Amendments to Blue Collar 2014-2017 RESOLUTION R15 -150 A RESOLUTION OF THE CITY OF BOYNTON BEACH, FLORIDA, RATIFYING AN AMENDMENT TO THE COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF BOYNTON BEACH, FLORIDA AND THE SEIU FLORIDA PUBLIC SERVICES UNION, CTW, CLC — BLUE COLLAR BARGAINING UNIT FOR THE PERIOD OF OCTOBER 1, 2014 THROUGH SEPTEMBER 30, 2017; AUTHORIZING THE o MAYOR AND CITY CLERK TO SIGN THE AGREEMENT; AND PROVIDING AN EFFECTIVE DATE. 1r. 1 A WHEREAS, the terms of the Articles regarding Group Insurance, Pension and Wages articles were subject to reopened negotiations between the City and the SEIU Blue g subject p g tY Bargaining Agreement which expires September 30, 2017; and 1 Collar of the Collective arga g r gee p p 2017; 1I WHEREAS, the Parties negotiated the terms and on November 23, 2015, the g , 1 SEIU Blue Collar unit ratified the amendment to the Agreement; and 1 WHEREAS, the City Commission of the City of Boynton Beach deems it to be in 1 , 1 City to ratify the best interests of the residents and citizens of the Ci and execute the 21 Amendment to the Collective Bargaining Agreement. 2 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION 2i 21 OF THE CITY OF BOYNTON BEACH, FLORIDA, THAT: 2 21 Section 1. The foregoing "WHEREAS" clauses are true and correct and hereby 2i ratified and confirmed by the City Commission. 2 Section 2. The City Commission of the City of Boynton Beach, Florida does 2: hereby ratify the amendment to the Collective Bargaining Agreement between the City of 2e Boynton Beach and the SEIU Florida Public Services Union, CTW, CLC — Blue Collar 31 Bargaining Unit for the period of October 1, 2014 through September 30, 2017, and 31 authorizes the Mayor and City Clerk to sign the Amendment to the Agreement, a copy of -1- 3/ which is attached hereto as Exhibit "A ". 3: Section 3. Members who are at the maximum of the pay range will receive a lump sum in lieu of an increase to their base rate. 18.3 Year Three (October 1, 2016 - September 30, 2017): Wage Reopener. The City and Union agree to open this Article in March 2016. SEIU Blue Collar & White Collar A — SEIU TAB City 1 City Final Proposal - September 17November 13, 2015 ARTICLE 41 (amended following reopener) 41.0 INSURANCE 41.1 Medical, Vision and Dental Insurance 1 Effective October 1, 2015. the sole medical benefit plan available to employees will be a High Deductible Health Plan (HDHP). The City shall pay the total HDHP medical. vision and dental insurance premiums for all bargaining unit members while employed by the City. The members will pay the full cost of HDHP medical, vision. and dental insurance for their dependents. 41.1.1 Year One: (October 1, 2014 through September 30, 2015) The City shall pay the total medical insurance, dental insurance, and 1 vision care premiums for all regular employees. The employees will pay the full cost of medical insurance, dental insurance, and vision care premiums for their dependents. 41.1.2 Year Two: (October 1, 2015 through September 30, 2016) - I • • .. • . . _ .. . .. • • . . 1. The premium cost for "employee only" HDHP medical insurance shall be paid by the City. Employees are responsible for paying any premiums associated with covering dependents. 2. Once an employee establishes his /her Health Savings Account (HSA). which can be done through Open Enrollment, the City will contribute an annualized total of $1250.00 into an employee's HSA on the first full pay period check date following ratification by the Union. a. In order to be eligible for HSA deposit above. employee must be employed on check date in Section 2 above. 3. The City will provide opportunities to convert an annualized total value of up to seven hundred fifty dollars ($750.00) after pension deduction of any combination of sick and vacation time at the 100% conversion rate to help fund their HSA. This conversion can be done during the following times: a. December 15, 2015 - January 15, 20111, any amount up to an annualized total of $750.00) b. April 1, 2016 - April 30. 2016 (any amount up to an annualized total of $750.00) c. For purposes of this Article. "annualized" means plan year October 1. 2015 through September 30, 2016. 4. New Hires, hired on or after October 1, 2015, will accrue one hundred dollars ($100.00) per month for the City to deposit into their HSA through September 2016, while employed. The initial deposit will be made the first check of the month in which the member becomes eligible for benefits. 41.1.3 Year Three: (October 1, 2016 through September 30, 2017) The City and Union agree to reopen this aft-i-eleArticle in March 2016. 41.2 The review and selection of insurance coverage is made on an annual basis by the City. The City has a Benefits Committee, which is compriscd of an equal number of non represented members who arc appointed by thc City Bargaining unit representatives shall be designated by thc Union. The final shall strongly consider input and recommendations from thc Benefits Committee. SEIU Blue Collar & White Collar (7•(5- A — SEIU T A[ City City Final Proposal - September 17, 2015 ARTICLE 46 46.0 PENSION 46.1 Employees will continue to participate in the employee's pension plan of the City of Boynton Beach Ordinance No. 88 -43, as amended. A copy of the plan's annual actuarial valuation report will be provided to the Union, in its entirety, upon request from the Union. 46.2 The City and the Union agree to conform the pension plan to state requirements as pertaining to municipal pension programs. 46.3 Year Two (October 1, 2015 - September 30, 2016): The City and the Union agree to reopen this article.Status Quo.
