Minutes 05-12-16MINUTES OF THE ARTS COMMISSION MEETING HELD AT FIRE STATION NO. 2,2615 W. WOOLBRIGHT ROAD, BOYNTON BEACH, FLORIDA,THURSDAY, MAY 12, 2016, AT 6:30 P.M. Present: Deborah Bottorff, Chair Cindy Falco-Dicorrado Robyn Lorenz Anderson Slocombe (Arrived at 6:50 p.m.) Susan Oyer, Alternate Absent: Kim Weiss Rachel Mondesir Paul Sirota, Vice Chair Sarah Offutt, Alternate I. CALL TO ORDE Chair Bottorff called the meeting to order at 6:30 p.m. II. ROLL CALL OF MEMBERS Debby Coles-Dobay, Public Art Manager Self -introductions were made. Ms. Coles-Dobay introduced new Board Alternate, Susan Oyer. Also present was Bridgette Keller and artist Harry Martin. III. AGENDA APPROVAL Ms. Coles-Dobay added Item E, Kinetic Art Project at the Maker's Fair to Section V. Announcements/Reports. Motion Ms. Lorenz moved to approve the agenda as amended. Ms. Falco-Dicorrado seconded the motion that unanimously passed. IV. APPROVE MEETING MINUTES A. April 14, 2016 minutes The April minutes were deferred to the next meeting Meeting Minutes Arts Commission Boynton Beach. Florida May 12, 2016 V. ANNOUNCEMENTS/REPORTS A. April 29, 4-9 p.m. Amanda James Galley, One -Year Anniversary reception Ms. Oyer announced she attended the above and advised the art was very nice. About 60 people attended, including Mayor Grant, and Ms. Coles-Dobay advised there was a great mix of attendees. Artist James Knill, Amanda James Gallery exhibits his photography and abstract paintings, and Amanda Johnson creates colorful, cheerful paintings and creates fabrics for fashion and home decor. The gallery features their work. Another artist, Abby Funk, creates ceramics and Ms. Johnson paints them. Custom clothing is also available. B. May 12, 2016 - September 9, 2016, Harry Martin Underwater exhibit, June 2, presentation and reception Ms. Coles-Dobay explained the exhibit was installed earlier in the day and the press interviewed Mr. Martin. The Cultural Council of Palm Beach County was also present. Artist Harry Martin explained he was a photographer, then a diver, and then he started underwater photography. He is also a TV reporter and an award-winning journalist. Mr. Martin works in the New York metropolitan area and the exhibit was his first exhibit in South Florida. They were making a connection with the global art community. Mr. Martin expressed his appreciation for the invitation to attend the meeting and was flattered the Arts Commission took interest in his work. He explained the City has an active art community. He is part of a coop in Piermont, New York, and all of the artists were excited his work was being promoted in New York and in Florida. Exposure of his work on social media was significant. He thought the relationship with the Arts Commission was a natural partnership with what he does in New York and his exhibit in Boynton Beach. He advised he will try to promote what Boynton Beach was doing in the Tri-State area. A friend from Piermont, New York has a gallery and will come to Boynton Beach. Mr. Martin will exhibit 18 pieces all together and special promotions. Ms. Coles-Dobay explained they partnered with the new Marriott TownPlace Suites. Two of Mr. Martin's pictures were in the lobby and the Arts Commission will promote the exhibit through event cards. On June 2nd, a video will be shown in the Library Program Room how he creates his photography. The video will show how Mr. Martin takes the picture underwater. The artist reception will follow upstairs and then there is an exclusive VIP After Party at the Marriott. Wine and beer will be available and Mr. Martin will get in the pool with the model and take some pictures offering a live demonstration. The photographs will be posted online and people can vote for their favorite piece. The demonstration will last 20 to 30 minutes. The photograph receiving the most votes will be put on canvas, be donated and turned over to the AIPP for a fundraiser or charity event. Ms. Coles-Dobay advised this information is posted on the AIPP Facebook page and on the Harry Martin Underwater page. Further promotions with the Cultural Council of Palm Beach County will take place. Mr. Martin requested the members friend him on Facebook so he has a connection and he can ensure the Arts Commission is mentioned and the information go viral. It can be shared and was a free way to get the word out about the event. Chair Bottorff hoped for a good turnout on June 2. C. May - Boynton Beach Community High School Homeless Teen exhibit. Ms. Coles-Dobay explained she, the students and teachers at Boynton Beach High School made a presentation on May 2, 2016, and wheat pasted images of