Minutes 10-13-16MINUTES OF THE ARTS COMMISSION MEETING HELD AT FIRE STATION NO. 2,2615 W. WOOLBRIGHT ROAD, BOYNTON BEACH, FLORIDA, ON OCTOBER 13, 2016, AT 6:30 P.M. Present: Kim Weiss, Acting Chair Robyn Lorenz Cindy Falco-Dicorrado Susan Oyer, Alternate Absent: Anderson Slocombe I. CALL TO ORDER Debby Coles-Dobay, Public Art Manager Kim Weiss, Acting Chair, called the meeting to order at 6:32 p.m. II. ROLL CALL OF MEMBERS Self -introductions were made. A quorum was present. III. AGENDA APPROVAL Ms. Coles-Dobay added Arts Commission To -Do List to the agenda. Motion Ms. Oyer moved to approve the agenda as amended. Ms. Lorenz seconded the motion that unanimously passed. IV. APPROVE MEETING MINUTES A. August 14 minutes B. September 8 minutes The minutes were not addressed V. ANNOUNCEMENTS/REPORT A.Oct. National Arts & Humanities month On October 4th, the City Commission announced October as National Arts and Humanities Month. Ms. Weiss had written a nice statement which Ms. Oyer read as Ms. Weiss was stuck in traffic. Chair Weiss read the proclamation. Ms. Oyer thanked the City Commission and the public for their support. It was thought it was a great honor and recognition. 1 Meeting Minutes Arts Commission Boynton Beach, Florida October 13, 2016 B. BBAD Golden Celebration, Shades of Culture, Murals The Boynton Beach Arts District Golden Celebration event was this past Sunday. The murals were beautiful. Artists change the murals each year. Mural artists have to receive approval from the Arts Commission, be approved by the City, and pay a fee. Since this is a recognized district, those in the arts district, the artists, can proceed. This year the murals connected to the Cultural Council of Palm Beach County regarding their "Shades of Culture" campaign. Artists painted their murals concepts and put on Shades of Culture glasses. There was good food, outstanding music and the event was very well done. Ms. Oyer enjoyed the art and purchased gifts as did the Mayor. C. AARP Adult Coloring Contest www.boVnton-beach.org/departments/public art/events.php Ms. Weiss had copies of what people would color for the contest for the members to distribute. The copies will also be available at the City Library, City Hall and at the Senior Center. The idea is to engage City residents and have them participate. Residents can pick up a page, color it with crayons or gel pens, not paint or water color and return them by November 3rd to the City Hall Lobby only. The forms can also be downloaded from the City website, Boynton Beach Arts.org. When residents turn in their work, the Arts Commission will select 10 finalists. The 10 will be sent to AARP in Washington D.C. for the Director of the AARP book division to select a winner. On November 16th, the Director will visit Boynton Beach and announce the winner. Chair Weiss commented when she was in Washington D.C. they had a coloring wall. The City will have a similar coloring wall that will be eight -feet wide and five -feet high at the Library. There will be a slide show of all the participants and they will announce the winner. Anyone who tweets or blogs was asked to help spread the word. Participants must be 18 years and older to participate. Chair Weiss thought it was great for election stress. VI. PROJECT UPDATES/APPROVALS A. Cross Creek Centre public art The Arts Commission had previously viewed the conceptual idea for this project and approved it. Ms. Coles-Dobay explained the art was for the Cross Creek Centre on Boynton Beach Boulevard, east of Congress Avenue on the north side of the road. The plaza had been under renovation for about a year. Motion Chair Weiss moved to approve. Ms. Oyer seconded the motion that unanimously passed. K Meeting Minutes Arts Commission Boynton Beach, Florida October 13, 2016 B. Barrier Free Park Sway Fun Wall Barrier Free Park was on Congress Avenue south of Woolbright, south of 23rd Avenue on the west side of the street. The City started developing the park in 2007 and the team who developed the park hired artist, Beth Ravitz, to be on the team. Barrier Free Park has a theme of a fish camp and included sensory areas and play areas. Ms. Coles-Dobay explained barrier free means people of any ability. The City holds many activities there such as, runs and egg hunts. Ms. Coles-Dobay distributed information about the Park and reviewed the arts components noting not all the art was installed and these were the ones that were planned. The Hunters Run Community Relations Board decided they wanted to add public art to the Sway Fun Wall at the Park. It is a curved linear wall. The original concept had a ramp going up to the play area. There are two benches, and park patrons could move the wall around giving a feeling of being on the water