Minutes 02-08-16 MINUTES OF THE HISTORIC RESOURCES PRESERVATION BOARD MEETING COMMISSION CHAMBERS, CITY HALL 100 E BOYNTON BEACH BOULEVARD, BOYNTON BEACH, FLORIDA MONDAY, FEBRUARY 8, 2016 Present: Barbara Ready, Chair Warren Adams, Historic Preservation Planner Jason Shaffer Lisa Edmondson, Recording Clerk, Prototype Inc. Michelle Dion Dr. Ginger Pedersen Susan Oyer Hollis Tidwell, III, Alternate Cheryl Black, Alternate Absent: Eric Salomonsson, Vice Chair Roger Cope 1. Pledge of Allegiance Chair Ready called the meeting to order at 6:30 p.m. 2. Agenda Approval Ms. Oyer moved to approve the agenda as presented. Mr. Tidwell seconded the motion which unanimously passed. 3.Approval of Minutes Warren Adams, Historic Resource Preservation Planner , noted on page 4, second to last paragraph, should read “expanded or reduced.” Dr. Pedersen moved to approve the minutes as amended. Mr. Shaffer seconded the motion which unanimously passed. 4. Communications and Announcements Mr. Adams reported that the State addresses their Plan every five years, having workshops, and encouraging public input. The next workshop will be held on March 12, 2016, which he will be attending. All Board members were also invited to attend. Mr. Shaffer congratulated Mr. Salomonsson on the publishing of his third book. Dr. Pedersen announced the date of the next Historical Club meeting. 5. Old Business: A. Boynton Woman’s Club grant-funded window and door repairs Mr. Adams advised a meeting has been held with the architect to look at the schematics. Presentation to the St. Cloud Main Street on Boynton’s Historic Preservation Program A presentation was given by Mr. Adams on January 12th. He felt that the presentation had created positive outreach and was encouraged by prospects of increasing visitors to the City. C. Historic Site Markers Rough drafts of proposed markers have been sent by Erie Landmark. The cost will be $184 for bronze or $100 for ceramic; the plaques will be 10” x 7” oval. There will be a one-time charge of $1,000 for a sculpted engraving. Mr. Adams was not sure if there will be one drawing for all or individual drawings for each plaque. Discussion continued regarding the use of several materials including bronze, enamel, and ceramics, as well as the longevity of the materials utilized, patina, and warranties. Dr. Pedersen suggested contacting Cerametallics.com to inquire about alternate materials and possibly less expensive processes. A suggestion was also made to consider some type of “scholarship” program to underwrite the cost of the plaques, in addition to possible donation from the Historical Society. 6. New Business: A. Oakland Park CLG Training Mr. Adams reported that the training had been a successful project creating more outreach and recognition. There are currently 70 CLGs in the State. B. Historic property owners meeting at the Audrey Gerger House Ms. Gerger had hosted a meeting of Boynton Beach historic property owners at her house to discuss designations and districts. A follow-up meeting will be held to further explore these options. C. High School update At the most recent City Commission meeting, a proposal had been presented for redevelopment of the high school including commercial (retail and offices) and community uses. It is estimated the cost of the project will be $6 million; $1.5 million was requested from the City as a contribution. Buyout options were considered. The final project cost and legal details are being further researched and a report will be made back to the City Commission in 90 days. Any proposals made will come before the Board for consideration. Ms. Oyer expressed a desire to see some sort of public art gallery included in the plans. The developer has indicated they are ready to begin as soon as possible. 7. Other Dr. Pedersen noted that the City’s historical markers are already oxidizing and in poor condition. 2 Meeting Minutes Historic Resources Preservation Board Boynton Beach, FL February 8, 2016 Mr. Adams said he visually checks the markers, but he will also explore warranty options to see what can be done from that aspect. 8. Comments by members Ms. Oyer noted that Duchess Emma Rutland, whom she met at an American Friends of British Art event, had been impressed with the efforts of Boynton Beach regarding historic aspects of the City. 9. Public comments - None. 10. Announce date of next meeting – March 14, 2016 11.
