Minutes 12-10-15MINUTES OF THE ARTS COMMISSION MEETING HELD AT FIRE STATION NO. 2,2615 W. WOOLBRIGHT ROAD BOYNTON BEACH, FLORIDA, ON THURSDAY, DECEMBER 10, 2015, AT 6:30 P.M. Deborah Bottorff, Chair Paul Sirota, Vice Chair Robyn Lorenz Rachel Mondesir Sarah Offutt Kim Weiss Absent: Anderson Slocombe I. CALL TO ORDER Ms. Coles-Dobay, Public Arts Manager Chair Bottorff called the meeting to order at 6:38 p.m. II. ROLL CALL OF MEMBERS Self -introductions were made. The members gave a brief summary of their background. Dane Wesolko, a graphic artist at HCI Books, advised he works with Kim Weiss and was new to the area, having moved to Boynton Beach in July. A quorum was present. III. AGENDA APPROVAL Motion Vice Chair Sirota moved to approve the agenda. Ms. Offutt seconded the motion that unanimously passed. IV. APPROVE MEETING MINUTES A. Dec. 23, 2014 minutes Vice Chair Sirota noted the December 2014 minutes were still outstanding. Meeting Minutes Arts Commission Boynton Beach, Florida December 10, 2015 B. November 12, 2015 minutes Motion Ms. Lorenz moved to approve the November minutes as presented. Ms. Offutt seconded the motion that unanimously passed. V. ANNOUNCEMENTS/REPORTS A. Art Basel Mr. Wesolko advised he went to Design Miami this year. He felt gypped as the experience was dwindling and the venue was half the size it was last year. Design Miami was across the street from Art Basel in the Miami Convention Center. Ms. Coles- Dobay commented Art Basel was in the Convention Center, and public art in Collins Park by the Bass Museum. Many hotels on South Beach had exhibitions and there were exhibits on the other side of the Intracoastal in the Wynwood Art District, i.e. Art Miami, Red Dot and more. There were galleries and Scope on the Beach. She noted the public art had great diversity. Ms. Coles-Dobay posted some of the highlights on Facebook. Ms. Offutt also attended. She enjoyed it and would stay for two or four days next year. She was impressed with the experience and felt very enriched, but did not like the drive. VI. PROJECT UPDATES/APPROVALS A. Backyard gates final review Chair Bottorff explained the proprietor of the Backyard came to the Arts Commission wanting to install a gate for the "Backyard Experience". Ms. Coles-Dobay explained this project was not a required AIPP project. They wanted the gate, but the Code prohibited it, so they made it a public art project and presented the concept to the Arts Commission which was approved. The members now had to determine if they reasonably followed the concept. Ms. Coles-Dobay explained the gate was inspected for structural integrity and a building inspector is involved in the process. Changes to the original design were made. Ms. Offutt thought they did a great job adhering to the original concept. It was noted the torches on either side of the gates were operational and there were trees there as well. The concern was as the trees grew, there could be a fire hazard. Ms. Coles-Dobay noted the City would address any issues. Motion Ms. Lorenz moved to give final approval of the gates as presented. Vice Chair Sirota seconded the motion that unanimously passed. 2 Meeting Minutes Arts Commission Boynton Beach, Florida December 10, 2015 Vice Chair Sirota inquired what would happen if the Arts Commission did not approve it and learned they would have to make changes. VII. AIPP STRATEGIC PLAN/MASTER PLAN A. Review Mural Process and Program The Arts Commission members reviewed the mural process and the criteria for creating a mural. Part of the process was to review different types of art and make suggestions about what they want to include in the various districts while considering the character, purpose and place of the mural. The Arts Commission was at the point they could review the various districts and discuss different types of art that would be appropriate. One example was if they needed more eco art in greenways. Another example was the Town Square Plan and entryway feature on Ocean Avenue. One concept was to have columns announcing the entryway. The members researched and toured the area sights. They were familiar with the districts and could identify places for certain types of public art. Ms. Coles-Dobay requested the members send their suggestions to her before the next meeting because they will hold a public art workshop on February 20th and the public would be invited. Ms. Weiss thought if the City is known for a specific type of art, it should be represented when entering the City. She commented on the water tower and thought it needed to be painted. Ms. Coles-Dobay explained there were discussions about the water tower in the past. One Commissioner wanted to paint it, but the company did not recommend painting it because it was porous. The East Water Treatment Plant is upgrading and the Director wants to clean and spruce up the letters which could be a public art project. In Fort Lauderdale, they lighted their tower so it could be seen night and day. When the Arts Commission presented the AIPP Program, they made a presentation to the City Commission. The water tower is known by boaters as the "martini glass." The Arts Commission photo shopped a picture of the water tower and made it into a martini glass. Ms. Lorenz noted there were large light poles in the City and people graffiti and post garage sale signs on them. She asked if they could make suggestions. Ms. Coles- Dobay replied they could, but they must consider how feasible the suggestion was and pointed out the poles belong to FPL. Currently, Ms. Coles-Dobay was reviewing traffic control boxes which the County was wrapping and there was a box on the corner of Boynton Beach and Seacrest Boulevards. It would help the aesthetics and help to transition the eye to the art that is on the corner. The visioning plan in 2010 spoke to entryway locations and the members thought it would be good to use FDOT approved armatures and art at those locations. The members could revisit that and move forward with it when funds are available. Ms. Coles-Dobay advised the members should bring at least one idea to the next meeting. 