Chair Weiss called the meeting to order at 6:32 p.m.

V. ANNOUNCEMENTS/REPORTS
A. Wed., Aug. 3, Art Showcase Reception and Award selection
Ms. Oyer had attended the Showcase Reception and Awards and advised the event
was great. Ms. Lorenz thought the work was top notch and well presented. Chair
Weiss commented it was very difficult to judge. It was a nice event that was well
attended.

IIX. INTL KINETIC ART EXHIBIT AND SYMPOSIUM PLANNING
A. Future planning strategy
Ms. Coles-Dobay explained there has been a lot of interest during the City's Strategic
Planning Session with the CRA to expand this program. It was important for the CRA to
capture what has been done since inception to the present and identify the key
accomplishments. Ms. Coles-Dobay reviewed a handout as a base for the event to
build on. They utilize Kinetic Art as the main draw, but it creates discussions on
activities. If the Arts Commission expanded the event, it would have to be done
correctly and professionally, in addition to a bigger budget. The Arts Commission has to
present what is needed to grow the event so they can understand what is involved in
making the event a yearly event.
Ms. Coles-Dobay explained the Arts Commission always hosts the event the first
weekend in February as it did not conflict with other events. The key components are
the outdoor exhibition comprised of between 10 and 20 kinetic pieces activated by solar,
wind, water and other mechanism. It is a careful balance to curate the exhibit, which
includes international, national, regional and local artists, and emerging and
professional kinetic artists. The Arts Commission always installs the art in September in
keeping with the yearly Avenue of the Arts cycle. There are costs involved with site
costs, the shipping reimbursement and installation assistance are all different costs the
Arts Commission incurs and not every artist gets the same amount. There are also
marketing and advertising costs. There was discussion of holding the event annually
would reduce the wow factor of the event. Ms. Coles-Dobay commented there has
been feedback from artists and other entities about what makes it unique and how to
keep that.
The call to artists for the indoor exhibit occurs between June/August of the event year.
The goal is to select 60 artworks creating a wide variety of art for the event. There are
site specific installations and community based projects. Top priority is given to site
specific installations and special community kinetic art projects from September through
January leading up to the event and symposium weekend. This helps with marketing.
The Symposium has topics including art history and art forms, influences, technological
advances and alternative energy. There are educational presentations including
Science, Technology, Engineering, Art and Mathematics (STEAM) and there are op -

portunities to learn from various engineers, architects and scientists that speak at the
event.
Entertainment planned for this year included a kinetic art dance performance, video and
light installations, immersive, interactive and experiential art forms. Jazz, orchestral and
acoustic music would complement the Kinetic Art experience and the stage in the Civic
Center could be used for dance performances.
The Kinetic Art event has an interactive component that youth and people of all ages
can participate in such as a scavenger hunt. Once completed and returned, participants
will receive a free promotional item..
Vendors include artists who offer original kinetic art forms including jewelry, mobiles,
kites, small kinetic artworks, and two and three dimensions kinetic art and objects.
There are interactive social media stations at key locations throughout the event that will
also provide a photo op booth. The public can give their own 30 second comment
about their experience recorded on an iPad or iPhone which can be uploaded to the
event's social media pages.
ADA interpreters for the deaf and hard of hearing, and services to enable people of all
abilities to attend the event, will be available.
The food component will provide convenience for attendees on the west end of Ocean
Avenue that will not compete with area restaurants and the event will promote them as
the event hours end prior to dining hours. The food offerings match the event and will
not include food trucks or carnival food offerings and the food court will have an upscale
appearance. The goal was to have an individual organization to manage the food court
during the event. The event is not a catered event. Food offerings would be under $10.
Ms. Coles-Dobay explained if the Arts Commission expands the event, in keeping with
the City Commission Strategic Plan sessions, the event would be a unique signature
and special event for the City. It is great to have them planned for the future, but there
is a cost, and there were no funds for it. There is some investment in the event this
year to help grow it to a higher level, but if it is going to be a yearly and enlarged event,
it will cause a dramatic increase in the budget. When Ms. Coles-Dobay spoke to artists
from the 2015 event to see if they planned to participate in the outdoor exhibition, they
were creating art, some do not have pieces available to be on loan. The Arts
Commission would need to enlist more artists, perhaps international artists, but it would
increase the budget even more. Ms. Oyer suggested having less big pieces and more
local work. Chair Weiss thought to make the event more viable, work to make it an
annual event like Art Basel, and determine when you want to implement it, and a budget
must be created for a team that are paid to work on the event, aside from Ms. Coles-
Dobay and the Arts Commission. There was discussion the CRA was a sponsor. The

