to the project.
Motion
Ms. Edwards moved to approve the concept. Ms. Offutt seconded the motion that passed, 4 -1
(Mr. Slocombe dissenting.)
B. Healing Heart Grounds
Bridget Keller, representing Veterinarian Nancy Keller, the applicant, explained they have
an office on 3 rd Street that was too small. Dr. Keller has been at the location for 13 years and
has been planning this project for eight years. The new location would be on Boynton Beach
Boulevard just east of City Hall. They removed some trees and created an open breezeway
between two buildings. The east building would be the veterinarian office and the west would
be human practitioners performing holistic therapies for animals and human wellness. Behind
the west building is a dog therapy pool. They proposed a gate as an entrance feature joining
the two buildings as their public art component. The clinic will have a calming Zen exterior.

They met with Artist Myrian Pulio and Fabricator, Ambiance Interior Manufacturing Corp, and
decided on a heart image on the gate. The spacing on the gate was closer so animals would
not get be able to dart out to Boynton Beach Boulevard. There will be two of the same gates
on each end of the breezeway. The total cost of the aluminum gates was $13,800. Their
public art obligation was $5,250.
Ms. Coles -Dobay explained the public art requirement and that art must be visible and
functional. A gate was functional. They had originally wanted a rock feature on the northwest
side of the property and purchased a boulder which would have a sign; however, public art
cannot be connected with a sign or advertisement. Art can be functional like a gate, bike rack,
benches, lighting or be a one of a kind piece. Chair Bottorff noted there is a fine line with art.
Ms. Coles -Dobay advised many artists use fabricators
Mr. Slocombe did not think the gates met the criteria nor had artistic value. He thought it
looked no different than any other gate. Discussion followed when traveling, unless someone
knew the gate was public art, they would not know it. Mr. Slocombe suggested paying the
public art fee and using those funds for art somewhere else. Financially, it would be less
expensive for the applicant.
Chair Bottorff inquired if there was a way for the artist to create something on the property,
more in line with public art. Ms. Keller responded they wanted it to be beautiful and functional.
She requested obtaining a copy of the public art criteria. Ms. Coles -Dobay acknowledged the
challenge is there is a small budget especially when fabrication is involved.
Ms. Edwards did not think the gate had anything on it that would draw people to it. She thought
even adding color would help. Discussion followed the purpose of the requirement is for the
City to be considered an Art City. Ms. Keller thought customers and the owner would
appreciate the gate. Mr. Slocombe did not think it was a unique design.
Motion
Mr. Slocombe moved to deny. Ms. Edwards seconded the motion that unanimously passed.
Ms. Coles -Dobay explained she would work with Ms. Keller. Ms. Keller explained there was
one obstacle after another with the project. There was nothing in the area and the project
would be the only improved property. She thought the Arts Commission made a mistake.
Chair Bottorff suggested using art in a way that would be more recognizable as public art
rather than incorporating it into the architecture. Ms. Coles -Dobay also suggested that instead
of fabricating two gates, they create one that would be more impressive. Ms. Keller noted the
budget and explained they had discussed the gates with the City. When asked if the person
was on the Arts Commission, it was learned the person was not.
Chair Bottorff hoped they would resubmit and explained they have to vote what they feel is
appropriate. Ms. Keller expressed the project was stalled and left the meeting Ms. Coles -
Dobay commented she had been trying to get them to submit a proposal to the Arts
Commission for nearly a year.

Ms. Mondesir pointed out at 7 p.m. when the business was closed, someone wanting to view
the art, would not be able to access it because it was on someone's property. Ms. Coles -
Dobay inquired if the members thought it was a unique piece of art and the members felt it was
not.
VIII. AIPP STRATEGIC PLAN /MASTER PLAN
A. Greenways /Bikeways /Blueways /Pedestrian Master plan
• Review plan image
Ms. Coles -Dobay reviewed the City was attempting to create transportation modes for
pedestrians, bikes and water craft via a trail. This was important in strategic and master
planning because the Arts Commission was trying to create art opportunities along the way.
She noted public art can mark a trail entrance and be along the trail and connect the dots. An
example, with eco art was the Old Dixie Eco Walk. it was a grass median that now had a trail,
transforming it from a bland median to a walkable experience with butterfly wildlife and
sculptural experiences. The Avenue of the Arts, the Historic Preservation Trail and other areas
would all be connected. She wanted the members to view the map to be aware of the effort.
• Date for public charrette
A public charrette will be held on August 20 from 6 to 8 p.m. Ms. Coles -Dobay advised the
members should attend because when the discussion takes place the Arts Commission should
advise how public art can play a role.
B. Public Art Forms presentation
Ms. Coles -Dobay explained the members had viewed different art forms to obtain a sense and
feel of the forms of public art. She noted place making art attracts visitors. It is a meet and
greet attraction and it can be used to create an entry feature. Iconic pieces were viewed and
Ms. Coles -Dobay pointed out the City had iconic art by Frank Vargas on Federal Highway on
the WalMart property. Buildings could be functional art. Kinetic art is public art. Pictures of
bike racks and benches, stained glass and window treatments were viewed. Gateway features
were viewed and some were located on MLK and Seacrest Boulevard. Gates and railings,
monuments and mosaics could all be public art. Structures such as land bridges and
walkovers, hardscapes, colored pavers and poured and /or colored concrete can be art.
Public spaces were viewed involving seating, fountains, play spaces and murals. Having
landscaping around sculptures enhances the space. Sculptural gardens are public art and a
picture of a garden created on top of a parking garage was viewed.
C. August 24 joint meeting with Rec. & Park
Ms. Coles -Dobay added this to the agenda so the members would be aware of the dates. The
Arts Commission will meet with the Recreation and Parks Advisory Board at City Hall at the

