Chair Ready called the meeting to order at 6:32 p.m. Ms. Oyer led the Pledge of
Allegiance to the Flag.
2. Agenda Approval
Motion
Ms. Oyer moved to approve the agenda
unanimously passed.
3. Approval of Minutes
Ms. Black seconded the motion that
Mr. Adams noted a change on page five from Mr. Ne # to Mr. Neff, and page 7, item 8,
the name Mesbe should be Macho.

Ms. Oyer moved to approve as amended. Ms. Dion seconded the motion that
unanimously passed.

4. Communications and Announcements
Mr. Adams advised he made a presentation to the Historical Society showing what the
Board was doing and Mayor Grant was present. Chair Ready explained the
presentation was well received. Ms. Oyer also complimented Messrs. Shaffer and
Salomonsson on a job well done assisting Mr. Adams with the presentation.
Mr. Adams explained anyone that has received an application to renew their position on
the Board, should send it in. He noted the appointments are staggered and he wanted
to ensure applications are submitted. Mr. Adams agreed to check on the list. Ms. Oyer
understood all the Board's would renew in March, but the Historic Resource
Preservation Board would renew at another time.
Ms. Oyer announced she was appointed as an alternate to the Arts Commission.
5. Old Business:
A. Boynton Woman's Club grant -funded window and door repairs
Mr. Adams announced the Boynton Woman's Club had several meetings over the last
month. Bid documents were sent out, and two responses were received. The Woman's
Club was checking with the State to see if they will accept two bids. He noted time was
tight to meet the requirements and the companies that submitted bids were requested to
submit a contract at the same time so the State can review it since the State has to
approve the contract. Mr. Adams advised he will be involved in the interviews, but the
final decision will be made by the architect, Rick Gonzales, and the Woman's Club. The
same companies tend to do historic preservation work and Mr. Adams may have to add
a contract addendum. One company was a local company. The second company was
also local, but they teamed up with a restoration company that was not. Mr. Adams
commented the Woman's Club wanted the work to be done as quickly as possible.
6. New Business:
A. Review of Historic Site Designation and COA Application Procedures
Mr. Adams explained at the next meeting, there may be another historic site designation
and a potential Certificate of Approval (COA) application. Mr. Adams was halfway
through the designation report and hoped to complete it this week, and then forward it to
the property owner, followed by notification to surrounding property owners. The COA
application will likely be for the Magnuson House. It will be a large COA even though it
is a small property. He wanted to give an overview of the project, but the projector was
not working.
As to site designations, Mr. Adams advised designating a site cost $15 because they
were trying to encourage property owners to go through the process. All the applications

are prepared by Mr. Adams. He inspects the site and writes the report. Notice is sent
to abutting and adjacent property owners and signs must be placed in the yard 10 days
prior to the meeting. Usually, the property must be at least 50 years old, but unique
properties not 50 years old can be designated. The property must be significant in
architecture and design, a significant person must have stayed there, or a historic event
occurred there. The property must have retained its integrity. A period of significance is
when the building obtained its significance which was normally the construction date. If
a property was altered and the alteration obtained significance, it could have two
periods of significance. Designation could also be based on the time the significant
event took place and a district can have more than one period of significance.
With periods of significance, the building must be in their historic context which is a
historical pattern that can identify the property through consideration of the history of an
area. Historic context could be a local building in Boynton Beach built during the Land
Boom Era. Mr. Adams explained they look at the building's: integrity over time, which
encompasses location; setting or if the setting changed significantly; the materials used
to build the structure; the workmanship; feeling, (if the building retains a feeling as if it
built in that area); and association to make sure it maintains its association with
significant people. When the report is done, Mr. Adams will circulate it before the
meeting and requested if the members had any question, they contact him before the
meeting. At the meeting, the Board will decide if it meets the criteria for designation,
and then the application has to go to the City Commission twice for approval for public
hearing. Since the designation is at the owner's request, the City Commission would
likely grant the request. The application is pending, and Mr. Adams thought there were
changes made to the roof and building, but nothing that affected its eligibility for
designation. He did not have the original plans and would use his knowledge of the
style, what exists and the aerial of the property.
The Certificate of Approval (COA) applications are submitted for alterations to historic
sites, new construction in historic districts, and the demolition or relocation of historic
structures. Applications require staff or board review using the approval matrix. The
matrix determines what type of review is required when an application is submitted.
There were fairly major alterations made to the building so it requires Board review.
There are submittal requirements with costs which were also distributed. Depending on
the work being done, the chart indicates what needs to be submitted and the fees. Most
fees are close to the City's fees and were reasonable; however, new construction fees
were fairly heavy.
The report will outline the proposal, whether the alternations are appropriate for the site.
The Land Development Regulations (LDRs), Secretary of the Interior Standards and
Design Guidelines are used. The report will detail any issues that are contradictory and
why. Some projects will be reviewed by the Historic Resource Preservation Board and
then the Planning Board. This was the second time the Board will have gone through
the process. The first time was for the proposal for the Old High School. It will be the
Board's opportunity to look at the proposal, and based on the standards, the Board will