event is what makes the community unique that brings in tourists. It was important to
find funds. Ms. Falco-Dicorrado thought there may be grants each year, and most of
the grants being awarded address diversity issues and for underprivileged areas. The
City has a grants writer and art has the least grant opportunities. Ms. Coles-Dobay
suggested looking at making the event an annual event in 2019 and advise the City
Commission of the cost to do so. The Arts Commission has a sponsorship package
which Ms. Coles-Dobay handles most of the time, but she commented the members
should solicit sponsors as well. There was discussion of identifying someone with name
recognition in the County who support the arts who can assist in the efforts.
Ms. Oyer requested Ms. Coles-Dobay provide business cards to the members. Ms.
Coles-Dobay had commented those in the art world are familiar with the event and artist
Ron Jaffe wants to participate. Another concern is adding lighting projects which is
another kinetic art form if they expand the hours into the evening, which also would
increase the budget.
Ms. Coles-Dobay asked if there were any suggested changes. There was discussion of
having a VIP event. SunFest used volunteers and a bank sponsored all the volunteers.
Ms. Oyer suggested enlisting a big corporate sponsor. Ms. Lorenz commented the Arts
Commission may need to increase the size of the event. The Old High School is run
down, but development was planned for the area and it may result in having a nicer
camper in the future. A suggestion was made to close Seacrest Boulevard and add to a
street fair. The Library parking lot and land next to the Civic Center could also be used.
Motion
Ms. Lorenz moved to approve the plan as discussed. Ms. Oyer seconded the motion
that unanimously passed.

IX. EXHIBITS
A. 2017/18 Albert Paley exhibit
Ms. Coles-Dobay gave a PowerPoint presentation detailing the artwork by Albert Paley
that will be installed on the corner of 500 Ocean. She reviewed the location and the
plaza. Ms. Coles-Dobay reviewed other works by Albert Paley and advised he would be
present at the grand opening. His work is featured globally, in museums and various
exhibits. It is also on Fifth Avenue in New York City. A list of his awards was viewed.
There was consensus the Albert Paley exhibit was acceptable.

X. NEW BUSINESS
A. AARP City-wide coloring opportunity
Ms. Coles-Dobay introduced the AARP partnership with HCI Publishing Coloring
Contest in the City of Boynton Beach. The form could be downloaded from the website
and are available in City Hall, the Library, Civic Center and other City locations.
Residents can color the page with crayons, pencils or markers and submit them. The
Arts Commission would then select the top 10 finalists, which are submitted to AARP.
The AARP Director will select the winner and will come to Boynton Beach to make the
announcement on or around November 17th in the Library Program Room. The contest
is open to anyone 18 and over, and the winner's picture will be featured in AARP's
National Publication. Any Arts Commission member that submits their work is not
eligible to vote for the finalists.
Motion
Ms. Lorenz moved to approve the program. Ms. Oyer seconded the motion that
unanimously passed.
XI. UNFINISHED BUSINESS
A. Avenue of the Arts artwork purchase proposal
Ms. Coles-Dobay explained the Arts Commission had decided the Arts Commission
would not purchase a piece this year, but there is an artist who wanted to ask the Arts
Commission to consider purchasing his work called "Seed" which is by the Little House
on Ocean. Previously when the Arts Commission opened the opportunity to purchase a
piece from one of the artists, they could submit what they wanted to and they could
change their price or make an offer. In this instance, the artist lowered the price and he
agreed to wait for payment until 2017/2018 if the members wanted to acquire the piece.
If purchased the Arts Commission would have to determine placement and consider
maintenance. The original price was $18K and he reduced the price to $12K.
Ms. Oyer did not favor the piece as it did not carry the theme in Boynton Beach. The
members discussed the work and there was agreement not to acquire the piece. It was
thought it would be more appropriate by the hospital and a suggestion was made to
contact the hospital about the piece.