beginning of the meeting and make a visual presentation to them regarding eco art and
Quantum Park.
• August 13 - Review Recreation & Park presentation
Ms. Coles -Dobay advised the Arts Commission will review a presentation Wally Majors,
Director, Recreation and Parks, will make regarding the Parks Strategic Plan, Chair Bottorff
announced she would not be able to attend the August 13 meeting, nor would Mr. Slocombe.
• EWT Plant Public Art plan and artists team.
The Arts Commission will inform the Recreation and Parks Advisory Board members of the art
selected for East Harmening Park, where the East Water Treatment Plan is located.
IX. EXHIBITS
A. Avenue of the Arts artwork selection
Ms. Coles -Dobay distributed a handout of the art submitted with recommendations for their
placement. Twelve pieces would be selected. Ms. Coles -Dobay gave a quick presentation of
the pieces submitted for consideration. Another proposal from Artist David Hayes, was a
collection of his pieces proposed for each Avenue of the Arts location.
The pieces from David Hayes were all black. The Arts Commission recognized his
accomplishments, and discussion followed. Chair Bottorff preferred diversity and Ms. Offutt
did not feel all black was appropriate for Florida.

Ms. Coles -Dobay reviewed they were looking to use a company called Otocast to create a
Smartphone app for the Avenue of the Arts. It will provide photographs, written information
and a verbal summary of each Avenue of the Arts piece.

X. NEW BUSINESS
A. Placement for Bloomer Tree
Ms. Coles -Dobay had distributed a photograph of the piece by Edwin Cheong and was trying
to have it placed on the CVS property on Federal Highway and Boynton Beach Boulevard if
they receive approval. The Arts Commission needs to approve the site. Ms. Edwards inquired
if any other sites were considered. She noted the City does not stop at 1 -95. She asked why
the area east of 1 -95 is always considered. Ms. Coles -Dobay responded they wanted to keep
kinetic art in the area where they have the kinetic art exhibits, but it helps to build the tour and
entices pedestrians to walk the area. When they build out Boynton Beach Boulevard, it would
be nice to have other art sites to complete a kinetic connection. They also thought it would
attract people and deter vagrants from sleeping there. She presented this to Vivian Brooks,
CRA Executive Director, who came up with other sites. One was Las Ventanas. Another
suggested site was the median going over the Ocean Avenue Bridge east of Federal Highway
if they received approval from the Florida Department of Transportation. Ms. Coles -Dobay
sought direction. Ms. Mondesir suggested the item be tabled to the August 13 meeting and
there was consensus to address it then.
B. East Water Treatment Plant finalists artist team proposal
Ms. Coles -Dobay explained two proposals were selected as finalists for the East Water
Treatment Plan project. The first team was Artists Lajos Heder and Harries Mags. A short
visual was viewed.
Mr. Slocombe was on the selection panel and they had discussed the importance of protecting
the water source. The proposal by the team was a communal well. They provided sketches,
but the focal point was inviting the public to gather at the water well. There is a collection piece
showing how the water would percolate down. It also included a street sign that moves with
the wind and simulates the flow of water which advertises the facility. The various elements of
water could be viewed and a LED light wire representing a water distribution grid would light up
at night.
The second proposal was by Artists David Dahlquist and Matt Niebuhr called "Water, You and
i ". They reviewed how to access the different water tables and materials that filter the water.
Two major elements would front the water treatment plant: a 164 foot by 6 -foot high glass tile
gathering wail merging the sky and landscape, and an 18 by 24 -foot pavilion creating a
sculptural temple -like room resembling the aquifer filtration system. It will communicate the
relationship how water goes from the well to tap. They developed a water haiku and a visual
graphic that will be laser cut in an opening allowing water and light to pass through and the
words to move around the structure. The park could be used as an outdoor classroom
adhering to school curriculums as it creates an educational experience.
Motion
Ms. Mondesir moved to approve the selection of Water, You and I. Ms. Offutt seconded the
motion that unanimously passed.
