Minutes 06-09-16MINUTES OF THE ARTS COMMISSION MEETING HELD AT FIRE STATION NO. 2,2615 W. WOOLBRIGHT ROAD, BOYNTON BEACH, FLORIDA, ON THURSDAY, JUNE 9, 2016, AT 6:30 P.M. Present: Robyn Lorenz Cindy Falco-Decorrado Susan Oyer, Alternate Kim Weiss - Acting Chair Absent: Paul Sirota, Vice Chair Anderson Slocombe Rachel Mondesir Sarah Offutt, Alternate Also Present: Lucy Lazarony CALL TO ORDER Ms. Coles-Dobay called meeting to order at resigned at the last meeting and the Vice volunteered to run the meeting as Acting Chair Debby Coles-Dobay, Public Art Manager 6:30. She explained Chair Bottorff had Chair was not present. Ms. Weiss Chair Weiss called the meeting to order at 6:36 p.m. Ms. Coles-Dobay explained Ms. Mondesir, Mr. Slocombe and Ms. Offutt advised they could not attend. Ms. Oyer knew of someone interested in volunteering on the Arts Commission. Ms. Coles-Dobay explained she refers interested people to the AIPP website and Master Plan so they could become familiar with the AIPP Ordinance. They could view exhibits and obtain other information from the web and she invites them to attend a meeting. II. ROLL CALL OF MEMBERS Self -introductions were made. Lucy Lazarony explained she is a free-lance writer, and has been writing about the arts for four years. She attended the Conrad Pickel and Amanda James Gallery events. She looks for fun activities in Boynton Beach and writes about Boynton Beach based art. Meeting Minutes Arts Commission Boynton Beach, Florida June 9, 2016 III. AGENDA APPROVAL Motion Ms. Falco-Decorrado moved to approve the agenda. Ms. Lorenz seconded the motion that unanimously passed. IV. APPROVE MEETING MINUTES A. April 14, 2016 minutes Motion Ms. Lorenz moved to approve unanimously passed. B. May 12, 2016 minutes The May minutes were not available. V. ANNOUNCEMENTS/REPORTS Ms. Falco-Decorrado seconded the motion that A. Harry Martin Underwater exhibit, June 2, presentation and reception Several Arts Commission members were present at the Harry Martin Underwater event. Chair Weiss praised Ms. Coles-Dobay for the turnout and advised it was a great and unique event. Ms. Falco-Decorrado commented it was beautiful art and it was further noted many people did not know the Marriott TownSuites had opened. Ms. Coles- Dobay commented the program connects people and businesses to art. Over 100 people attended the Library Exhibit and Reception. Ms. Oyer advised her students enjoyed the exhibit and demonstration very much. She pointed out Boca Raton holds a Festival of the Arts, which is a one-time event during the first two or three weeks in March and then has nothing for the rest of the year. Boynton has something each month. B. Sat., May 21, 8am - 1:30pm, Conrad Pickel Celebration Ms. Oyer and Ms. Lorenz attended the Conrad Pickel Celebration and Chair Weiss advised it was another excellent assemblage. She learned a great deal about the artist and did not know anything about him despite living in Boynton Beach for years. She enjoyed the Gallery Fantasia, previously owned by Mr. Pickel. Ms. Coles-Dobay explained she and Warren Adams, Historic Preservation Planner, had tried to connect with Gallery Fantasia for years, but were unsuccessful. Plein Air artists were painting the gallery as part of the event and the neighbors came out. Artist Ralph Papa explained what they were doing and the Gallery owner invited them inside to see the 2 Meeting Minutes Arts Commission Boynton Beach, Florida June 9, 2016 stained glass. It was hoped the Gallery could be part of the program. The Palm Beach Post also published an article. Ms. Oyer suggested holding the event earlier in the month as it was hot and the air conditioner on one of the buses broke. Ms. Oyer suggested charging $1 for the tour because 15 people did not show up. Some members thought $5 may be appropriate. The mindset was people would be more apt to show up if they made a financial commitment. If there is an expanded tour that goes outside of Boynton Beach, there was agreement there should be a fee. The funds could be used to recoup the cost of the buses. Ms. Oyer commented Mr. Pickel has stained glass in West Palm Beach in a Brazilian Church and several other locations in Broward County. It was thought the event could be expanded to a two-day tour. Ms. Coles- Dobay had contemplated an event similar to a Garden Tour. Ms. Oyer hoped to go to 3`d Avenue east of Industrial Avenue where some of his work is on the top of some of the Industrial buildings. Ms. Coles-Dobay explained