make a determination on whether to approve, approve with conditions or deny the
application. Mr. Adams commented this was the Board's first downtown development
project which they want to move forward, but it is important the alterations are
appropriate. The building is a protected and designated site. There will be tax credits
incentives and the ability to waive certain Planning and Building requirements. Mr.
Adams conducted his first review and all his comments were sent to the architect and
developer and they will respond back. All departments reviewed the application. The
Board can ask questions of the applicant. The applicant had previously met with staff,
and they will have plans.
Mr. Adams explained there will be sketches of the existing building and what is
proposed. Mr. Adams also had photographs of all the existing elevations. Mr. Tidwell
asked if COA applications required notification to surrounding property owners and
learned they did. Mr. Tidwell asked if deferral was an option. Mr. Adams preferred not
to defer the application because this is one of the first applications and it would be good
to approve it without problems. He pointed out the Board had to ensure certain
requirements and comments are met and he had already reviewed the plans. One
option is to see if the Board wants the project. When the applicant appears, if there is
anything they need, they can request it. The applicant can appeal to the City
Commission. Mr. Adams will assist the Board in what is under the Board's purview and
explained the recommendation was not binding on the Board.
B. Model Block Homes Ribbon Cutting Ceremony
The ribbon cutting for the first two model block homes that had changes made to the
porches, shutters and roofs took place. News coverage was good and the event was
well attended. Mr. Adams explained the homes were very nice. All the new homes on
the model block project will adhere to the design guidelines and another three or four
homes were under construction.
C. Historic Preservation Program Video prepared by Eric Salomonsson and
Jason Shaffer
Mr. Adams advised the City Commission meeting was packed and he thought the City
Commission enjoyed the video. Vice Mayor McCray also liked the music. There were
several questions. The reason there was no proclamation was because the Mayor will
only read two at each meeting and Mr. Adams did not submit his request in time. Chair
Ready thought all members should be present at the meeting. Ms. Oyer advised Mayor
Grant had attended the Historical Society meeting.

8. Comments by members
Ms. Oyer announced the Conrad Pickel Celebration on May 21St. The Historical Society
will pay for two bus drivers and the first tour bus was already filled. Chair Ready asked
when the Board would make a recommendation to the City Commission regarding
street names for the Heart of Boynton. Mr. Adams responded he will submit an item for
the May 17th City Commission meeting. He advised they would not move forward with
street pavers because it is a problem to remove the sidewalk and insert a paver, but
should new development occur, they could add a paver then. All the other
recommendations were included in the agenda item. He also included the rough cost
for acrylic plaques, the ceramic metallic, and the brass or bronze and Heritage Trail
signs, the State markers, new monuments and adding to existing monuments, street
signs and all others that were discussed. It is up to the Board which ones they like. The
City Commission can pick one and have the Board approve it, or they may want more
information on signs or costs and narrow the recommendations down.
Mr. Adams commented he was contemplating making a few changes in the LDR which
had to do with interiors sometime in the future. One idea was to sort of designate
interiors, but only with the owners' consent. The change would not prevent the owner
from making changes. It would only alert Mr. Adams, through the building process, so
he could review the proposed change, make recommendations about the best way to
make the change, or steer the owner to a preservation architect, to ensure changes are
made appropriately.
Mr. Adams also did not understand why National Register Properties do not require
Board review if changes are being made. One criterion for Local Register eligibility is
the structure is on the National Register. Local Register changes require review, but
not if on the National Register. He thought the program should consider requiring
National Register property undergo a Board review. Chair Ready noted the two
properties in the City on the National Register were placed on the National Register
before the City had a Historic Preservation program. He did not understand why, if a
building was nationally significant, it had to be put on the Local Register. Mr. Tidwell
explained Palm Beach Town Hall was on the National and was one of Palm Beach's
landmark properties.
Mr. Adams thought it may be beneficial to include review criteria in the Ordinance. Mr.
Adams was also considering including painting due to the church that painted over the
brick and from another house with stonework that was recently painted. Mr. Adams did
not want to review paint color, but wanted to review what structures people were
considering painting. Vice Chair Salomonsson thought the Board held the discussion.
Mr. Adams saw a home that was painted white. Ms. Dion also was aware of two homes
that were painted. Mr. Adams would basically be advising people not to paint stone or
brick work as it creates long-term problems. Mr. Tidwell explained it was an educational
component. Vice Chair Salomonsson noted the church that was painted looks unkempt.
Residential structures do not require a permit to paint, but commercial structures did.

Mr. Adams explained a letter was sent advising the church they needed a permit, that
brickwork is not meant to be painted and about the maintenance costs. The Church may
submit another application to paint. Mr. Adams was concerned, especially when
churches may not have funds for about maintenance costs. Pressure washing can take
the glaze off the surface. The only option is to clean it gently which takes month, or let
the paint wear off, but Code would not permit it. There may be some rewording of the
Ordinance needed and it was discussed with the Planning Director. Mr. Adams noted
any changes would require Board review and if the members become aware of
anything, to let him know.

Mr. Adams advised the June meeting may be a long meeting.
