I. Call to Order
Chair Harris called the meeting to order at 2:05 p.m.
II. Pledge of Allegiance
Brent Rolle, Recreation Supervisor
The members recited the Pledge of Allegiance to the Flag.
III. Attendance
Chair Harris took attendance. A quorum was present.
IV. Approval of Agenda
1. Additions, Deletions, Corrections
There were no changes made to the agenda.
2. Adoption.
Motion
Vice Chair liams moved to approve the agenda. Ms. Young seconded the motion that
unanimously passed.
V. Approval of Minutes (July 11, 2016)
Vice Chair liams moved to approve. Mr. Richardson seconded the motion that
unanimously passed.

VI. Unfinished Business
A. Marsha's request to Amy on AARP City Applying
Chair Harris advised the City applied for the AARP program.
B. New name of Center
Ms. Blackman and others discussed changing the name of the Center which was not
well received. For now, the Center name will not be changed. If a name change should
ever occur, it would have to come from the Board.
C. Healthy food at cafe
Ms. Blackman and Mr. Rolle had discussed this and worked on donated food at the
cafe. Mr. Rolle explained the Center was working on purchasing items, but many items
are donated. Donations received would be the same, but staff was trying to purchase
healthier and sugarless food. Ms. Bionta explained she was impressed at the last
event. They had sugarless cookies, unsweetened tea and even vegetables. Vice Chair
liams thought a company may be able to donate items in the afternoon aside from
Publix. With Publix, even vegetables can only last so long. Ms. Young thought there
may be restrictions on vegetables. Mr. Rolle agreed to review the matter..
D. Extended later hours
Ms. Blackman and Mr. Rolle had previously discussed this item and staff cannot change
the Center's hours at this time. Staff had notified family members about patrons who
are left unattended after Center hours to ensure they are taken care of before the
Center closes or by 4 p.m.
VII. New Business
A. Holiday (not the main ones) to keep Center open
Chair Harris explained the Center is not closed on specific holidays and Mae Volen is
not feeding on those days. In the past, patrons would sign up and pay for pizza and a
drink on a holiday. She noted the Community Caring Center, has a meals program and
they offered the Center a package. People would sign up for $3.71 and receive a
complete meal including a desert. It comes in a container and it is delivered. The sign-
up sheet has to be submitted the weekend before so Community Caring Center staff
can prepare. The program is considered a home delivered meal. It is a balanced meal,
which could be ideal because then Center volunteers do not have to be involved. They
can have it in the cafe area or dining room. All those who have paid for their meal can
use the dining room. The service would be used on a holiday the Center is open and
when Mae Volen is closed. Mr. Rolle clarified this would apply to Presidents' Day and

federal holidays when normally the Center would be closed, or when it is modified
hours. Patron would have to arrange their own travel to the Center because there is no
transportation for the day from Mae Volen. Mr. Rolle explained they would try it a few
times. The holidays are primarily on Mondays. It will not occur on Thanksgiving,
Christmas, New Year's and the Center may only use the service for a total of three
days. Vice Chair liams questioned if the City has standard holidays and learned they
have 11 holidays off. Chair Harris thought this could be arranged without indicating
which days they would use the service for right now. It was suggested the Center
ascertain if a minimum number of meals would need to be ordered.
Ms. Bionta also noted Mae Volen has issued packaged meals to Senior Center patrons
who absolutely need their meals. Vice Chair liams agreed. When Mae Volen staff
knows they will be closed the next day, they issue boxed food the day before for patrons
to take home as there are people at the Senior Center that depend on the meal as their
main meal. It was noted it is not a hot meal. Mr. Rolle and Ms. Blackman agreed to
work out a trial arrangement and compile the dates.
B. Advise on low income resources.
Chair Harris distributed 2-1-1 brochures, Circle Care brochures and an Area Agency on
Aging Disability Resource brochure. She also asked Ms. Blackman to obtain the Palm
Beach County Guide to Services, 2016 as there are programs available and they are
very helpful. Vice Chair liams read from the Guide noting they can call Palm Beach
County Public Affairs and they will send a speaker. There are programs meant for
disabled, low-income and those living alone. She thought it would be a great for them
to speak about their organization. Topics range from agriculture to zoning and some
departments will tailor a speech for groups. Information about Meals on Wheels was
also available.
Chair Harris spoke about attendance and noted there are two members whose terms
are valid through next year. For those whose terms are expiring in December, the City
will send a letter to them asking if they want to continue to serve and advise what they
will have to do. Since the next meeting is in January, the members will have to renew
prior to that. If they do not get a letter, they should contact the Chair and she will
contact the City. Vice Chair liams noted alternates usually serve for one year. Chair
Harris agreed to contact the Clerk's Office.
VIII. Amy Blackman — to discuss the inquiries and also Q & A.
Chair Harris explained Mr. Rolle was serving as a liaison and was available to answer
questions. Vice Chair liams queried if the Center was getting a new microwave and
learned they were. Vice Chair liams commented there are people that bring lunch and
they need to heat up food. The microwave in the kitchen is locked as soon as
everything is over. Ms. liams explained if the Center cannot afford one, her company

will donate one that will be kept at the Center. It was noted the Center does not have a
license for food service, but Mae Volen did.
Ms. Bionta shared some patrons had commented the floors needed cleaning. Mr. Rolle
agreed to contact City Maintenance Supervisor Gail Mootz. There was an inspection
done in September for the Mae Volen Center, but not the Senior Center. Mr. Rolle
commented it is much better if staff notifies him the day of the issue as opposed to the
issue accumulating. Another issue was there are patrons that smoke that were told
they cannot sit outside on the bench by the sidewalk. Some volunteers smoke and staff
told one volunteer she could not be on the sidewalk out front. Mr. Rolle commented
smoking is not permitted within the confines of the City grounds. Federal Highway is not
a City owned street and one woman smokes vapes, and she needed to know where the
limit is. Mr. Rolle explained if it was his decision, he would keep it outside the gate and
there is no designated smoking area around the perimeter. Staff asks individuals not to
sit in the porch area, bench open area and the rear area. Mr. Rolle agreed to research
the matter.
There is also a homeless man that jumps the fence and urinates and defecates in the
porch area. Mr. Rolle explained he already spoke to the Police Department. When he
leaves there is someone sitting on the bench waiting for staff to leave. Officer Swan has
retired and the department has not yet replaced her position. When Officer Swan is
replaced, Mr. Rolle will work with the person and discuss the matter. Vice Chair liams
noted there are halfway houses in the area.
Mr. Rolle explained he attended an Area on Aging meeting and met with seven of their
department heads. Representatives from Serving Health Insurance Needs of Elders
(SHINE) will be coming in. There are a number of things that are not in place such as
the Center does not have a handbook. He created one which Ms. Blackman is
reviewing and it will be ratified. It is a Code of Conduct for patrons and staff so they can
address issues. Another issue is he has always had a number ready to report
suspected elder abuse or neglect. There is a limit to what Mr. Rolle could do outside of
the facility. They created a poster with a hotline number to report suspected abuse and
neglect and commented it is mandatory for management to report suspected abuse.
Vice Chair liams asked if it was being created for members or staff and members and
learned it was just for members. Ms. Bionta complimented Mr. Rolle as he is very
visible at the center and at activities, which the patrons like.
IX. Next Meeting: January 2, 2017. Chair Harris announced the next meeting
would be Monday, January 2, 2017.
Mr. Rolle explained January 2"d is on a Monday and the Center may not be open. After
brief discussion, there was consensus to meet on January 9th,