the City has brochures listing the locations and the Conrad Pickel Studio is in Vero Beach. His son Paul Pickel still makes stained glass. Additionally, there is a house in Leisureville, where Mr. Pickel lived. VI. PROJECT UPDATES/APPROVALS A. None. VII. AIPP STRATEGIC PLAN/MASTER PLAN A. Report on June 7 presentation to City Commission Ms. Coles-Dobay made a presentation at the City Commission meeting which covered everything accomplished by the Arts Commission and the members noted Ms. Coles- Dobay did a great job. Ms. Oyer wished each month when the Board has an event, a board member be present at the City Commission meeting when a presentation is made. In the future, she will try to recognize the Arts Commission members that are present. The video was viewed and concepts for future art were presented. Ms. Coles- Dobay also included information in the agenda backup. Chair Weiss hoped the members would share it on social media. Ms. Coles-Dobay posted the video link and the future Public Art Master Plan on the AIPP page and her personal page. VIII. INTL KINETIC ART EXHIBIT AND SYMPOSIUM PLANNING A. Review selected outdoor kinetic artworks and placement Images of the art and the map were available. There were 12 locations on the Avenue of the Arts and submissions for the artwork were received. The selection panel included Anderson Slocombe, Arts Commission member; Glenda Hall, Forestry and Grounds Manager; and Artists Ralf Gschwend, "Ralfonso," Paul Slater, and Rick Beau -Lieu. They selected art from 17 submittals. Videos of how each piece moved were viewed. Art on the Avenue of the Art will be removed and new pieces reinstalled in September leading 3 Meeting Minutes Arts Commission Boynton Beach, Florida June 9, 2016 up to the Kinetic Art Symposium. Another two pieces will be viewed, which Ms. Coles- Dobay did not present to the Outdoor Selection Committee, but would be included in the exhibit. Ms. Coles-Dobay reviewed each piece as contained in the handout. A Call to Artists had been issued, and some artists contact Ms. Coles-Dobay directly. They also use the Americans for the Arts, the Florida Association of Public Art Professionals, Public AA listserv, CODAworx posted on Facebook and other networks. Well Blow Me Down, by Ron Schroer, was proposed for the corner of City Hall at an angle. The piece is 26' tall and has a 10' diameter due to a sway of 5' in each direction. The piece will be on a 6' stand. The Bloomer Tree, by Edwin Cheong, currently on Seacrest Boulevard by City Hall will be moved to the Boynton Beach Extension. The Paradox of Bling, by Jim LaPaso was proposed to be situated on the side of City Hall on Seacrest Boulevard where The Bloomer Tree is currently located. The piece is 15' tall by 6' wide. Moonflower, by Anthony Casrtonovo, was proposed to go in the pot by the west wing of City Hall. The glass flower piece opens and closes using solar energy and the piece would be protected by landscaping. The piece is 7'x 3'x 3'. Winds of Wine, by Craig Gray, was another conceptual piece proposed for the landscaped area by the Seacrest parking lot on the side of the Old High School. The piece was 12' high x 12' wide. 2007 Kiko-Cy, by Paul Daniel, was 24' x 20' x 20' and was proposed to be located on the pad in front of the Old High School. 2093 Jovial, by Kevin Duvall, was proposed to be located at the Schoolhouse Children's Museum Pedestal. The artist was also present at the last kinetic event. The piece was 14'x 7' with a base diameter of 7' to 8'. 2002 Gyra, by Tom Brewitz, was proposed as a 12.5' high x 6' wide and 2' deep piece to be located in front of the Civic Center. 2016 Relevation, by Amos Robinson, was 12' high x 23" wide and 12" deep and was proposed for the landscaped corner of E. Ocean Avenue and NE 1 st Street. Ms. Oyer wished the artists would make smaller pieces that an average person could purchase for their yards. Ms. Coles-Dobay explained the artists usually provide smaller pieces for the inside exhibits. Floral Improvisation, by Darren Miller, was an 11' tall piece that was proposed to be located just east of the 211 E. Ocean Avenue next to the Magnuson House. El Meeting Minutes Arts Commission Boynton Beach, Florida June 9, 2016 Ying Yang #2, by John King, was a 14' tall piece proposed in front of the apartments along E. Ocean Avenue Leaf Weathervane, by Doug Taylor, was a 9' high piece proposed to be situated on the pedestal on the corner of E. Ocean and NE 4h at the Little House. 