and a sensation of movement. There is a touch and sensory feel to the wall, with rock and smooth stainless steel. People can look into where the wall is curved and it will serve as a fun mirror distorting the images. The Hunters Run Community Relations Board will contribute towards the park, and park impact fees will supplement this component. The art and artists were approved in the past, but the Arts Commission needed to give final approval in order to apply for the funds to build it. Motion Ms. Lorenz moved to approve the Sway Fun Wall. Chair Weiss seconded the motion that unanimously passed. IX. INTL KINETIC ART EXHIBIT AND SYMPOSIUM PLANNING A. Outdoor Exhibition installation Ms. Coles-Dobay asked if anyone saw the new kinetic art and gave a presentation on some of the pieces. Five pieces were installed and she described the pieces by the various artists. She noted with the threat of Hurricane Matthew, they had to secure all the artwork. Some parts were removed and reinstalled, as were the lanterns in Dewey Park. There is other artwork that needs to be installed. The Bloomer Tree sustained damage, but would be discussed later in the meeting. B. Arts Commission To -Do List Ms. Coles-Dobay distributed a kinetic to-do list. There was a strategic planning session held with the CRA, City staff and the public and all the events occurring in the City were listed. She commented before an additional event is added, the Arts Commission will assess all of the special events such as kinetic art and the cost of the manpower, resources, and hours because the City has less people to do more. When there is a 3 Meeting Minutes Arts Commission Boynton Beach, Florida October 13, 2016 discussion about having an artwalk on Ocean Avenue, they need to know what the cost would be. The City wants to hold a kinetic art event on a yearly basis and the Arts Commission has to ensure they can develop a good product. Years ago, the Arts Commission's strategic plan endorsed kinetic art. It brought art to the public in a unique way and there is no other event like it in the world. There are kinetic art exhibits and symposiums and it is the combination of symposium and artwork that makes it unique. The Arts Commission would review events that set Boynton Beach apart from everyone else, also with the Haunted Pirate Fest and Mermaid Splash.. All time spent on the project will be gauged. She noted the City is fortunate to have a great volunteer group. Ms. Coles-Dobay explained there was an installation schedule that changed due to Hurricane Mathew. Some artists came down from North Carolina and the work was put in storage. Now the artist had to reschedule to install. Other artists have other schedules to adhere to around the country. Tomorrow one piece of art will be installed at Dewey Park. Artist Kevin Duvall hopes to install his art next week. On November 1St five additional artworks will be installed. Ms. Coles-Dobay reviewed the installation as contained in the handout. Ms. Coles-Dobay tries to get the press involved and she would try to let the Arts Commission members know of the installations so they can attend. The volunteer network includes students from Boynton Beach High School, the Art teacher, Ms. Sheuling, and a woman from Ocean Ridge will conduct the first docent training session. There will be a volunteer along Seacrest Avenue and other strategic locations along the Avenue to direct people to the installations, discuss the art pieces and to share information about each piece. They are also inviting organizations that service those with disabilities, such as those needing interpretors. Tomorrow is the first training session. Kinetic Intentions was an Elayna Toby Singer project and Ms. Coles-Dobay gave the dates and locations of her workshops noting there was one scheduled for November 9th at the Unity of Palm Beaches and one on November 13th from 3 p.m. to 4 p.m. at the Art -Sea Living in Boynton Beach, studio of former Arts Commission Member Barbara Lenz at 112 S. Federal Highway. It is on a Sunday and also on veterans' weekend. Wally Majors, Director, Recreation and Parks was working with a lot of the veterans and getting them involved. Other workshop opportunities were on December 4th in Lake Worth and the 8th which was a closed event at Boynton Beach High School for 30 to 40 students. She encouraged the Arts Commission to attend. It was a great photo opportunity. The Kinetic Art project was a project done through a collaboration of artists, Boca Bearings, Hack Lab, artist Sarah Younger, Paul Slater, technology artist Marilyn Walter, South Tech Academy and South Tech Preparatory School. They will start their work at South Tech Academy with a welding workshop. E Meeting Minutes Arts Commission Boynton