students, creating awareness of homeless teens. She pointed out the photographs were not necessarily of homeless students. The idea was one cannot tell by looking at someone if they are homeless. (Anderson Slocombe arrived at 6:50 p.m.) Many organizations reached out to help the teens because of the programs. The students introduced the program at the City Commission and a few of the teens shared their homeless situations. Ms. Oyer explained individuals were moved to donate and the City Commission was very touched. Unfortunately, a torrential rain washed the pictures away. The City printed new pictures and put them on the windows and walls of City Hall. D. Saturday, May 21, 2016, 8 a.m. - 1:30 p.m., Conrad Pickel Celebration Ms. Coles-Dobay explained a bus tour of Conrad Pickel's work will take place from 8 a.m. to 10 a.m., followed by presentations in the Library Program Room from 10:30 a.m. to 12:30 p.m. The Plein Air artists were painting some of Conrad Pickel's historical sites and were now painting the other sites. Ten Plein Air artists painted Gallery Fantasia by the Woman's Club. The community came out and remarked about the wonderful paintings. Ms. Coles-Dobay and Warren Adams, the Historic Preservation Planner, knocked on the door of the building, which Mr. Pickel had owned, but could not gain access. The artists were able to gain access and there were drapes covering the stained glass. They have pictures of the glass which hopefully could be viewed in the future. E. Kinetic Art Project at the Maker's Fair Ms. Coles-Dobay commented this was the community art project with Boca Bearings, Hack Lab in Boynton Beach, South Tech Academy, the preparatory school, and three key artists with Palm Beach State College. They were working together on a kinetic art project and were developing a project that uses alternative energy uses such as solar, wind or water. This Saturday, May 14th, at the South Florida Science Museum, they will hold a Palm Beach County Makers Fair and makers come from all over and showcase projects they made. Art in Public Places will have a booth to showcase the community project to motivate others to become involved and advertise the Symposium. Volunteers were needed. The booth will be manned in two-hour blocks. Ms. Lorenz volunteered from noon to 2 p.m. 3 Meeting Minutes Arts Commission Boynton Beach. Florida May 12„ 2016 VI. PROJECT UPDATES/APPROVALS A. Bride of Christ A PowerPoint of the project was viewed. The members had previously approved the concept. Motion Ms. Lorenz moved to approve. Mr. Slocombe seconded the motion that unanimously passed. B. Healing Heart Grounds project review. Bridget Keller explained Healing Hearts was in Boynton Beach for many years, and they recently opened their new facility on Boynton Beach Boulevard, specializing in holistic medicine for animals and people. Dr. Keller explained this was their second attempt at public art for the facility. Dr. Keller was travelling at a conference and saw a bird water feature and then happened upon it a second time. They contacted the artist who agreed to create a piece within their budget and he developed the idea of a welcoming bird. The piece would be located in the breezeway, but it would be great on the trellis, east of the breezeway. The piece was three feet by two feet and the budget was $2,500. Motion Ms. Lorenz moved to approve the artist and the art concept. Ms. Falco-Dicorrado seconded the motion that unanimously passed. C. Aspen Glen Final Review. Ms. Coles-Dobay explained this project is located off Lawrence Road, south of Hypoluxo and was presented a long time ago. The community has 42 homes and a cul-de-sac where the artwork is located. Artist Leo Urban designed the art to create a public art space. He worked with artist Suzie Edwards on the mural and the tile and then the landscaping was installed. Ms. Coles-Dobay visited the site and an image was viewed. Some of the neighbors came out when she visited and complimented how beautiful the area was and the residents sometimes sit outside, read the paper or have cocktails. She noted the public art was lit at night. Motion Ms. Lorenz moved to approve the structure and picture. The motion was duly seconded and unanimously passed. 