2016 Dudali Salsa, by BEJU Studios, included two pieces ranging in height up to 12' tall and 6' wide and was proposed for Dewey Park. Ms. Coles-Dobay commented the pieces are insured and there was more involved if the art is situated on private property. She had tried to utilize private property, but it is difficult to get the parties to agree. Ms. Coles-Dobay explained the following two pieces would be installed for the exhibit during the Symposium weekend. The Four Winds by Don Redman would be situated in the First and Seacrest Avenues area. It was noted this piece had won awards at the Houston Festival in the 80's. It is a wind -powered piece that generates electricity. The piece was restored and would be on loan from the Laura Fain Collection. The piece is valued at $100,000. Ms. Coles-Dobay was concerned people could touch the piece but proposed locations were by the amphitheater or by the Old High School lawn area if there are no activities. The members would find a location for the piece. Galaxy Elementary School was also suggested although it would not be in the walking area. Ms. Coles-Dobay explained they want to involve all the schools. Boynton Beach High School, Poinciana, and the South Tech Academy and Preparatory School. Kinetic Intentions by Elayna Toby Art was proposed for 160' box with 6' long twirling strands suspended from cables connecting from trees. Five hundred mini mobiles and hand written "Kinetic Intentions" will be created during one of her "Zen Sessions" held throughout the County. Ms. Toby has a good following and connections with many different organizations. The art was proposed for the fenced area east of the Civic Center Playground and the Art Center. There would be a tented area which will have the mini -mobiles hanging from it, creating a sort of vendor booth with the mobiles and strands made from tree seeds, filaments, mirrors, washers, paper clips, paints, parts, ribbons, cabling and many other materials. This piece had an educational component to it and would be good for a weekend event. Artist Ralf Gschwend "Ralfonso" will coordinate the indoor art and was trying to get University students from Beijing to bring their work to the exhibit as Ralfonso's work influenced the students in China, and it would be an international connection. It was noted Boynton Beach's Sister City is in China. 5 Meeting Minutes Arts Commission Boynton Beach,- • 2016, Motion Ms. Oyer moved to accept the pieces and the proposed location. Ms. Lorenz seconded the motion that passed 3-1. (Ms. Falco-Decorrado dissenting due to the Zen component of the project.) IX. EXHIBITS A. Cocoanut Dreams by Janet DeVries and Ginger Pedersen Ms. Weiss read the description of the proposed exhibit, Cocoanut Dreams, detailing images rescued from a 1922 eBay Scrapbook. The photos were taken between 1912 and 1922, and depicted lush tropical wilderness and Cocoanut Groves that were in Ocean Ridge, Manalapan, Hypoluxo Island, Lantana and Lake Worth. The photographer was A. Romyn Pierson, III, whose father purchased all of the land on the east side of the Intracoastal, north of S. Lake Worth (Boynton) Inlet to Lantana Road as a gift for his wife. Ms. Coles-Dobay thought the proposal would be appropriate for the Library. Ms. Coles-Dobay thought the members could think of a way to enhance the exhibit and it was thought attendees could be requested to bring photographs or an artifact of that era to make the exhibit more dynamic. Other suggestions were to bring a food that has coconut as an ingredient or have a potluck event at the Woman's Club. There will be an educational component. Ms. Oyer liked the idea of voting for one's favorite picture. Ms. Lazarony thought Plein Air artists should be involved. After further brief discussion, Ms. Coles-Dobay requested the members bring their ideas to the next meeting. Motion Ms. Lorenz moved to approve the Cocoanut Dreams exhibit. The motion was duly seconded and unanimously passed. B. Silver Eagles exhibit - July 26, 3-4pm exhibit reception Ms. Coles-Dobay explained at the last meeting, the Arts Commission approved the Lake Worth Senior Center Silver Eagle patrons displaying their artwork at the Civic Center. They would like to hold their reception July 26th between 3 p.m. and 4 p.m.. Ms. Coles-Dobay encouraged the members to attend the reception or at least the exhibit. X. NEW BUSINESS A. Elect new Board Chair Ms. Coles-Dobay asked if the members wanted to wait until more members were present before electing a new Board Chair..