Beach, Florida October 13, 2016 Ms. Coles-Dobay reviewed Don Redman, Four Winds, a 1983 self -powered, self - generating kinetic sculpture which was fully refurbished would be installed. It was an award winning piece that was purchased by a private collector, and was stored in a warehouse. Hurricane Alicia hit and many of the pieces were lost. The owner publicized anyone finding any of the pieces could be paid for the pieces and got all the pieces back. This exhibit was the first time the piece is refurbished and seen by the public. Artist Steven Cretu, from Romania will have two site specific works for the symposium. One was moonfish that would be located by the Schoolhouse Children's Museum. It is all mechanical. Another piece would be featured between the two Banyan Trees by the Civic Center and would be 10' by 10' feet which would be similar to a cage containing a mechanical squid. Artist Anthony Castronovo has a solar flower piece. The Arts Commission will announce the International Kinetic Competition virtual contest next week. Artists from all over the world can send their work into a clearing house. The winner will be announced on the last day of the Symposium as well as announce the People's Choice Awards. Entertainment will include kinetic body sculpture performances. The Civic Center Auditorium will house art and technology activities, but twice in the morning and afternoon, the body sculpture performances will take place on the stage. Outside, the Gold Coast Band would perform. C. Arts Commission board committee commitment Ms. Coles-Dobay explained there will be tables inside the Civic Center, Library Program Room, the Tent and City Hall Chambers. Volunteers will be needed. They need two people at least, at each table, for a four-hour shift. Ms. Coles-Dobay advised she needed the members to volunteer and help enlist more volunteers, but did have some volunteers that she did not assign yet. There are plenty of docents, but she needed individuals to greet attendees and inform people about what is going on, the contest and the scavenger hunt. Ms. Oyer commented Junior League members need volunteer hours and there is a large league in Boca Raton. Ms. Lorenz also had a friend who is a member of a volunteer group. Discussion turned to parishioners from Christ Fellowship Church may be interested in volunteering. Ms. Weiss and Ms. Falco-Dicorrado may have a few friends, but requested Ms. Coles-Dobay develope a short statement about the event to send the members to help enlist volunteers. D. Noam Ben-Jacov "Kinetic body -sculpture performances" Ms. Coles-Dobay explained artist Noam Ben-Jacov came to the last Symposium and wanted to participate, but it was too late. She and Mr. Ben-Jacov have been working together for the past two years on the performance, and it is coming to fruition. Ms. Falco-Dicorrado seconded, the motion that passed 3-1 (Ms. Lorenz dissenting.) X. EXHIBITS A. None. XI. NEW BUSINESS A. Hurricane Matthew artwork preparation and damage assessment Ms. Coles-Dobay distributed a handout and had discussed preparing kinetic art for storms. The City has an emergency plan and public art is included in it. She explained a lot of the art is owned by the City and some is privately owned. Although the developer's public art is part of the City's program, the developer has to maintain and secure the piece. If something happened to the art, they would have to replace it with a like piece. All the artwork was reviewed and the City decided on what was secured. The City preferred to take the pieces down, but it was not possible. The contracts with the artists for the temporary art pieces, requires the City to provide them with notice so the artist can decide if they want to remove the piece at their cost. Ms. Coles-Dobay emphasized the City tries to work with the artist to secure the pieces. The City obtained the Bloomer Tree and the Arts Commission opted to move it to the roundabout. The City removed the flowerets which also needed to be cleaned before moving the piece to the roundabout. During the storm assessment, since there were no flowerettes on the piece, it was thought the frame should be fine; however, the piece bent during the storm. The artwork was donated to the City by an artist from Singapore. It could cost between $2,000 to $20K,000 to fix the piece which is valued at $80K. The City is getting estimates. The Arts Commission has to be mindful of the history of the piece and the City has to be good stewards of the artwork. Getting the right information to the public is important. Ms. Coles-Dobay explained if there is ever a question about any of the City's art, the members should contact Ms. Coles-Dobay. XII. UNFINISHED BUSINESS A. None XIII. FUTURE BUSINESS A. None.