3 Meeting Minutes Arts Commission Boynton Beach, Florida December 1, 2015 B. Public Art plan Workshop • Publish public art survey January 8 - February 5 Ms. Coles-Dobay explained they will publish the survey online with a link to the AIPP website, to the City's website, both Facebook pages and Twitter. A link will also be added to the virtual online tour and two-sided paper forms in different City facilities for those without computers. Ms. Coles-Dobay will also print a small postcard directing the public to the website for an online survey or the paper survey. The postcards would be distributed to local businesses. Ms. Offutt and Ms. Mondesir had volunteered to administer the survey to the public using their laptops, tablets or iPads. The results will be available at the workshop. • Public Art Workshop February 20 There will be one more meeting before the workshop and Ms. Coles-Dobay explained she needed the information from the survey and information about the types of art and their proposed locations to assemble a draft presentation. The workshop will be a one- hour workshop. Ms. Coles-Dobay planned to advertise the workshop on the postcard and publish it on the website, Facebook and include the survey results. Ms. Mondesir suggested putting the information on the marquee; however, Ms. Coles-Dobay did not think it would be possible. C. Public Art Collection and maintenance • Review tracking document Ms. Coles-Dobay listed information regarding public art and its maintenance in one document as an informational sheet. If the members were out and noted art needed repair, they should contact Ms. Coles-Dobay. There were also private donations, some of which were in parks, the Library, the fire stations and the Avenue of the Arts. Whoever does the piece has to maintain the art. Ms. Lorenz commented the Seahorse at the Library was not working. - Establish % of fees collected for maintenance Ms. Coles-Dobay explained the Arts Commission should start to set aside a certain percentage of funds coming into the public art program for maintenance now that development was occurring and she created a line item for this. There needs to be a calculation for maintenance. Ms. Offutt suggested a percentage of the cost of the artwork. Chair Bottorff thought some pieces of art were so well constructed they may need minimal maintenance. Ms. Coles-Dobay emphasized it was important to have well -constructed artwork. She pointed out the Art in Public Places Program was maintaining the art and some maintenance was paid for by other departments. 0 Meeting Minutes Arts Commission Boynton Beach, Florida December 1, 2015 Vice Chair Sirota moved to create a separate budget line item as to the maintenance of the art projects separate from other money for other maintenance. Ms. Offutt seconded the motion that unanimously passed. Vlll. EXHIBITS None. IX. NEW BUSINESS A. Compass fundraiser artwork donation Brad Jernigan's artwork was donated to the City of Boynton Beach and Artist Rick Beau Lieu had tried to sell the pieces on the internet for the Arts Commission. The Arts Commission donated 15 pieces to the Compass Community Center for their Annual World AIDS Day Fundraiser and they auctioned the pieces. This item was for information only and was similar to what they did for the Palm Beach Art Teachers Association. Vice Chair Sirota inquired if there was a counter on the website they used to sell the Jernigan pieces. Ms. Coles-Dobay advised the work was on Art Appraisal and she would get the information from Mr. Beau Lieu. B. Avenue of the Arts billboard Dec. 19-26 The Avenue of the Arts Billboard was on the west side of 1-95 when travelling southbound. Ms. Coles-Dobay planned to cycle advertising the Avenue with all the other announcements in the City. They used it for the Kinetic Art Symposium, but it was now being used more frequently. C. Ad for Art and Culture Magazine. Chair Bottorff advised an ad will be included in the winter edition of Art and Culture Magazine. A picture of the ad was included. It was a $1,500 ad and Ms. Coles-Dobay paid $750. Ms. Coles-Dobay explained the winter ad will have an annual cultural section which would be distributed in New York, Chicago and Boston. She thought it would provide good exposure. The ad was not just about Art in Public Places, it was about art and culture. Ms. Coles-Dobay was trying to hold discussions with the City regarding art and culture in the City. She commented they have the Gold Coast Band and the Boynton Beach Theater. They have recreational programs that were cultural programs including dance and art classes and all sorts of activities. The City has the Schoolhouse Children's Museum, Historic Preservation and history and events. Visitors can come to one place and experience all of these amenities. Ms. Coles-Dobay thought the members should collaborate to start advertising art and culture. The Arts Commission had to ensure they will continue all of these programs, discuss whether to expand them and the time and money to address them. She recommended the members bring the Strategic Plan to the next meeting and would send the Plan to the members. XI. Adjournment Motion Vice Chair Sirota moved to adjourn.
