Minutes 09-26-16 MINUTES OF THE RECREATION AND PARKS BOARD MEETING HELD IN COMMISSION CHAMBERS BOYNTON BEACH, FLORIDA, ON MONDAY, SEPTEMBER 26, 2016, AT 6:30 P.M. PRESENT: Elizabeth Pierce-Roe, Chair Wally Majors, Recreation and Parks Director Jeffrey Fromknecht Lisa Edmondson, Recording Clerk/ Charles Kanter Prototype, Inc. Renee Stern Julie Mondello Daniel Shapiro I. CALL TO ORDER The meeting was called to order at 6:33 p.m. II. ATTENDANCE Roll was called, and a quorum was present. III. APPROVAL OF MINUTES In lieu of formal minutes, for the record, Mr. Majors noted in June the Board toured Hester Center, Jaycee Park, Intracoastal Park, Oyer Park, Betty Thomas Park, Veterans Memorial Park, and Mangrove Park. In July, the Board toured the Quantum Park site, Barton Memorial Park, Meadows Park, and Meadows Nautical Park site. IV. UNFINISHED BUSINESS A. Park/Facility Tour - Discussion Chair Pierce-Roe asked if the Board could be updated on the boardwalk structure at Mangrove Park, and when the work will begin on the Boat Club Park look-out piers. Mr. Majors said he would make a report at the next month’s meeting. He said they did reach out to the County for help with Oyer Park fishing and viewing pier, but were denied, so they hope to at least stabilize the structure for a few more years. Chair Pierce-Roe said she had a suggestion from people at Oyer Club Park that there be some kind of outdoor shower or fish-cleaning station. Mr. Majors said that sort of facility is difficult to maintain, especially in regards to homeless and/or vandalism issues, but they could look into the feasibility, even if it is just a spigot to wash hands. Chair Pierce-Roe asked about fishing line tubes. Mr. Majors said the gathering stations for fishing lines are still at the Boat Club and Oyer Park near the ramps. She also wanted to note that she had gotten positive feedback about laying the slab of cement with the tables and the area is now enjoyable. Mr. Majors spoke about the intent of the parks tours, to make sure the Department stays fresh and aware of the areas and what they look like on an ongoing basis. He mentioned adding acreage for the future, the undeveloped park sites, and planned projects such as playground equipment.. He stated that the CIP budget has been approved and he can bring what the CIP looks like as it relates to Parks & Recreation for the upcoming fiscal year. He stressed that this is not advocating for anything other than awareness of the Sales Tax Initiative and the benefit to the Capital Improvement Program for some projects and parks, though not to the level needed. Chair Pierce-Roe asked about the structures at Pioneer Canal Park, as there has been no visit there for two years. Mr. Majors said he hadn’t heard of any issues, but will check into it – noting it is the only fresh-water boat access in the City – and add it to his report for October. Mr. Majors also stated that on request they can take one or two Board Members out to tour any parks. V. NEW BUSINESS A. New Park and Dog Park Mr. Majors noted that since there was no quorum at the last meeting, they had to move ahead in naming the park to be opened in November. It will be Boynton Village Park and Dog Park. The name was kept generic and reflective of the developer, which will be built and totally maintained by the developer, even though it will have Parks & Recreation’s name and signage. This is one of the best examples of a public/private partnership. The tentative ribbon-cutting is scheduled for Saturday morning, November 5. The Board will be invited. The park is three acres with the fenced dog park just under one-half acre, which will be divided by dog weight. Chair Pierce-Roe asked if there would be any sponsors. Mr. Majors said no sponsors are needed for the ribbon cutting itself, the developer has been very generous. As to future promotions, this park was primarily planned for local use as there is no parking or bathrooms in the area. Once open, there will be a better sense of challenges involved in doing events, but will certainly be a celebration for the first dog park in Boynton Beach. There is still a lot of planning to be done. Mr. Majors will keep the Board informed of the opening date. B. December Meeting? The City Clerk’s office is working on the calendar for the remainder of the year and wants to know if there will be a December meeting. Upcoming Events The Fall Festival will be October 15 at the Intracoastal Park Clubhouse. Mr. Kanter said he attended an event earlier in September where he met a lot of the Staff he had not met before and thought it would be nice to meet more of the Staff more often in mutual meetings. Mr. Majors said the Staff likes to have their facilities noticed and could give little tours, so he will present some options for upcoming activities through the holidays. Mr. Majors reminded the Board they are responsible for choosing the Grand Marshall for the Holiday Parade. However, since the parade was rained out last year, they have asked Tom Kaiser to do it again. VI. ITEMS FOR THE CITY MANAGER’S ATTENTION - None VII. NEXT MEETING: October 24, 2016 VIII.
