Minutes 07-14-16 MINUTES OF THE ARTS COMMISSION MEETING HELD AT FIRE STATION NO. 2, 2615 W. WOOLBRIGHT ROAD, BOYNTON BEACH, FLORIDA, ON THURSDAY, JULY 14, 2016, AT 6:30 P.M. PRESENT: Kim Weiss Debby Coles-Dobay, Public Arts Manager Robyn Lorenz Cindy Falco-Dicorrado Susan Oyer, Alternate ABSENT: Anderson Slocombe Rachel Mondesir Sarah Ouffutt I. CALL TO ORDER Ms. Coles-Dobay explained the Arts Commission does not have a Chair. It was decided Kim Weiss would sit as Chair. The meeting was called to order at 6:48 p.m. II. ROLL CALL OF MEMBERS Self-introductions were made. A quorum was present. III. AGENDA APPROVAL Motion Ms. Oyer moved to approve the agenda. Ms. Falco-Dicorrado seconded the motion that unanimously passed. IV. APPROVE MEETING MINUTES a. May 12, 2016 Motion Ms. Weiss moved to approve the minutes. The motion was duly seconded and unanimously passed. V. ANNOUNCEMENTS/REPORTS a. Tues., July 26, 3-4pm Silver Eagles reception at the Civic Center Meeting Minutes Arts Commission Boynton Beach, Florida July 14, 2016 Ms. Coles-Dobay announced the above event. This was a group of seniors who paint together in Lake Forest. They chose this time and day to have a Meet the Artist and Reception event. She requested the members attend if possible and anticipated the event would have a good turnout. b. Recreation and Parks Art Camp Awards Reception Ms. Coles-Dobay explained every year the Recreation and Parks Department holds a Summer and Art Camp Showcase and Reception. They invite the families, students and the public to a reception and distribute numerous awards such as the Mayor and Vice Mayor awards, City Commission awards and others. They always invite Arts Commission members to award the Arts Commission ribbon. This event will be held at rd the Civic Center on Wednesday, August 3, from 6 p.m. to 7 p.m. All of the members volunteered to attend. VI. PROJECT UPDATES/APPROVALS a. Culinary Solutions public art final review Ms. Coles-Dobay gave a brief video presentation. Culinary Solutions new location was at 2201 South Federal Highway. The Grand Opening Ribbon-Cutting Ceremony was July 15, 2016, at 10 a.m. The owner Jim Guilbeault, and long-time resident Christiane Francois, wanted the public art for this project to have historic value. The members had previously viewed the images to be used on the establishment’s windows and Ms. Coles-Dobay explained where the images would be placed. Motion Ms. Lorenz moved to approve the final product. Chair Weiss seconded the motion that unanimously passed. VII. AIPP STRATEGIC PLAN/MASTER PLAN b. None VIII. INTL KINETIC ART EXHIBIT AND SYMPOSIUM PLANNING a. Review budget Ms. Coles-Dobay explained the fiscal year starts October 1 and she provided estimates for the events. She commented sponsors help fund the event and the City was providing up to $30,000. Some developers also want to contribute. Ms. Coles-Dobay noted the budget had also included in-kind expenses. The Arts Commission works with the International Sculpture Center who assists with advertising and marketing nationally. The Kinetic Art Organization also provides in-kind services. The Cultural Council 2 Meeting Minutes Arts Commission Boynton Beach, Florida July 14, 2016 assists through posting the event on their website and helps publicize the event through social media and other marketing avenues. She pointed out the Arts Commission had a double page spread ad in International Sculpture Magazine which did not cost anything because the artists became members of the International Center. The magazine is distributed internationally, on-line and at their conventions. The Arts Commission also has Save the Date Cards and partnered with Art Palm Beach. They have a booth at the convention center where they distribute the cards. They also partnered with CODAworx, a high-end art and architectural design site. There have been a lot of partnerships established over the years, including Art Hive Magazine which reaches trendy young individuals, and they will be working on an editorial and have the same double page spread there Ms. Coles-Dobay explained participating artists are given a stipend in varying amounts. The artists who install their artwork are given the stipend. Otherwise a committee installs the piece. A lot of planning goes into siting the piece. The Arts Commission has to determine what the piece is made from and how much time it will take to install. Some pieces are large and a lift or crane is needed. Departments such as Public Works assists. They clean the pads and provide the lifts to install the art after the old art is removed. All of the artwork is scheduled to be shipped to a staging area at a specific th drop off time and date, which is September 26. The Arts Commission also assists with shipping fees in some instances. The Arts Commission previously approved a Kinetic Intention community project by Toby Singer, and the other was the Four Winds, using alternative energy. There are other artists and presenters. Ms. Coles-Dobay commented artists will need accommodations during the event, and there are special event fees the City charges although last year, the City deferred a lot of them. Additionally, cleaning services, supplies and insurance incur costs. Ms. Coles-Dobay explained this year, the City will be conducting an Economic Development Survey Study so when the Arts Commission seeks funding from the Tourist Development Bureau, they will have information showing the event is a valid event. Ms. Coles-Dobay explained the Arts Commission will review the marketing component of the symposium at the next meeting. The Arts Commission works with the CRA and advertises the event in the local papers, including the Coastal Star, which provides the Save the Date Cards and is listed under events with the Tourist Development Bureau