SOUTH CENTRAL REGIONAL WASTEWATER TREATMENT
AND DISPOSAL BOARD ACTIONS OF JULY 15, 1993,

WHEREAS, The South Central Regional Wa~tew~ter Treatment
& Disposal Board (SCRWTDB) requests ratification of action
taken~by the Beard on July 15, 1993, by the Cities of Boynton
Beach and Delra¥ Beach, authorizing Camp Dress r & McKee to
provide enginegrin§ services in the amount ol $27,000 for
constrUction of the· emergency chlorine scrubbe~ system.

This Work Authorization shall be performed under the terms and conditions
deseri§ed within the Agregnnent for Engineering Services (AGREEMENT)
dated ~e~ ~ 8th day Of' ':~ ' Februar~ , 1993, by and between the South
Central Regional Waste~wa;ter Treatment and Disposal Board (BOARD) and
Camp Dresser & McKee ~inc~ (ENGINEER).
SCOPE OF SERVICES
The detailed SCope of Services for this project is outlined in Exhibit A.
PROJECT STATUS REVIEW
The ENGINEER shall provide a monthly project status report. The report
shall outline all progress made during the previous calendar month, and ~hall
be provided by the 10th day of each month to the Exccutive Director and
Board Chairnmn. '-
PROJECT SCHEDULE AND DELIVERABLES
The ENGINEER shall commence services immediately and shall corn plete
services as outlined in Exhibit B after receipt of written authorization to
proceed.
INSURANCE REOUIREMENTS
The ENGINEER shall carry and provide evidence of such to the BOARD,
insurance as required by the AGREEMENT.

VII. COMPENSATION FOR SERVICES
SUBMiT fED BY:

The ENGINEER shall be compensated for services pertbtmed according to the
per diem rates established by the AGREEMENT. The total amount ro be paid
to the ENGINEER under this Work Authorization is estin~ated at the upper
li'rrlit amount of Twenty Seven Thousand ($27,000)/
The ENGINEER will invoice the BOARD on a monthly ~4asis
incurred during the previous month. The upper limit amdunt'~ isf°rbasedC°StSon the
detailed breakdown of costs included in Exhibit C. Thes~ costs are based o~
the labor disaggregation shown in Exhibit D.

TASK I PRELIMINARY DESIGN LETFER REPORT
CDM will prepare a letter report for the proposed chlorinc sc'ru/~bc~ ~ystcm consisting
of design criteria, sketches, and outline specifications aiong with an initial cost
estimate.
TASK 2 DESIGN SERVICES AND PREPARATION
OF CONTRACT DOCUMENTS
CDM will provide engineering services for the design of thc Enmrgcncy Chlt)rinc
Scrubber System and preparation of contract documents. The emergency chlorine
scrubber system will be designed to remove chlorine gas released in the event of the
failure of a one ton chlorine container. The system will include the scrubber, fans.
duct work, pumps, chemical holding tanks, electrical and instrumentation
requirements to remove chlorine gas from the air. The design will also include
structural and architectural features required to seal the chlorine room and chlorinator

room sufficiently to preclude the release of chlorine gas. Contract documents will
inctude drawings showing the proposed improvements and delby:lcd technical
specifications following the 16-part CSI format. CI)M will m-o prt~B, ct

TASK 4 BIDDING SERVICES
It is assumed that this project and the Sludge Process Modificatkms Project will be
bid as a single project. Thei'efore, the estimated effort presented in this proposal is in
addition to the labor presented for that project. In providing bidding services for the
combined project, CDM will assist the BOARD in soliciting, obtaining, and
evaluating bids for the work, will assist the BOARD in awarding the project, will
respond to questions by prospective bidders, and will distribute Addenda to the
Contract Documents as necessary:
TASK 5 GENERAL SERVICES DURING CONSTRUCTION
CDM will serve as the BOARD's engineering representative durin~ fl~e course of the
construction project. The estimated length of the construction coutract is six weeks.

required to have all materials ready for the project prior to mobilizing. The estimated
labor for this task is based on this project being incorporated into the Sludge Process
Modifications Project. The labor requirements presented here are. therefore, m
