Minutes 07-28-16 MINUTES OF THE EDUCATION AND YOUTH ADVISORY BOARD MEETING HELD IN COMMISSION CHAMBERS, CITY HALL, 100 E. BOYNTON BEACH BOULEVARD, BOYNTON BEACH, FLORIDA ON THURSDAY, JULY 28, 2016, AT 6:00 P.M. Present: Dr. Tiffany North, Chair Sherri Claude, Assistant to the Director Dr. Stephanie Hayden, Vice Chair Mona Laventure, Prototype, Inc. Voting Member Absent: Hattie Miller Carol Lundquist I. Call to Order The meeting was called to order at 6:01 p.m. Roll call was taken. II. Pledge of Allegiance/Moment of Silent Reflection The members recited the Pledge of Allegiance to the Flag, and Chair Tiffany North called for a moment of silence. III. Approval of Minutes of June 23, 2016 Motion made by Valencia Spells Anderson, seconded by Angelica Nevin, to approve the minutes of June 23, 2016 as amended. Corrections noted:  p. 3, Item VIII C - “Volunteer Request” should be “Donation Request”  p. 3, Item IX – “July 18” should be “July 28” In a voice vote, the motion passed unanimously (6-0). IV. Approval of Agenda Motion made by Dr. Stephanie Hayden, seconded by Valencia Spells Anderson, to approve the agenda as presented. In a voice vote, the motion passed unanimously (6- 0). V. Announcements/Presentations/Correspondence Meeting Minutes Education and Youth Advisory Board Boynton Beach, Florida July 28, 2016 Sherri Claude announced that the Recreation and Parks Department has a charity activity annually. The Florida Recreation and Park Association selects charities to sponsor with all departments participating, and this year they are Soles for Souls and Got Sneakers. Both organizations collect used sneakers for distribution around the world or for recycling. There will be collection bags and boxes at all Recreation facilities and at City Hall. Sherri Claude asked that the Board members help by collecting sneakers in the bags that she provided, and then return the bags to the City by August 19, 2016. Staff members will turn in all the bags at the annual conference in Orlando. Chair Tiffany North suggested that they collect sneakers at the Back to School Bash. Sherri Claude noted that Lori Wilkinson was moved up to a regular member at the last Commission meeting, so there are two alternate positions open and one student non- voting position open. The non-voting position does not have to be a City resident. Applications are available on the City website. VI. Public Audience Jervonte Edmonds, 905 South Bridge Road, Apt. A-103, Del Ray, said he and his partner Jackie Jones are representing Suits for Seniors. He said the program has been occurring at Boynton Beach High School for eight weeks, with the collaboration of many community partners. The purpose is to uplift and empower high school seniors through vocational readiness training, etc. At the end of the eight-week program, seniors are awarded a full tailored suit. Mr. Edmonds asked if the Board could have a table on August 20, 2016, at their ceremony to bring the community together. It will be at Boynton Beach High School at noon. Mr. Edmonds elaborated that the program teaches values, financial literacy, leadership, how to interact with police, entrepreneurship, how to shake hands, and how to make eye contact. He said the program began in December, and they have branched out to other high schools. They are working with the Department of Corrections and the Juvenile Justice School. Chair Tiffany North noted they are targeting a 100% completion rate and wondered if they had met that goal. Mr. Edmonds said they reached that at each school. After graduation, they track the students for follow-up. Chair Tiffany North stated that they support Boynton Beach High School and would look forward to seeing the program grow. Mr. Edmonds said they have had about 80 students at Atlantic High School, 30 from Village Academy, and the seniors on the football team at Boynton Beach High School and the girls’ basketball team (who will receive business attire as well). 2 Meeting Minutes Education and Youth Advisory Board Boynton Beach, Florida July 28, 2016 While understanding that it is a summer program at Boynton Beach High School, Chair Tiffany North pointed out that it would be beneficial for students who are not in the sports program. Mr. Edmonds reiterated that since they had the program in the summer, they only had access to the students in the athletic program. Angelica Nevin asked for clarification between the four-week program and the eight- week program. Mr. Edmonds explained they have different programs to fit the schools’ needs. Angelica Nevin asked if Mr. Edmonds could help recruit a student member for the Board. Ms. Jackie Jones, 200 Scotia Drive, Mariners Cay, said the inclusion of females in the program happened as a natural process of growth. Initially the focus was on establishing role models for males. At this point, the girls’ basketball team was chosen because the girls are taller than typical girls and have a harder time finding appropriate business attire. Faculty at Boynton Beach High School also desire to have the program available for the younger students, not just seniors. Ms. Jones mentioned that their documents have to be modified to show that they include females as well as males. Chair Tiffany North suggested that they have a flier soliciting donations for the suits. Ms. Jones said there is a “Dress for Success” closet that invites