Thank you for inquiring about my availability to assist Boynton Beaph in revising
the borders of its election districts on .the basis of the 2000 census,! .1 am indeed
available for the project and would look forward to developing a cortract between
the City and Florida State University for this purpose. Although it ysually takes a
couple of weeks to process .a research proposal through the University, I am
prepareq to go ahl?ad and .begin work while the paperwork is goin~ through
channels, which would allow the redistricting to be completed in a about two
months,
The services I would suggestfor your consideration include: (1) 0 taining the
state's redistrjcting software and data for use in Boynton beach; (2 Preparing a
Geographic Information System(GIS) map of Boynton's existing el ction districts
to be incorporated asa map layer into the state's redistricting so are package;

demographic and political characteristics of each district; (4) Atten ing and
participating in a City Commiss.ion workshop to discuss the Commi sion's

redistricting strategies;. (5) Developing a draft proposed redistrictinm plan, to
include detailed demographic and political profiles of each district; r.6) Attending
and participavng in a Commission workshop to solicit feedback an~ direction on
the draft recli~tricting plan; and (7) Developing a final proposed redistricting plan,
to again include detailed demographic and political profiles of each district.
Court rulings and state and federal legislation require that redistricting be based
on total population, not on voting age population, registered votersJor other
categories of residents. (However, in addition to balancing districts by population,
redistricting can and should also be sensitive to What are referred as
"communities of interest," which, depending on local circumstances, might
include racial and ethnic factors, neighborhood boundaries, partisan affiliation,
and other considerations)Therefore, when judging alternative redistricting plans,
Commissioners need'to know how districts with com13arable numbers of
residents compare in terms of various Communities of interest Toward this end,
the profiles. mentioned in (1) and (2) above would be district totals and
percentages on at least the following variables for the YElars 2000 and 1990:

Narrative Description of Tasks
The scope of work involves a series of tasks set to begin in October 2001 and end in
January 2002. Each task is described below,
1. Establishing the Redistricting Criteria
It is understood that the City of Boynton Beach Commission has agreed to use the
following criteria to guide the redistricting process: i

~ Adhere to Section 2 of the Voting Rights Act of 1965, as bended and

~ Follow major natural and manmade boundaries,

boundaries.
~ Insure compactness and contiguous districts.
~ Preserve the core of the existing voter districts.
2. Data CoUection
Will acquire both the geographic and attribute information to su~port the
redistricting analysis, The required redistricting data have three (3) main