and Cultural Council. Chair Weiss asked if information was sent to area hotels. Ms. Coles-Dobay explained they provide the information to the hotel concierges and she had received a suggestion to put together a win a free trip package, with whatever partner donated the room. 3 Meeting Minutes Arts Commission Boynton Beach, Florida July 14, 2016 Although the event is free, they could get VIP tickets or have a dinner at a local restaurant. Chair Weiss also suggested having a small art piece or something representative of the Symposium in the hotel lobby. There had been prior discussion of a shuttle service and the Arts Commission had contemplated having people movers such as electric taxis or the party cycle on E. Ocean Avenue, but nothing was planned. Mr. Lorenz explained many older individuals attended the event and were always looking for seating. She wanted to ensure there was adequate seating to afford individuals the opportunity to rest and move about easily. The members would man entrance tables in the tent, the Library Program Room and at City Hall to direct the public to the different areas and activities. They would also provide information regarding the People’s Choice Awards. Ms. Falco-Dicorrado asked about a caterer as she had spoken with a woman who works with students attending culinary school who was interested in catering the event. She could coordinate it with the students. The food court is an entire event by itself and the Arts Commission members have other duties to manage. The idea was to have someone oversee the food court and manage it. The Arts Commission would supply individual tents, banners advising what food item each tent had. It was similar to SunFest. There are different vendors, but they all had a similar, clean look. They had originally discussed Nina Krauder to act as manager, offering mostly vegan styled food, but the Arts Commission thought other style foods should be offered as well. They did not want to infringe on local restaurant fares. Ms. Coles-Dobay thought Mr. Krauder would have more diverse offerings. The idea was to have tapas style, munchies type foods because the event is 9 a.m. or 10 a.m. to 6 p.m. It is not a money making event for the City, it is an economic development event Ms. Coles-Dobay noted the CRA has been very supportive of the event and has an event planner on staff who may be able to assist in managing that function. The purpose of the event is to attract people to the City and expose them to businesses. There is a gap on Ocean Avenue, and people do walk up and down the Avenue all the way down to the Marina and Frankie’s. Motion Chair Weiss moved to approve the budget as presented. Ms. Oyer seconded the motion that unanimously passed. IX. EXHIBITS a. None. X. NEW BUSINESS a. Elect new Board Chair 4 Meeting Minutes Arts Commission Boynton Beach, Florida July 14, 2016 Ms. Coles-Dobay explained the Arts Commission did not have to elect a Chair and Vice Chair at the meeting. They could continue to have an Acting Chair until there are more Board members. Motion Ms. Oyer moved to defer elections until there were more members. Chair Weiss seconded the motion that passed 3-1 (Ms. Falco-Dicorrado dissenting.) Motion Ms. Lorenz moved to reopen the motion. Chair Weiss seconded the motion that unanimously passed. Motion Ms. Lorenz moved for Ms. Weiss to be the Chair for the meeting. The motion was duly seconded and unanimously passed. Motion Chair Weiss nominated Ms. Lorenz as Vice Chair. The motion was duly seconded and unanimously passed. b. Citizen’s nautical theme artistic landscape concept ideas Ms. Coles-Dobay had distributed work by Debby Lytle, a City resident, who discussed an artistic landscape with a nautical theme. Ms. Coles-Dobay had explained she would present it to the Arts Commission and they had a Strategic Plan that detailed Eco-Art, Kinetic Art and Glass Art was the City’s signature art forms. Ms. Coles-Dobay referred her to the website to view the Arts Commission video and the presentation so she would become familiar with them. Ms. Coles-Dobay commented she thought the art could fit into an eco-art concept, but also explained when the City plans projects they have to be easy to maintain and low budget. The art was nice, but one component of the art was wood. After further brief discussion, there was agreement it was not keeping with the theme. Ms. Coles-Dobay agreed to convey the comments to Ms. Lytle and pointed out she had invited her to attend the meeting. XII. UNFINISHED BUSINESS A. Avenue of the Arts People’s Choice Awards 5 Meeting Minutes Arts Commission Boynton Beach, Florida July 14, 2016 Ms. Coles-Dobay explained The People’s Choice Award was for the public to vote for their favorite artwork from the Avenue of the Arts. In November, the Arts Commission had contemplated designating funds to buy one piece of art and decided to fund a first and second place award. First place would be a $1,000 award. Second place would be $500. The People Choice Awards was held online and on paper. Ms. Coles-Dobay advised she erroneously indicated there would be first, second and third place awards, although the Arts Commission had approved first and second place. She asked if the members wanted to have a third place award or purchase a piece of art. Ms. Coles-Dobay explained 407 people voted. The majority of the votes were for the artwork called Seed with 197 votes. Alley Dudes received the second highest votes at 131 votes. The third highest vote was for Tortuga Jack at 23 votes. Discussion turned to an amount for a third place award. Ms. Coles-Dobay suggested $250. Motion Ms. Lorenz moved to approve $1,000, $500 and $250 for first, second and third place respectively. Ms. Falco-Dicorrado seconded the motion that unanimously passed. XIII. FUTURE BUSINESS A. None. XIV.