the girls in for clothing, but they are looking for specific sizes. She said she could provide that specific information. VII. New Business - None VII. Old Business A. Back to School Bash at St. John’s Missionary Baptist Church Chair Tiffany North said the church received the Board’s application, and there will be a table available for them. The following members volunteered to be there: Chair Tiffany North, Valencia Spells-Anderson, Dr. Stephanie Hayden, and Lori Wilkinson. Chair Tiffany North said that at the end of the event, there will be a raffle for parents and they are asking for a gift to be donated. Alana Thomas suggested that the gift be something simple, like school supplies or gift certificates to a place where school supplies could be purchased. Motion made by Alana Thomas, seconded by Dr. Stephanie Hayden, to purchase an Office Depot gift card for $25 for the Back to School Bash raffle. 3 Meeting Minutes Education and Youth Advisory Board Boynton Beach, Florida July 28, 2016 Discussion ensued on the amount of the card, with suggestions being that the card be for Walmart, and the amount be for $100. Friendly amendment made by Lori Wilkinson to change the donation to four separate $25 gift cards for Walmart (total of $100), and Valencia Spells Anderson seconded. In a voice vote, the motion passed (6-1), with Dr. Stephanie Hayden opposed. Chair Tiffany North asked if they have any brochures about the Board, and Sherri Claude said she has brochures about the Board and the Youth Volunteer Bank. Valencia Spells Anderson asked for 50 brochures. Ms. Claude said to give her a receipt for the gift cards and she will provide reimbursement. Ms. Claude mentioned that if people do not know ahead of time to bring sneakers, then the idea of collecting them there would not work. Ms. Claude said she could advertise it in the FunFair Magazine if it is feasible. Ms. Claude said she had the board shirts at her office at the Art Center. If a tent is needed, they will coordinate with Ms. Claude. They can bring a cooler with water in it. Lori Wilkinson volunteered to get the gift cards from Walmart and water in a cooler. B. Board Retreat Angelica Nevin said the Doodle results were too broad, and she needed more specificity on the times they will be available. The time frame was suggested to be four hours. Discussion ensued on when to have the retreat, and Ms. Claude reminded them it has to be a noticed public meeting, so it has to be at a public place like a library or recreation facility. Angelica Nevin said she would revise the Doodle to reflect two-hour time blocks on weekends after August. She asked them to check the boxes when they are available. If they are available for all, check all boxes. C. Shred-A-Thon/Fundraising Several members expressed interest in having another event in October. Ms. Claude advised the insurance is still effective. Lori Wilkinson recalled they wanted to revert to the way they did the event before the last Shred-A-Thon. Angelica Nevin suggested combining what worked from previous events and make sure they contact the company to see if there are additional items that can be shredded (and put those in the notice). 4 Meeting Minutes Education and Youth Advisory Board Boynton Beach, Florida July 28, 2016 October 1 and October 15 were selected as possible dates. Several people said they would be out of town on October 15, so that was picked as the back-up date. Alana Thomas wondered if they had ever considered including students or entertainment (band, etc.) from Boynton High School. Chair Tiffany North commented that she likes the idea, but did not think there would be an audience, since people come and go. Lori Wilkinson added that they like to run the event like a drive-through, but if they decide to have the truck leave in the middle of the day to dump, that might be a good time. However, there are only a few cars that stayed during that time. She suggested having a recycling club or school service club present. They could also help by volunteering. Discussion ensued on what hours to run the event, noting that at one event, the truck filled up too soon, due to one person who brought 40 boxes to shred. Another issue discussed was the potential backup onto Gateway Boulevard. If there are multiple tall trash cans, paper can be dumped into the cans quickly and people can leave (except for those who want to watch the shredding). There could be a viewing area for that. Angelica Nevin stated it would be an open shred time (no restrictions for corporate). Ms. Claude recommended going back to the 10:00 a.m. to noon time frame, contracting with the company to be there at 9:30 a.m. for those who come early. Most people come at the beginning, and if the event goes over two hours, they run the risk of filling the truck. Lori Wilkinson then said it would be October 1, 2016, from 10:00 a.m. to 12:00 p.m., with October 15, 2016, as the backup date. She said she has a list of people who signed up last time who could be called. She will give it to staff to make copies. Lori Wilkinson continued there are about 300 names, and most signed up with phone numbers rather than emails. A suggestion was made to enlist students to make the calls. D. Youth Volunteer Bank/Bob Borovy Award There is $1,248 in the Harvey Oyer Jr. Community Contributions, and $2,112 in the Bob Borovy Award account. IX.
