Minutes 10-12-15 MINUTES OF THE HISTORIC RESOURCES PRESERVATION BOARD MEETING HELD IN COMMISSION CHAMBERS, CITY HALL 100 E. BOYNTON BEACH BLVD., BOYNTON BEACH, FLORIDA ON MONDAY, OCTOBBER OCTOBER 12, 2015, AT 6:30 P. M. PRESENT: Barbara Ready, Chair Warren Adams, Historic Preservation Planner Susan Oyer Jason Shaffer Hollis Tidwell, III, Alternate ABSENT: Roger Cope Michelle Dion Dr. Ginger Pedersen Eric Salomonsson, Vice Chair Cheryl Black, Alternate 1. Pledge of Allegiance Chair Ready called the meeting to order at 6:32 p.m. Mr. Shaffer led the Pledge of Allegiance to the Flag. 2. Agenda Approval Motion Ms. Oyer moved to approve the agenda. Mr. Tidwell seconded the motion that unanimously passed. 3. Approval of Minutes Motion Ms. Oyer moved to approve the August minutes. Mr. Hollis seconded the motion that unanimously passed. Motion Mr. Hollis moved to approve the September minutes. Mr. Shaffer seconded the motion that unanimously passed. Meeting Minutes Historic Resources Preservation Board B oynton Beach, Florida October 1, 2015 4. Communications and Announcements Mr. Adams announced Dr. Pedersen, Ms. Dion and Ms. Black contacted him advising they would not be present at the meeting. 5. Old Business: A. Barton Memorial Park Cemetery monument proposal Mr. Adams advised a family member with a loved one buried at Barton Memorial Park Cemetery wanted a memorial erected in the Cemetery recognizing the individuals who were buried there. They had spoken with Richard Pinsky and a meeting was held to discuss moving the proposal along. Mr. Pinsky suggested funding for the project would be the easy part; however, Mr. Adams did not know where the funding would come from. The City is not responsible for paying for headstones and this was not a City- initiated project. After Mr. Adams met with Mr. Pinsky, he met with Dr. Martha Meeks Light who gave him a comprehensive list of individuals who had knowledge of who was buried in the Cemetery. He forwarded the list to another individual from the neighborhood and requested she advise him who she would contact. He has not heard back. Dr. Meeks Light and he organized a neighborhood meeting for Thursday, October 22nd at 6 pm at the Sims Center and people were encouraged to bring information regarding those who are buried there. They would likely form a neighborhood committee to gather names, designs and epitaphs for the monument. The City recognizes historic sites. Mr. Adams was willing to be a central point of contact, but he could not do all the legwork. He thought as the project progressed, residents or the Historical Society may donate funds. There may also be grant funding available. He created a flyer that will be posted in the neighborhood churches including a short form to fill in information and return to him. At the meeting, Mr. Adams will apprise the residents of the website they were working on for Boynton Colored Town. Mr. Adams pointed out they do not know if they would receive the grant funds yet because the budget has not been announced. He commented the project was ranked in second place and there is usually funding for the first two or three projects. They have an agreement with the Library that residents could bring in information and old photographs and Library staff would scan the information onto a flash drive. It was good community outreach. Dr. Meeks Light offered to help as much as she could and she was a valuable proponent of the project. B. Florida Master Site File survey Mr. Adams advised the survey was still ongoing. The form for the demolished structures was completed and he was now focusing on new surveys for the remaining sites that were surveyed in 1996. There may be 50 from the 1996 survey that were lost. He advised his next task was to update the forms for the buildings that still exist and it would be a few weeks before he submits them to the State. 2 Meeting Minutes Historic Resources Preservation Board B oynton Beach, Florida Octo 1, 2015 C. "Inside History" — PBC Channel 20 show Mr. Adams recorded the Inside History TV show on September 24 and it went well. He anticipated it would air in November or December on Channel 20. The host had worked for Planning and Engineering in Palm Beach County, and they ran out of questions quickly. Because of her background, they had a very good discussion that went way beyond the Heritage Trail. He would apprise members when it would be shown and hoped it would be on You Tube. D. First United Methodist Church potential site designation Mr. Adams reported he met with the Church on October 1 st and advised the Board of the designation process and what it entailed. He gave them all the ins and outs of the program regarding insurance, alterations and additions. He explained the most important part of the site was the original part of the Church so if designated in the future and the Church wanted to sell the land, the main issue would be to keep the original part of the Church. Anyone would be free to develop the rest of the site. The meeting went well and there was one Board member opposed to the concept. He was waiting to hear back from the Church and pointed out even if the Church agreed to go forward with designation, it would have to go through the site owner or the Diocese. Having the Church approach them recommending approval was a good thing. Hopefully the Church would be designated. E. Historic Site Markers At the last meeting, the members discussed site markers which Mr. Adams reviewed. He did not obtain prices for all the markers or range of designs. He thought they should first focus on the design. Pictures of markers from the Cities of Tampa, West Palm Beach, Delray Beach, Coral Gables, and the Town of Palm Beach were viewed as contained in the meeting backup. The members also viewed an English Heritage Blue Plaque and Cerametallics which were ceramic plaques with metallic paint. The members noted the various costs and discussed partnering with the