4 Meeting Minutes Arts Commission Boynton Beach. Florida May 12, 2016 Mr. Urban advised it was a challenge and it took a lot of time. The developer tried to cut as many corners as possible and the project was stop and go. He commented it should not have taken more than a month. The mosaic work was done in two weeks, but the rest of it took time. Mr. Urban advised the work was done right. Ms. Coles-Dobay reminded all the artwork must be structurally sound. VIII. AIPP STRATEGIC PLAN/MASTER PLAN A. Review presentation to City Commission for June 7 The members reviewed the presentation that will be made to the City Commission on June 7th. Ms. Coles-Dobay explained the 2.5 minute video presentation was in draft but she wanted to give the members a sense of what they accomplished, what public art is and explain the AIPP fee. She noted there is a new Mayor and two new Commissioners and this would give them a baseline of the Arts Commission's activities. She narrowed down the presentation to 10 slides. The Commission would see years of work in five minutes. Chair Bottorff thought Harry Martins' work was nicely promoted, but noted Op Art from artist Stanley Slutziky was not represented. Ms. Coles-Dobay explained she would add him and the Conrad Pickel stained glass. When the presentation is near completion, members could stop by and view it. Ms. Coles-Dobay noted the Arts Commission reviews various City and CRA plans. The presentation will also include the Public Art survey, showing that the Arts Commission reached out to the community. The presentation will also include future projects such as the Gateway Boulevard and N. Federal Highway, and Boynton Beach Boulevard coming off 1-95 areas. The presentation will show the concepts for the new Town Square and the Cultural District and the Arts Commission's desire to have kinetic art as the gateway feature. The City's signature art form could be lit at night. She noted public art will be included at Sara Simms Park and integrated into the Park as opposed to "plop art." Chair Bottorff explained this was successfully done in other parts of the country. The concept was presented to the Recreation and Parks Advisory Board and they were very receptive. The presentation will include City landmarks such as the water tower and how to enhance it with public art elements, eco art at Quantum Park and integrating fun elements at the dog park. The presentation will review public art events and visioning criteria. A slide of quotes from developers, citizens, public art managers and Board members about public art would be included. Ms. Coles-Dobay explained instead of providing the Master Plan, she would provide the presentation and bullet points of what the Arts Commission accomplished. IX. INTL KINETIC ART EXHIBIT AND SYMPOSIUM PLANNING A. Review event components and set committees board chairs 9 Meeting Minutes Arts Commission Boynton Beach. Florida May 12, 2016 At the last meeting, individuals were appointed as Chairs of different subcommittees. Mr. Slocombe was not present at the meeting, but had agreed to work on the outdoor exhibit. Ms. Lorenz agreed to work on the indoor exhibit. Ms. Mondesir was not present, but she had handled the speaker presentations. The vendor component was open as was the movers and makers educational component that will be highlighted at Saturday's Maker Fair. The youth activity was eliminated. Chair Bottorff was handling marketing. Ms. Coles-Dobay never sent the information out about the food vendor, but noted someone to organize the food court was needed. Ms. Coles-Dobay asked for someone to handle the vendor, movers and makers, and entertainment component. Ms. Offutt was going to speak with the electric taxi company. Ms. Oyer agreed to coordinate the volunteer committee the weekend of the event and to recruit volunteers. Ms. Falco-Dicorrado agreed to help with event planning and volunteered to attend the Maker's Fair on Saturday from 2 to 4 p.m. X. EXHIBITS A. Delray Art League B. Lake Worth Senior Center Chair Bottorff noted the Delray Art League wanted to use the Library and the Lake Worth Senior Center wanted to use the Civic Center to hold exhibits in Boynton Beach. She noted the Delray Art League has very good quality art and examples of their work were viewed. Ms. Coles-Dobay commented they would jury their artwork. Ms. Oyer commented the First United Methodist Church has plenty of room and the Church was looking for more community involvement. Ms. Coles-Dobay agreed to approach them, but explained the art must be available for the public to see. It is also important the artwork be safe. Chair Bottorff asked if they wanted specific exhibits or long-term display space. Ms. Coles-Dobay explained the Delray Art League wants to cycle into rotating exhibit space in the Library and the Lake Worth Senior Center wants to cycle in at the Civic Center. The Church could be another location to be used for rotating exhibits. There are many components to exhibits such as artist receptions, lighting, hanging systems and more.