Historical Society. Mr. Adams noted the Delray Beach Historical Society provides plaques /markers, but if instituted in Boynton Beach, the markers would have to say the City of Boynton Beach and the Boynton Beach Historical Society. He thought they would be cluttered, but liked the idea of partnering with the Historical Society. The English Heritage Blue Plaque Program had no price listed. It was noted the plaques could be bronze, stone, or lead. Photos of plaques that are used in London and funded by donations were viewed. It linked people to buildings although there was no special protection of those sites. Chair Ready sketched the medallion from the front of the Old High School. She liked the historic landmark and thought the logo was unique to the School. Discussion followed about showing the year of the building and Mr. Hollis explained once the template is made, they could switch the numbers. Mr. Shaffer commented he had art students that, if given a photo, could replicate the medallion. Ms. 3 Meeting Minutes Historic Resources Preservation Board Boynton Beach, Florida October 12, 2015 Oyer liked that it linked people to buildings and commented Mr. Tupper, founder of Tupperware, lived in the Bowers Park area. There are also some old jazz musicians that lived in the City. Mr. Hollis commented when he was in Venice, Italy, old significant structures often had two plaques. One plaque was clear Lucite listing the name of the place and the date. If something special happened there, there was another marker that gave a brief summary. There was room for both. He thought the same concept could be used in Boynton Beach. Ms. Oyer and Mr. Shaffer liked the idea of saving the Old High School logo and mix it with a different style. Mr. Adams commented if the City opted, they would include the date, the words City of Boynton Beach Historic Landmark and a logo. The members liked the oval shape. Ms. Oyer liked a separate plaque stating why it was significant and having contrasting letters on the background. Mr. Hollis commented he was surprised to see the Lucite plaque, but it did not take away any of the building's integrity. He thought putting color on metal was pointless. Chair Ready liked the antique bronze as it looked historic. Mr. Adams agreed to obtain prices for the next meeting for a bronze oval shaped plaque about 6" by 8" with the words City of Boynton Beach Historic landmark, logo and date. He would ask for prices if the markers were painted and the members could tweak the design. Mr. Adams noted all of the prices varied between $100 and $200 and there are currently eight designated sites in the City. He thought if they had a match program with the City and Historical Society, the program could work. He did not know if the other cities were subsidizing the plaques. Chair Ready also inquired how the plaques would be attached to the home and learned some plaques were screwed into the wall. Mr. Adams agreed it was important it be visible from the street. 6. New Business: A. Upcoming CLG Training Programs Mr. Adams announced the Florida Division of Historical Resources was holding webinar- based training courses for Certified Local Governments (CLGs) regarding how to apply for CLG grants, conducting historic surveys, interpreting the Secretary of the Interior Standards and Section 106 issues. He believed the webinars were free and the State was pushing education. When he receives the dates for the webinars, he will apprise the members. The City of Fort Pierce sent out a press release and they want to make Historic Preservation part of their Partners in Preservation Program. They were encouraging the public and Board and Commissioners to attend the November event. The City of St. Cloud approached him to hold a webinar discussion prior to his visiting with them. They were trying to encourage their Main Street program to adopt historic preservation and wanted to know how Boynton's program came so far so quickly. 4 Meeting Minutes Historic Resources Preservation Board B oynton Beach, F October 12, 2015 7. Other Mr. Adams advised the owners of 117 S. Seacrest submitted a building permit application for alterations for their one -story building across from the Library. The new owners spoke to Mr. Adams about the alterations to ensure the changes would not affect the home's eligibility for designation. The alterations included replacing the windows, most of whichhad already been replaced, and return to a more traditional design. They also want to alter the configuration at the back of the home to make better use of the porch. They would fill in some windows and move the door. Chair Ready inquired if those improvements would affect the ad valorem and asked if they should apply for designation before making the improvements. Mr. Adams explained this was discussed at length with the owners, but he thought any change in value would be minimal. He also advised them the changes could affect National Register eligibility, because the National Register's main concern with the properties submitted to them was keeping the original windows, but the alterations were in the back. The owners were amenable to do the work, get on the Local Register and submit the form to the State to see if they would support a National Register designation application. 8. Comments by members It was announced the Haunted Pirate's Fest would be held on October 24 and 25 ". There is a tour of the Woman's Club being held on October 24 in the morning and a ghost event being held between the Cities of Boynton Beach and Delray Beach in Delray Beach on Friday. Mr. Adams advised the Woman's Club has the grant contract so they were submitting the information the State needed, and the work should commence soon. 9. Public comments None. 10. Announce date of the next meeting — November 9, 2015 Mr. Adams hoped to have a designation application for the November meeting, but thought it may be addressed in December. 11.
